Riverside County runs from the Santa Ana River near Eastvale to the Colorado River at Blythe, through suburbs, mountain towns and open desert. Valpro Attorney Services takes Service Requests for any address in it, files with Riverside Superior Court at any courthouse, and handles both from our Sacramento office as one request.
Send the papers online with up to 5 PDFs, or email them to Service@ValproAttorneyServices.com. Phone 855-582-5776, Monday through Friday, 8:30 a.m.–5 p.m.
Three regions, one ZIP Code table
Riverside Superior Court doesn't send cases to the nearest building. Its administrative orders split the county into a western region, a mid-county region and a desert region, then assign each case type by ZIP Code. The civil order now in force was filed July 15, 2026 and took effect August 1, 2026, so a filing location you used earlier this year may have changed.
For unlimited civil:
- Riverside Historic Courthouse, 4050 Main Street, Riverside: the western cities plus Murrieta, Hemet, San Jacinto, Lake Elsinore and Wildomar. All provisionally complex cases, class actions and CEQA writs go here too, from anywhere in the county.
- Menifee Justice Center, 27401 Menifee Center Drive: Menifee, Temecula, Anza and Aguanga.
- Palm Springs Courthouse, 3255 E. Tahquitz Canyon Way: the Coachella Valley, plus Blythe, Ripley and Vidal.
Limited civil, unlawful detainer and small claims use a different map with five counters. Corona takes Corona, Norco, Eastvale, Jurupa Valley, Lake Elsinore, Wildomar and four Riverside ZIP Codes (92503, 92504, 92505 and 92509) for limited civil and evictions. For small claims it keeps only three of those ZIPs: the order sends 92505 small claims to Moreno Valley. Moreno Valley takes the rest of Riverside, plus Moreno Valley, Perris, Nuevo, Banning, Beaumont, Calimesa and Idyllwild. The Menifee Justice Center takes Hemet, San Jacinto, Murrieta, Temecula and Winchester. Palm Springs takes the Coachella Valley, and Blythe keeps its own cases.
So a Murrieta landlord's eviction goes to Menifee, while a Murrieta breach-of-contract case over the limited-civil line goes to downtown Riverside. Civil harassment and workplace violence petitions from mid-county are filed at the Southwest Justice Center in Murrieta.
Family law and probate follow older orders
Family law still runs under the order effective July 8, 2024. Western-region families file at the Riverside Family Law Courthouse, 4175 Main Street. Mid-county families file at the Menifee Justice Center, a list that includes Lake Elsinore, Canyon Lake, Wildomar and Idyllwild. Coachella Valley families file at the Larson Justice Center, 46-200 Oasis Street, Indio, and Blythe and Ripley stay in Blythe.
Probate uses its own split, effective December 23, 2024: Riverside Historic for the western ZIP Codes, the Southwest Justice Center Probate Division in Murrieta for most of mid-county, and Palm Springs for the desert. A few ZIP Codes land where you might not expect. Lake Elsinore is on the Riverside Historic list, and Anza, Idyllwild and Mountain Center are on the Palm Springs list. Mental health petitions go to Riverside Historic from every ZIP Code.
Counter hours and e-filing
The clerk's offices we checked are open 7:30 a.m. to 4:00 p.m. on weekdays, with phone lines only until 2:00 p.m. and drop boxes until 4:00 p.m. Blythe is the exception: its clerk's office is open Tuesday, Thursday and Friday only. Source: the court's location pages, read October 29, 2026 from archived copies dated July and August 2026, because the live site blocks automated reading.
In civil cases, eFiling is mandatory for parties with an attorney under Local Rule 3118 and optional for self-represented parties. Our Court Filings service handles both: eFiling through an approved provider, or a runner at the counter for documents that are exempt or must be filed on paper. The Riverside County court filing page has the county detail. Tell us the courthouse, case number and any hearing date when you send the documents.
Papers to serve in Riverside County?
Serving papers from Jurupa Valley to Blythe
The 2020 Census counted 2,418,185 people in Riverside County, and the Census Bureau estimates 2,544,916 as of July 1, 2025. The largest cities are in the western half.
The city of Riverside had 314,998 residents in 2020, Moreno Valley 208,634 and Corona 157,136. Eastvale sits on the San Bernardino County line. Down the I-15, Murrieta and Temecula each passed 110,000, and Temecula's southern edge borders San Diego County.
East of the San Gorgonio Pass, the Coachella Valley is its own world. Palm Springs, Palm Desert and Indio are the biggest desert cities. Where an address sits behind a gate, access decides whether a server reaches the front door, so a gate code, a guard-shack contact or a workplace address belongs in the Letter of Instruction.
Blythe, on the Arizona line, is about 514 miles straight-line from our office. The mountain communities of Idyllwild, Anza and Aguanga, and the desert stretch around Desert Center, are just as hard to reach on a schedule. Remote areas are subject to different timelines. Call before choosing Rush for one of those addresses.
What to put in a Riverside County Service Request
- The ZIP Code, exactly. Parts of Riverside city split between Corona and Moreno Valley for limited civil and evictions, so the ZIP decides where a filing goes.
- Unit and gate details. A missing unit number or gate code at an apartment community or gated subdivision costs an attempt.
- Best hours. If the person works days, list evening or weekend times, and a workplace address if you have one.
- A business's legal name. Look it up on bizfile Online before you send it. Our serving corporations guide covers agents for service of process, including CSC Lawyers Incorporating Service.
Each request gets a confirmation email, and every update comes in that thread. If an address turns out to be stale, skip tracing looks for a current one before the next attempt.
The Sheriff's Court Services Division
The Riverside County Sheriff also serves civil process, through Sheriff's Court Services offices in Riverside, Murrieta and Indio. They're open 8:00 a.m. to 4:30 p.m. on weekdays, and the posted fee for a summons and complaint is $50. Registered process servers can file returns during business hours, but the sheriff opens their files only Tuesday through Thursday, 8:00 a.m. to 3:00 p.m. Any adult who isn't a party can serve a summons, so the sheriff and a private server are both options. See who can serve papers in California.
The public register starts in 2027
From January 1, 2027, AB 747 requires each county clerk, Riverside's included, to keep the register of process servers publicly available (Business and Professions Code § 22355). Proofs of service for personal and substituted service also change. Read how AB 747 changes service of process and our proof of service guide. General information, not legal advice.
