Temecula's court picture changed twice in two years. The Temecula Courthouse closed in January 2025, and on August 1, 2026 a new Riverside Superior Court order sent most Temecula civil filings to the Menifee Justice Center. Directories built from older data still show the Temecula building and list the Southwest Justice Center for civil and small claims. Use the court's current order, summarized below.
We take Temecula Service Requests at our Sacramento office, about 430 miles north in a straight line, and serve the papers at the Temecula address.
Where are Temecula cases filed now?
Most Temecula cases now start at the Menifee Justice Center, 27401 Menifee Center Drive, about 13 miles north of the city's center point in a straight line. Two exceptions point to Murrieta: civil harassment restraining orders and probate go to the Southwest Justice Center at 30755-D Auld Road, about 6 miles away.
| Temecula case type | Courthouse | Source |
|---|---|---|
| Unlimited civil | Menifee Justice Center | Civil filing order, effective Aug 1, 2026 |
| Limited civil | Menifee Justice Center | Same order |
| Unlawful detainer (eviction) | Menifee Justice Center | Same order |
| Small claims | Menifee Justice Center | Same order |
| Name change petitions | Menifee Justice Center | Same order |
| Civil restraining orders under CCP §§ 527.6, 527.7 and 527.8 (civil harassment, workplace violence) | Southwest Justice Center, Murrieta | Same order |
| Family law | Menifee Justice Center | Family law filing order, effective July 8, 2024 |
| Probate and guardianship | Southwest Justice Center, Probate Division | Probate filing order, effective Dec 23, 2024 |
The order covers Temecula ZIP Codes 92589, 92590, 92591, 92592 and 92593. Complex and class action cases are the exception countywide. Those go to the Riverside Historic Courthouse, 4050 Main Street, Riverside.
Services moved out shortly before the building closed. The court's notice issued November 26, 2024 relocated the probate clerk's office, the probate calendars and self-help services from the Temecula building to the Southwest Justice Center as of December 23, 2024, with probate heard in Department S101.
Menifee's own page lists civil, evictions, family law and small claims as the matters it serves. Its clerk's office is open Monday through Friday, 7:30 a.m.–4:00 p.m., with phone hours ending at 2:00 p.m., and it has a drop box for papers. The Southwest Justice Center's page, in a September 2026 copy, lists civil harassment, criminal, traffic and juvenile.
What about cases filed before the change?
A case keeps the courthouse where it's being heard, and that may not match its prefix. The court's 2024 reference guide tied Temecula small claims (TES) and Temecula eviction (TEC) prefixes to the Southwest Justice Center. The court's "where cases are heard" page says cases are sometimes moved, and documents belong in the facility hearing the case.
So before you file a proof of service on an older Temecula case, look up the register of actions. It shows the courtroom or department, and the reference guide tells you which building that department is in. If we're filing it for you, put the case number in the Letter of Instruction and we'll check before the runner goes.
The court's online records search goes back a long way for Temecula: small claims from September 1996 and civil cases from October 1996. Two limits apply. An eviction case can't be viewed for its first 60 days unless you're an interested party who can give at least one plaintiff, one defendant and the property address. And the search result isn't an official record, so certified copies are requested from the court in person or in writing. Our document retrieval service can handle that request.
Serving papers at Temecula addresses
The city covers 3 Census ZIP Code areas: 92590, 92591 and 92592. The court's order lists two more Temecula ZIP Codes, 92589 and 92593. If all you have is a P.O. box, we still need a street address: the Judicial Council's small claims instructions (SC-104B) rule out a U.S. Postal Service P.O. box even for substituted service.
What helps us most when you send a Temecula Service Request:
- Every address you have. A home and a workplace, with suite or unit numbers. If one is in Murrieta or Wildomar, include it too, since those cities sit close by.
- Gate and access details. For a gated tract or apartment community, the call box listing or a resident's code. If you don't have one, say so, and we'll plan the attempt around it.
- Timing. Early morning, evening or weekend windows when the person is likely home.
- A description or photo. It saves a second trip when someone else answers the door.
Our server records each attempt with the date and time, and every update comes by email. If personal delivery doesn't work, substituted service at the home or workplace may be the next step, and the attempt record supports it.
