Vista is one of the few cities on our list where the main civil courthouse sits inside city limits. The North County Regional Center at 325 South Melrose Drive is about a mile from the Census center point of the city. That convenience has limits, though. Two of the most common case types a Vista landlord or small business files, evictions and small claims, skip the Melrose Drive building and go to downtown San Diego.

For a Vista request, that means the papers may be served a mile from Melrose Drive and filed in downtown San Diego. We run each request from Sacramento and serve the papers at the Vista address, so tell us which courthouse issued the summons and where you want the proof filed.

Which Vista cases stay on Melrose Drive

The San Diego Superior Court picks a division by ZIP Code using its Zip Code List, form ADM-254. All three Vista ZIP Code areas, 92081, 92083 and 92084, are assigned to North County, and so is the 92085 post office box ZIP. Then the local rules printed with the list move some case types downtown.

The court's page for the building calls it a full-service branch court whose venue covers most of northern San Diego County. It hears criminal, civil, family law, appeals, adoption, traffic and minor offense cases. The building is shared with the Sheriff, Probation, the District Attorney and other county offices, so expect a busy complex rather than a standalone courthouse.

Distances use the Census internal point for Vista and Census Geocoder points for each building. The court revises its list, so check it before a filing deadline.

Phones, parking and directions at the North County Regional Center

A few practical details from the court's own page help if you're calling ahead or sending someone to the counter:

  • Phone hours are short. Many business office lines are answered only from 8:30 to 11:30 a.m., Monday through Friday. The main number is (760) 201-8600, with Civil at extension 150 and Family at extension 140.
  • Parking is in the public lot in front of the courthouse.
  • From Interstate 5, take Highway 78 east about seven miles, exit at Melrose Drive, turn right, and turn right again at County Complex Way.
  • From Interstate 15, take Highway 78 west to Vista Village Drive, then Hacienda, then South Melrose to County Complex Way.

If your case is e-filed, none of that matters for the filing itself. Attorneys in limited and unlimited civil cases must e-file through an approved provider, with listed exceptions. Our San Diego County court filing page explains how a filing and a service can ride on the same request, and our post on court e-filing covers how e-filing fits a case.

Vista evictions: filed 33 miles away, served at the door

A Vista landlord can see the courthouse from parts of the city and still has to file the unlawful detainer downtown. Local rule 2.4.2(A) includes North County in the Central Division for every unlawful detainer, even one large enough to be unlimited. The court's landlord-tenant page puts all of them at the Civil Business Office in the Hall of Justice.

Service, on the other hand, happens at the Vista unit. What we need on the Service Request:

  1. Every adult occupant named on the papers, spelled the way the summons spells them, plus "all other occupants" papers if your attorney prepared them.
  2. The unit number and building, since Vista apartment complexes often number buildings separately from units.
  3. Gate or call-box details, or a note that you don't have them.
  4. The filed summons and complaint with the case number and the Hall of Justice address showing.

From January 1, 2027, the diligence needed before leaving papers with another adult at a home or business is shown by attempting personal delivery on at least three occasions, on three different days at three different times (CCP § 415.20(b)(2)). Our AB 747 guide explains the change, and our proof of service guide shows what the server's signed proof contains.

Small claims from Vista

Small claims follows evictions downtown. The court's FAQ says every small claims action in the county is filed at the Hall of Justice, Room 225, by mail or at the second-floor drop box.

The person suing can't serve the claim personally. Another adult who isn't a party can, and so can we. A defendant who lives in San Diego County has to be served at least 15 days before the hearing date. If the defendant lives outside the county, it's 20 days (CCP § 116.340). Build in time for a second or third visit when the defendant works days.

Vista ZIP Code areas and the unincorporated edge

Vista's ZIP Code areas spill well past city limits, which matters when you're deciding whether an address is "Vista" at all. These figures come from the Census Bureau's 2020 ZCTA to place relationship file:

  • 92084 covers the most ground outside the city. About 65% of its land is in no city at all, about 12% is in the Bonsall CDP, and only about 22% is inside Vista.
  • 92081 is about 85% Vista, with about 13% unincorporated and a small piece of Carlsbad.
  • 92083 is about 86% Vista, with about 13% unincorporated and a sliver of Oceanside.

For court purposes it rarely changes anything, since the court assigns all of these ZIPs to North County. For service it can. Rural lots in the 92084 hills may have long driveways, shared private roads or a gate at the road. A parcel description, a cross street or a photo of the entrance saves an attempt. When an address is a 92085 post office box, that's not a place to hand anyone papers. Ask about skip tracing for a street address before you send the request.

