Banning has a courthouse in the middle of town, and for civil work that's the trap. Since August 1, 2026, Riverside Superior Court's civil filing order has sent Banning's evictions, small claims and limited civil cases about 20 miles west to Moreno Valley, and its larger cases farther still to downtown Riverside. The Banning Justice Center on Ramsey Street isn't on the civil order at all.
We serve summonses, eviction papers, family law petitions, small claims, subpoenas and restraining orders at Banning homes, apartments and businesses, and in the neighboring communities that share its court routing. We file too. Send the papers with a Service Request or email Service@ValproAttorneyServices.com.
Where Banning cases are filed now
Riverside routes cases by ZIP Code through three administrative orders. For Banning's ZIP Code, 92220, they read:
| Banning case type | Courthouse | Straight-line distance |
|---|---|---|
| Unlawful detainer, any amount | Moreno Valley Courthouse, 13800 Heacock Street, Bldg. D #201 | 19.8 miles |
| Small claims | Moreno Valley Courthouse | 19.8 miles |
| Limited civil | Moreno Valley Courthouse | 19.8 miles |
| Civil harassment and workplace restraining orders | Moreno Valley Courthouse | 19.8 miles |
| Name and gender change petitions | Moreno Valley Courthouse | 19.8 miles |
| Unlimited civil | Riverside Historic Courthouse, 4050 Main Street | 27.4 miles |
| Complex, class action and CEQA cases | Riverside Historic Courthouse | 27.4 miles |
| Family law | Riverside Family Law Courthouse, 4175 Main Street | 27.5 miles |
| Probate | Riverside Historic Courthouse, Probate Division | 27.4 miles |
The civil order was filed July 15, 2026 and took effect August 1, 2026. The family law order took effect July 8, 2024, and the probate order December 23, 2024. Distances run from Banning's Census center point to each courthouse address.
The courthouse on Ramsey Street
The Banning Justice Center is at 311 E. Ramsey Street, about 2 miles from the city's center point. The court's page for it, in an April 2026 archived copy, describes a three-level building with six courtrooms, Departments B101 through B304. At that time it listed evictions, small claims, criminal and traffic as the matters it served.
The August 2026 civil order changed the civil half of that list. Banning appears in the Moreno Valley columns for evictions, small claims and limited civil, and in the Riverside Historic column for unlimited civil. The Banning building isn't named anywhere in the order. Criminal and traffic matters aren't covered by the civil order, so the courthouse still matters for those.
The archived page also lists details for anyone with business there: a drop box until 4:00 p.m., with later deposits processed the next court day; clerk phone hours of 7:30 a.m. to 2:00 p.m.; public parking in front on the south side and in back on the north side; and overflow parking across North Alessandro Road to the west. The same page described a self-help center on the first floor, where a small claims advisor helped with small claims matters at least once a month. Because the court's live site blocks automated reading, confirm current details on riverside.courts.ca.gov before a trip.
Older Banning case numbers
The court's case-prefix reference guide, revised July 7, 2024, still ties several prefixes to Banning: BAS for small claims, BAC for unlawful detainers, and BAM and BAF for misdemeanors and felonies. If you're serving papers in an older BAS or BAC case, read the hearing location on the notice itself. A newer Banning small claims case filed under the 2026 order would be a Moreno Valley case.
Banning evictions in Moreno Valley
A Banning landlord files the unlawful detainer at the Moreno Valley Courthouse, including an eviction where the amount in dispute would otherwise make it unlimited. The order states that explicitly.
Riverside Local Rule 3118 requires represented parties in limited and unlimited civil cases, unlawful detainers included, to file electronically. The same rule says represented parties serve self-represented parties by non-electronic means unless the self-represented person agrees otherwise. So a landlord's attorney still needs paper service on a tenant without a lawyer, for the summons and for later papers.
Rule 3118 also fixes the filing clock. A document the court receives electronically any time from 12:00 a.m. to 11:59:59 p.m. on a court day is deemed filed that day if accepted, and one received on a weekend or holiday is deemed filed the next court day. Every filed document has to show the filer's email address on the first page, and that address is treated as the address for electronic service. A self-represented tenant who never agreed to e-service still gets paper.
After the summons and complaint are served, the tenant's response period starts. The California Courts self-help page gives 10 court days after personal service, leaving out Saturdays, Sundays and court holidays. After substituted service, or posting and mailing under a court order, the tenant has 10 calendar days plus 10 court days, starting from the mailing. A tenant served through Safe at Home gets 15 court days. We record the date and time of every attempt so the count starts from a documented point.
Small claims for Banning parties
Banning small claims are filed in Moreno Valley too. Form SC-104B sets the service deadlines: personal service at least 15 days before trial, or 20 days if the defendant is outside Riverside County, and substituted service at least 25 days before trial, or 30 outside the county, counted from the mailing. The original proof of service has to be filed at least 5 days before trial.