Our Rush and Standard turnaround times both carry the same caveat: remote areas are subject to different timelines. That rarely applies inside Temecula. It does apply to rural addresses to the east, such as Aguanga and Anza, which the court's order also assigns to the Menifee courthouse for most civil cases.
Papers to serve in Temecula?
Is a Temecula address inside the city?
Often it isn't. A Temecula mailing address covers far more ground than the city. In the Census Bureau's 2020 ZIP Code area file, about 82% of the land in 92592 lies outside any city or Census-designated place, and only about 13.5% is inside Temecula. The figure for 92590 is similar, about 81% outside. The Sage community also falls partly within 92592.
For the courthouse, this changes nothing, because the court's order goes by ZIP Code. An unincorporated 92592 address files at Menifee just like one in the middle of the city. For the server, it changes a lot. A rural parcel or a long private drive can be hard to find from a mailing address alone, so send:
- the assessor's parcel number, if you have it
- the nearest cross roads or a map pin
- gate codes, locked-gate details or a caretaker's name
- a vehicle description and the hours someone is usually there
The Pechanga Court
The Pechanga Band of Indians, whose government lists its address at 12705 Pechanga Road with a Temecula ZIP Code, runs its own court, separate from the state system. The court's FAQ says it has jurisdiction over the Band's members and the Band's lands, and in some cases over the actions of people living on, occupying or using that land.
The same FAQ names the kinds of cases it hears, among others: child welfare, custody, child support, adoption, guardianship, disputes over tribally approved business leases, claims under the Band's Employment Claims Ordinance and matters under its Tax Code. The FAQ describes cases there as running under Pechanga law and the Pechanga Rules of Court, not the Riverside court's orders described above. Whether a dispute belongs in the Pechanga Court or the Superior Court is for your attorney to decide.
Small claims papers in Temecula
The person suing can't serve the claim themselves. Any adult who is at least 18 and not a party may serve (CCP § 414.10), so many people hire a process server or ask the sheriff. The server completes form SC-104.
Timing is the part people miss. The Judicial Council's SC-104B instructions, revised January 1, 2026, say personal service must be done at least 15 days before the trial, or 20 days if the defendant is outside Riverside County. Substituted service needs 25 days, or 30 outside the county. For a Temecula plaintiff suing someone in San Diego County, the longer windows apply.
The Riverside court's small claims page lists filing fees of $30 for claims up to $1,500, $50 up to $5,000, and $75 up to $12,500. You can file in person, by mail or through e-filing, which is optional for people representing themselves.
Temecula evictions and civil filings for law offices
Every Temecula unlawful detainer goes to the Menifee Justice Center, including one where the amount in dispute would make it unlimited. Attorneys must e-file it. Riverside Local Rule 3118 has required e-filing for represented parties in limited and unlimited civil cases, evictions included, since January 1, 2022.
The paper counter at Menifee still matters for self-represented filers and for exempt documents. In-person and drop box filings close at 4:00 p.m. If your office needs a Temecula complaint filed and the summons served on one request, our Riverside County court filing page explains how that works. For subpoenas to Temecula witnesses, see how to serve a subpoena in California.
Family law papers for Temecula residents
Divorce, custody and support cases from Temecula ZIP Codes are filed at the Menifee Justice Center under the court's family law order, which took effect July 8, 2024. That order groups Temecula with Murrieta, Menifee, Hemet, Lake Elsinore and the rest of the court's Mid-County Region.
The filing spouse or parent can't hand the petition to the other party personally. Another adult who isn't a party does it, and signs form FL-115 as proof. When you send a family law Service Request, tell us whether there are children at the home and whether any restraining order is in place, so the attempt is planned with that in mind. This is general information, not legal advice.
Businesses with a Temecula address
For a corporation or LLC, the party to serve is usually its agent for service of process, named in Secretary of State filings under Corporations Code §§ 1502 and 17701.13. That agent may be a registered agent company in another county. Search bizfile Online first, then send us the agent's name and address with the papers. Our page on serving corporations covers what happens when the agent can't be found.
Neighbors and the San Diego County line
Murrieta is about 6 miles away, and Wildomar, Menifee and Lake Elsinore are within 18. Each has its own court assignments in the same order. To the southwest, Oceanside is in San Diego County, a separate superior court, so a case there follows San Diego's filing rules. Other Riverside County cities are listed on our Riverside County page.
