Hemet is one of the larger cities in Riverside County, with about 90,000 people at the 2020 Census, and it doesn't have a courthouse. The Riverside Superior Court's current location list has none in the city. Instead, a set of administrative orders assigns Hemet's ZIP Codes to three buildings in three other cities, and which one you use depends on the kind of case.

For a process server in Hemet, CA, that means the service and the filing usually happen in different cities. The request is run from Sacramento, about 420 miles north, and the papers are served at the Hemet address. The building the case belongs in depends on the case type, and the table below sorts that out before any filing goes out.

Where Hemet cases are filed

The court's orders list Hemet as ZIP Codes 92543, 92544, 92545 and 92546. Here's how they route, using the civil order effective August 1, 2026, the family law order effective July 8, 2024, and the probate order effective December 23, 2024:

Hemet caseWhere it's filed
Unlawful detainer (eviction), any amountMenifee Justice Center, 27401 Menifee Center Drive, Menifee

ProbateSouthwest Justice Center, Probate Division
Unlimited civil, over $35,000Riverside Historic Courthouse, 4050 Main Street, Riverside
Complex and class action casesRiverside Historic Courthouse, from any ZIP Code

In a straight line from Hemet's Census center point, the Southwest Justice Center is about 12.6 miles away and the Riverside Historic Courthouse about 27.6 miles. Menifee falls in between.

The probate order adds two countywide rules. Elder or dependent adult abuse restraining orders may be filed at any courthouse in Riverside County, and so may CARE Act proceedings. Mental health proceedings go to Riverside Historic from every ZIP Code.

Menifee: the courthouse Hemet uses most

For most Hemet landlords, small businesses and families, Menifee is the building that matters. The civil order puts every Hemet unlawful detainer there, even one large enough to be unlimited, and also limited civil cases, small claims and name changes. The family order puts Hemet divorces, custody and support cases there, along with adoptions.

Miscellaneous civil petitions are filed by their limited or unlimited classification. The civil order lists exceptions, including applications for a civil examination of a judgment debtor and petitions about vicious or dangerous dogs. Those have their own courthouse lists, and for Hemet the order again names Menifee.

The court's Menifee page lists the matters served there as civil, evictions, family law, small claims and limited civil. It has a drop box available until 4:00 p.m. on court days. Phone help ends earlier, at 2:00 p.m., on the court's main line, (951) 777-3147, and the court warns of long waits.

Unlimited civil goes to downtown Riverside

The split surprises people. A Hemet contract dispute for $30,000 is filed in Menifee. The same dispute at $40,000 is filed at the Riverside Historic Courthouse, roughly 28 miles northwest. The civil order also sends every complex case, class action and CEQA writ there, wherever it comes from.

Whichever court the case is in, the defendant is served at their Hemet address, or wherever they can be found. Check that the courthouse named on the summons matches the order before the papers go out. Our Riverside County court filing page explains how we can file the case and serve it on one request.

Restraining orders and probate in Murrieta

Civil harassment, workplace violence and private postsecondary school violence petitions under CCP §§ 527.6, 527.7 and 527.8 are filed at the Southwest Justice Center in Murrieta for Hemet ZIP Codes. So is probate, at the center's Probate Division.

A restraining order and its hearing notice must be handed to the restrained person, and the server signs a proof of personal service. Send a recent photo, a vehicle description, the person's work schedule and the hearing date. For a probate citation or notice, list every heir or interested person to be served and their addresses, since an estate often has family scattered across the valley and beyond.

Hemet ZIP Codes and the unincorporated valley

A Hemet mailing address doesn't always mean Hemet city limits. The Census Bureau's 2020 ZCTA to place relationship file shows how much of the area around the city is unincorporated county land:

  • 92545 is about 52% Hemet by land area. About 36% is outside any city, with smaller pieces in the Winchester, Green Acres and Homeland areas.
  • 92543 is about 56% Hemet. Most of the rest is unincorporated, much of it in the Sage area.
  • 92544 is only about 1.5% Hemet. About 58% is outside any city or named community, about a third is in the Sage area, and the rest is mostly Valle Vista and East Hemet.

The court treats all of 92543, 92544 and 92545 the same for filing. For service, the difference is real. An address in 92544 or on the Sage side of 92543 can be a rural lot on a long private road, with a gate at the highway and no house number visible from the road. As our turnaround terms say, remote areas are subject to different timelines. A parcel number, a cross street, a gate code or a photo of the driveway makes a first attempt far more likely to count.

Serving at Hemet homes, parks and apartments

Hemet addresses range from single-family tracts to apartment complexes, mobile home parks and rural parcels. Each type needs slightly different instructions:

  • Mobile home and manufactured-home parks. Give the space or lot number, the park name, and whether there's a guard or a call box at the entrance. If a park office controls the gate, say so.
  • Apartment complexes. Give the building and unit, since larger complexes number buildings separately.
  • Rural parcels. Describe the access: paved or dirt road, gate, dogs, and whether the house is visible from the road.
  • The person's routine. Someone who is home during the day is a different job from someone who commutes out of the valley and is home only early or late. Tell us which.

