Solano sits between our Sacramento office and the Bay Area. Dixon is about 21 miles away in a straight line and Vallejo about 54. We take requests anywhere across that range.
Texas Street for civil, Union Avenue for family and probate
Most civil work in Solano County happens in downtown Fairfield. Civil, small claims and evictions go to the Old Solano Courthouse at 580 Texas Street, where the civil filing clerk takes in-person filings from 8 a.m. to 3 p.m. and answers the phone 8 a.m.–noon and 1–3 p.m. Civil and small claims appointments are available there too.
Family and probate go to the Hall of Justice on Union Avenue. Its clerk's offices take drop-ins only from 8 to 11:30 a.m., and by appointment from 8 a.m. to 3 p.m., so an afternoon family or probate filing needs an appointment. Vallejo has a courthouse as well, but the Judicial Council's Find My Court data lists it for criminal and traffic matters.
Parking downtown is time-limited. The court points to a garage next to the Solano County Government Center at Delaware and Jefferson Streets, limited time-zone parking in front of the Hall of Justice and disabled parking on Union Avenue and in the Old Courthouse lot at 501 Texas Street. The Suisun/Fairfield Amtrak station is under a 10-minute walk away. Source: the court's location pages at solano.courts.ca.gov, checked October 2026.
Free small claims and eviction help
The Small Claims Division is at the Old Solano Courthouse, and its clerk is at (707) 207-7335. The court lists a free Small Claims Legal Advisor, with phone consultations Monday through Thursday from 9 a.m. to 2 p.m. at (707) 863-1643, and a free unlawful detainer advisory hotline at (707) 207-7330 run by the Better Business Bureau. If you're the one bringing the claim, we can serve it on the other side and return the proof of service.
Do attorneys have to e-file in Solano County?
Solano made e-filing mandatory for attorneys in civil, family and probate cases effective January 2, 2025, under Local Rule 20. The court accepts e-filing for every non-criminal case type: limited and unlimited civil, small claims, family and adoption, and probate. Self-represented parties and non-parties are exempt. Documents that require personal service by statute or rule, and ex parte applications, are excepted. Source: the court's e-filing page, checked October 2026.
The court's local rules were updated effective July 1, 2026, and revisions for January 2027 were posted for comment when we checked. We file both ways. Send the documents with the case number on a Service Request, and see Court Filings for what to include.
Papers to serve in Solano County?
The Sheriff's Civil Bureau
The Solano County Sheriff's Office Civil Bureau also serves civil process. The county's Civil Bureau page links an online E-Services Portal for submitting work. Its street address, phone and hours appeared only in search results for an older county page when we checked in October 2026, so confirm them with the county before you go in person.
Whether you use the sheriff or a private server, the law on who may serve is the same: any adult at least 18 years old who isn't a party to the case (Code of Civil Procedure § 414.10).
Where Solano addresses are
Solano County had 453,491 residents in the 2020 Census and an estimated 455,376 on July 1, 2025 (Census Population Estimates, Vintage 2025). Nearly all of them live in the seven cities. Vallejo is the largest at 126,090, followed by the county seat, Fairfield, at 119,881 and Vacaville at 102,386. Dixon is the closest city to our office.
The rest is Delta and rural ground around Rio Vista and Birds Landing, an unincorporated community with no separate Census count. Remote areas are subject to different timelines, so give us cross streets or directions for a rural address.
Travis Air Force Base is a military installation whose Census point falls within Fairfield. Base access works differently from a residential street, so for anyone connected to the base, add their unit or workplace and any off-base address to the Letter of Instruction.
Details that save an attempt
Your Letter of Instruction does most of the work. Include every address you have, unit numbers, gate codes, the best days and times to find the person, and a description. When an address fails, skip tracing can look for a current one before the next attempt.
To serve a business, find its agent for service of process in the Secretary of State's bizfile Online search, then see our serving corporations guide.
Each request gets a confirmation email, and every update comes in that thread. If you don't hear back within 5–10 minutes during business hours (Mon–Fri 8:30 a.m.–5 p.m.), call or email us.
Defaults get easier to challenge in 2027
From January 1, 2027, a defendant who says they weren't lawfully served can move to set aside a default or default judgment. Once they offer evidence that service wasn't lawful, the side that took the default has to prove by a preponderance of the evidence that it was (Code of Civil Procedure § 473.2, added by AB 747). A complete, specific proof of service matters more than before. Our guide covers the rest of the 2027 service rules.