The person suing can't serve the claim. If one defendant is served and another isn't, SC-104B points to form SC-150, Request to Postpone Trial, filed at least 10 days before trial.
Papers to serve in Banning?
Judgment debtor exams and other petitions
The civil order picks out a handful of miscellaneous civil matters and sends them to a community court whatever the case size. For 92220, the Moreno Valley Courthouse takes:
- applications for civil examination of a judgment debtor
- petitions to approve a transfer of structured settlement payments
- petitions about vicious, dangerous or menacing dogs
- petitions for emancipation of a minor
So a creditor holding a Riverside Historic judgment against a Banning debtor still files the debtor exam application in Moreno Valley. The order to appear then has to be served on the debtor before the exam date.
Name changes filed in Moreno Valley
Banning name and gender change petitions are filed in Moreno Valley under the civil order. For a minor's name change, Local Rule 3175 adds a local form, RI-CI040, which discloses any existing family law, guardianship or other custody case involving the child. The court may move the petition to the family law court if that fits better. When a parent who isn't joining the petition has to receive notice, we can deliver it.
Larger suits and family law on Main Street
Unlimited civil cases from Banning, and every complex, class action and CEQA case countywide, go to the Riverside Historic Courthouse at 4050 Main Street. Family law goes to 4175 Main Street, about a tenth of a mile up the same street, and probate to the Historic Courthouse's Probate Division.
Two local rules shape the life of a Banning civil case after filing:
- Doe defendants (Local Rule 3125): when a plaintiff learns the real name of a defendant sued under a fictitious name, the complaint is amended by filing local form RI-CI035. No motion or ex parte application is noticed. The newly named defendant still has to be served with the summons and the amendment.
- Remote hearings (Local Rule 3132): in general civil cases, parties are encouraged to appear remotely at hearings where no testimony is taken, such as motions, demurrers, case management conferences and orders to show cause other than contempt. No written request is needed, but the opposing parties have to be told beforehand, informally if need be. The rule is in effect until January 1, 2027.
The probate order reaches further than estates. For 92220, it sends every proceeding under the Probate Code to the Riverside Historic Courthouse, along with petitions to establish a birth, death or marriage under Health and Safety Code sections 103450 to 103490, and petitions to approve a minor's compromise or the proceeds of a judgment for a minor or a person with a disability under Code of Civil Procedure section 372 and Probate Code section 3600. A Banning family settling a child's injury claim files that petition downtown, not in Moreno Valley.
The family law order groups Banning in a Western Region that also covers Corona, Mira Loma, Moreno Valley and Perris, so Banning's divorce and custody cases share the 4175 Main Street building with much of western Riverside County.
Our Riverside County court filing page lists what we need to file at either Main Street building or in Moreno Valley.
Banning, Beaumont and their neighbors
Banning shares its court routing with its neighbors. The family law and probate orders list Banning (92220), Beaumont (92223), Cabazon (92230) and Calimesa (92320) together, and the civil order puts Banning, Beaumont, Cherry Valley, Cabazon and Calimesa in the same Moreno Valley columns.
The ZIP Codes overlap more than their names suggest. The Census Bureau's 2020 relationship file shows:
- 92220: only about 15% of its land is inside the City of Banning. About 84% is inside no city or Census-designated place, with slivers in Beaumont and Cabazon.
- 92223: about half is in Beaumont, 18% in Cherry Valley and 4% in Banning, with a sliver in Calimesa.
So a "Banning 92220" address may be well outside city limits, and a "Beaumont 92223" address may be inside Banning. Courthouse routing doesn't change, because the orders treat both ZIP Codes alike. What changes is the city or community we write on the proof of service, and the public entity to name if a city or county is the defendant.
Serving at addresses outside town
With most of 92220's land outside any city or Census place, some Banning-area addresses are a long way from the city center. For those, remote areas are subject to different timelines. Help the first attempt with:
- Directions or a map pin, if the address is off a private or unnamed road
- Gate details, for a locked ranch or property gate
- The person's schedule, if they commute to work elsewhere
- Vehicles and a photo, so the server can confirm who's home
Serving the City of Banning
The city's website lists City Hall at 99 E. Ramsey Street, Banning 92220, on the same street as the courthouse. Judicial Council form SC-104C says a claim against a city starts with a claim filed with that city under its own procedure, before any lawsuit. A later summons goes to the city clerk, a chief officer or an agent authorized to accept service.
Businesses and people who have moved
A business is served through its agent for service of process, listed on the Secretary of State's bizfile Online. Professional agents often have offices in another county; see our serving corporations page and our guides to CSC Lawyers Incorporating Service and CT Corporation. When a person has moved, skip tracing looks for a current address before the next attempt, and status updates come by email. We make no guarantees for service.