From January 1, 2027, before papers are left with another adult at the home, diligence is shown by attempting personal delivery on at least three occasions, on three different days at three different times (CCP § 415.20(b)(2)). Our AB 747 guide explains the new rules, and our proof of service guide shows what the signed proof contains. We make no guarantees for service.

Name changes, judgment debtor exams and other petitions

Not every Hemet matter is a lawsuit with a defendant. The civil order covers several petitions that still involve serving someone:

  • Name and gender change petitions from Hemet ZIP Codes are filed in Menifee. When a parent asks to change a minor's name, the other parent usually has to receive notice of the hearing.
  • Applications for a civil examination of a judgment debtor are filed in Menifee too. The order to appear has to be personally served on the debtor at least 10 days before the examination (CCP § 708.110(d)), so leave room for more than one attempt.
  • Petitions about vicious or dangerous dogs also go to Menifee for Hemet.

For any of these, upload the filed petition or order and tell us the hearing date. A server who knows the deadline can plan the attempts around it.

Small claims filed in Menifee

A Hemet small claims case is filed at the Menifee Justice Center. The defendant must be served at least 15 days before the hearing if they live in Riverside County, or at least 20 days before if they live in another county (CCP § 116.340). The person who filed the claim can't serve it. An adult who isn't a party can, and the server then completes form SC-104.

Serving a Hemet business

For a corporation or LLC with a Hemet storefront or office, find the agent for service of process on bizfile Online and send us the name and address as listed (Corporations Code § 17701.13 for LLCs). Small Hemet businesses often name the owner as agent, at a home address in the valley. Larger ones usually name a commercial agent such as CSC or CT Corporation. Our serving corporations page covers the rules for each.

If the person or business has left the area, skip tracing looks for a current address before the server goes out. Our post on skip tracing for legal cases explains how it works.

Hemet process server questions

Not listed here? Call 855-582-5776 during business hours, Mon–Fri 8:30 a.m.–5 p.m.

Is there a courthouse in Hemet?

Not on the Riverside Superior Court's current list of locations, which we read in a September 2026 archived copy of its locations page. Hemet ZIP Codes are assigned by administrative order to the Menifee Justice Center, the Southwest Justice Center in Murrieta and the Riverside Historic Courthouse, depending on the case type.

Where do I file an eviction for a Hemet rental?

At the Menifee Justice Center, 27401 Menifee Center Drive, Menifee. The court's Where to File Civil Documents order, effective August 1, 2026, lists Hemet ZIP Codes 92543 through 92546 under Menifee for every unlawful detainer, including one large enough to be unlimited.

A Hemet business owes me more than $35,000. Where does that case go?

An unlimited civil case from a Hemet ZIP Code is filed at the Riverside Historic Courthouse, 4050 Main Street, Riverside, about 28 miles from central Hemet in a straight line. The same order sends limited civil cases, $35,000 or less, to Menifee. Complex and class action cases go to Riverside Historic from anywhere in the county.

Where is a Hemet probate case filed?

At the Probate Division of the Southwest Justice Center, 30755-D Auld Road, Murrieta. The court's probate order, effective December 23, 2024, lists ZIP Codes 92543 through 92546, along with Homeland's 92548 and Winchester's 92596, in its Mid-County Region. Mental health matters go to Riverside Historic from every ZIP Code.

My papers are for an address in Valle Vista or East Hemet. Is that Hemet?

Usually not, legally. The Census Bureau's 2020 ZCTA to place file shows that only about 1.5% of the 92544 land area is inside Hemet city limits. Most of it is unincorporated, including the Valle Vista, East Hemet and Sage areas. For filing, the court still assigns 92544 to the same courthouses as the rest of Hemet.

When can I call the Riverside court clerk?

The court's locations page lists phone hours of 7:30 a.m. to 2:00 p.m., Monday through Friday except court holidays, at (951) 777-3147, and warns of long waits. The Menifee location page lists the same phone hours and a drop box available until 4:00 p.m. Call early if you need a filing question answered the same day.

Is a Hemet divorce filed in Riverside or Menifee?

Menifee. The court's family law order, effective July 8, 2024, lists Hemet ZIP Codes 92543 through 92546 in the Mid-County Region, served by the Menifee Justice Center. Adoption and freedom from parental control and custody petitions from Hemet go to Menifee as well. The respondent is then served wherever they live, which may be outside the valley.

Do you have an office in the Inland Empire?

No. The only Valpro Attorney Services office is at 1520 W El Camino Ave #125, Sacramento, CA 95833, about 420 miles from Hemet in a straight line. Hemet requests come in online or by email to Service@ValproAttorneyServices.com, and a process server makes the attempts at the Hemet address.