Family law and restraining orders for Vista households

A Vista divorce, custody, support or domestic violence case is filed at the North County Regional Center under the Zip Code List. Guardianships are an exception and go to the Central Courthouse. So do cases filed or enforced by the Department of Child Support Services.

The petitioner can't serve the other party. An adult who isn't part of the case does it, and the proof for a family law summons is usually form FL-115. For a restraining order, the papers must reach the restrained person in hand. Send a recent photo, the person's work schedule and any vehicle you know of, and tell us the hearing date so the attempts are spaced to beat it.

Probate papers for a Vista estate

The probate clerk isn't in Vista. The court's probate office page lists the North County Regional Center as a first-floor drop box only, open 8:30 a.m. to 4:00 p.m. on weekdays. The examiners, the probate departments and the business office are at the Central Courthouse, 1100 Union Street, and mailed correspondence goes there.

We serve probate citations and notices at Vista addresses, and we can file probate papers for you on the same request. Note it on the Service Request so the filing goes where the court wants it.

Serving a business with a Vista address

Vista has industrial and business park space along with retail strips, and the person at a front counter usually isn't the one authorized to accept service. For a corporation or LLC, look up the agent for service of process on bizfile Online and send us that name and address (Corporations Code § 1502). Many companies name a commercial agent outside Vista. Our pages on CSC Lawyers Incorporating Service and CT Corporation cover those two, and serving corporations covers the general rules.

If the business has closed or moved, tell us what you know. Our post on finding a defendant in California lists what to gather first.

What a Vista Service Request needs

  1. Upload up to 5 PDFs on the Service Request: summons, complaint, the General Order and CIV-409 for a civil case, or whatever the case calls for.
  2. Name the person or entity exactly as the papers do.
  3. Add every Vista address, home and work, with unit and gate details.
  4. Pick Rush or Standard, and add a filing if you need one.

Then get each update by email. You can also reach us at 855-582-5776 or Service@ValproAttorneyServices.com. We make no guarantees for service.

Vista process server questions

Not listed here? Call 855-582-5776 during business hours, Mon–Fri 8:30 a.m.–5 p.m.

The courthouse is in Vista. Can I file a Vista eviction there?

No. Local rule 2.4.2(A) treats North County as part of the Central Division for unlawful detainers, limited or unlimited. The court's landlord-tenant page says every unlawful detainer is filed at the Civil Business Office in the Hall of Justice, 330 West Broadway, San Diego, about 33 miles from central Vista in a straight line.

Where is a Vista small claims case filed?

At the Hall of Justice too. The court's small claims FAQ says every small claims action in San Diego County is filed at 330 West Broadway, Room 225, either by mail or at the drop box inside on the second floor. The North County building on Melrose Drive doesn't take small claims filings.

The address is in 92084 but outside city limits. Which court is it?

Still North County. The court's Zip Code List, form ADM-254 (Rev. 1/25), assigns 92081, 92083, 92084 and the 92085 post office box ZIP to the North County Division. Bonsall's 92003 is North County as well. Census data puts about 65% of the 92084 land area outside any city, so many of those addresses are in unincorporated county land.

Can I drop off probate papers in Vista?

Only at a drop box. The court's probate office page lists the North County Regional Center as drop-box only on the first floor, 8:30 a.m. to 4:00 p.m. on weekdays. The probate clerk and the probate departments are at the Central Courthouse, 1100 Union Street, and mailed correspondence goes there.

What do I have to serve along with a Vista civil complaint?

The court's civil e-filing page says the plaintiff must serve a copy of the court's e-filing General Order and form CIV-409 with the complaint. Upload both with the summons and complaint so the defendant gets one complete set. Attorneys in limited and unlimited civil cases must e-file, with listed exceptions.

Can one request cover a filing in Vista and service in Vista?

Yes. Add the filing to the same Service Request and say which building the case belongs in. A civil or family case from a Vista ZIP Code is filed at the North County Regional Center, or e-filed for an attorney. An eviction is filed at the Hall of Justice downtown. Once the conformed copies come back, the server takes them to the Vista address.

Do you have an office in North County?

No. Valpro Attorney Services has one office, at 1520 W El Camino Ave #125, Sacramento, CA 95833, about 444 miles from Vista in a straight line. Vista requests come in online or by email to Service@ValproAttorneyServices.com, and a process server makes the attempts at the Vista address.
