Oceanside sits a few miles from one courthouse and more than 30 from another, and the case type decides which one you deal with. A breach of contract suit or a divorce from Oceanside is filed in Vista, about 3.8 miles from the city's Census center point in a straight line. An eviction or a small claims case from the same street goes to downtown San Diego, about 36 miles away.
Service doesn't follow that split. Whichever building the case belongs in, the papers are served at the Oceanside address, and the request is run from Sacramento, 439.8 miles north in a straight line. The proof of service goes back to you to file in Vista or San Diego, or we file it there if you ask.
Where does an Oceanside case get filed?
The San Diego Superior Court sorts cases by ZIP Code using its Zip Code List, form ADM-254, then applies a set of local rule exceptions printed on the back of that form. Every residential Oceanside ZIP Code is assigned to the North County Division. The exceptions pull some case types downtown.
| Oceanside case type | Filed at | Straight line from Oceanside | Basis |
|---|---|---|---|
| Unlimited civil | North County Regional Center, 325 South Melrose Drive, Vista | 3.8 mi | Zip Code List; LR 1.2.2(E) |
| Limited civil, including collections | North County Regional Center | 3.8 mi | Zip Code List; LR 1.2.2(E) |
| Civil harassment and elder abuse restraining orders | North County Regional Center | 3.8 mi | Zip Code List, per LR 1.2.2(E) |
| Divorce, custody, paternity, domestic violence orders | North County Regional Center | 3.8 mi | Zip Code List, family where-to-file page |
| Unlawful detainer, limited or unlimited | Hall of Justice, 330 West Broadway, Room 225, San Diego | 36.1 mi | LR 2.4.2(A) |
| Small claims | Hall of Justice, Room 225 | 36.1 mi | LR 2.4.4(A) |
| Probate | Central Courthouse, 1100 Union Street, or the North County drop box | 36.0 mi to Central | LR 4.1.2(A) |
The court describes North County as a full-service branch whose venue covers most of northern San Diego County. It hears criminal, civil, family law, appeals, adoption and traffic cases. Its Civil Business Office is open 8:30 a.m. to 4:00 p.m., Monday through Friday, and the court notes that many business office phones are answered only from 8:30 to 11:30 a.m.
Distances use the Census Bureau's internal point for Oceanside and Census Geocoder points for each courthouse. Confirm the assignment on the court's site before a deadline, since the court updates the list and its rules.
The ZIP Codes on an Oceanside address
The Census Bureau assigns four ZIP Code areas to the city: 92054, 92056, 92057 and 92058. The court's list adds detail that matters for service:
- 92054 is labeled "Oceanside, Camp Pndltn", so the court names the base alongside the city for this ZIP.
- 92055 is labeled Camp Pendleton only.
- 92049, 92051 and 92052 are Oceanside post office box ZIPs, and 92068 is a San Luis Rey post office box ZIP.
All of them are North County. A P.O. box ZIP tells the court where to file, but it isn't an address where papers can be handed to anyone. The court's landlord-tenant page makes the point for substitute service: the copy can go to a usual mailing address "other than a U.S. postal service box". If a box is all you have, ask about skip tracing before you send the request.
Serving someone who lives or works on Camp Pendleton
A process server can't drive onto a military base and knock on a barracks door. Service there runs through the command. The rule is 32 CFR 720.20, part of the Department of the Navy's regulations, which cover Navy and Marine Corps commands. Here is what it says:
- Commanding officers may permit service on members, civilian employees, dependents and contractors located on the installation. Service isn't made within the command without the commanding officer's consent.
- For process from a court in the same state as the installation, the command ordinarily should not prevent service if it's delivered under reasonable command regulations and is consistent with good order and discipline.
- When service is allowed, the command should designate a place, for example the command legal office, where the server and the person can meet privately away from the workplace. A service member may be directed to report there. A civilian may be invited, and if the civilian doesn't cooperate, the server may be escorted to them.
- Process from another state's court is different. The person named isn't required to accept it and may refuse.
- A person who is served or accepts service will normally be granted leave or liberty to comply with it, unless that would hurt naval operations.
For a California case, the second point helps. In practice, though, an off-base address is nearly always simpler, because a home or a civilian workplace can be served like any other address. Give us the off-base home address if you have it, plus the person's unit, rank or job title. If the base is the only address, say so in the Letter of Instruction, and we'll discuss how to proceed before an attempt is made. This is general information, not legal advice.
Papers to serve in Oceanside?
Evictions and small claims from Oceanside go downtown
Even though North County handles most Oceanside civil work, every unlawful detainer in San Diego County is filed at the Hall of Justice. That includes a large commercial eviction where the amount in dispute would make it an unlimited case. An Oceanside landlord filing in person makes the trip to Room 225, not to Vista.
The court's landlord-tenant page lays out how a tenant can be served:
- Personal service by someone over 18 who isn't a party, who then completes the proof of service.
- Substitute service, described by the court as a three-step process: a declaration of due diligence showing the attempts at personal delivery (CCP § 415.20 and local rule 2.1.5), delivery to a competent adult at the home or the person in charge at the business, then a second copy by mail.
- An order to post, when neither of those works in a reasonable time. The plaintiff submits a declaration and order with an original declaration of due diligence signed by the person who attempted service. After the judge signs, the papers are posted at the property and mailed by certified mail.
The court's page even covers posting on a garage or a boat. The declaration must say whether the defendant lives there, and if not, the mailing goes to the last known home or business address. Our server's attempt log, with dates and times, is what that due diligence declaration is built on. From January 1, 2027, AB 747 raises the bar for posting an eviction summons, and our AB 747 guide explains the diligence showing: attempts on at least three occasions, on three different days at three different times (CCP § 415.45).
Small claims follows the same path. Claims from every division are filed at Room 225, by mail or at the second-floor drop box. Since January 1, 2024, individuals and sole proprietors in San Diego small claims can ask for up to $12,500.
Oceanside civil complaints: what goes in the service packet
Attorneys must e-file in San Diego civil cases. The court's e-filing page cites its General Order and local rule 2.1.4: every filing by an attorney for a represented party, in limited and unlimited civil cases, goes through an approved e-filing service provider, with listed exceptions. The provider list covers civil cases in both the Central and North County divisions, so a Vista case is e-filed the same way as a downtown one. Self-represented parties can still file on paper.
The same page puts a duty on the plaintiff. A copy of the General Order and form CIV-409 must be served with the complaint or other first papers. When you send an Oceanside civil case to us, attach both with the summons and complaint so they reach the defendant together.
The court has also posted a notice about a backlog in all filing types after a case management system change, and it asks filers not to call about anything pending for less than a month. If your deadline depends on a conformed copy, plan around that. Our San Diego County court filing page explains how we file and serve on one request.
Family law papers for Oceanside households
Family cases follow the Zip Code List, so an Oceanside divorce, custody, paternity or domestic violence restraining order case is filed in Vista. The court's family page lists two exceptions that matter here. Cases filed or enforced by the Department of Child Support Services belong in Central under local rule 5.1.5(C), and guardianships must be filed at the Central Courthouse.
The petitioner can't serve the other spouse or parent. Another adult who isn't a party delivers the papers, and the proof is usually form FL-115. When the respondent is on active duty, the off-base advice above applies twice over: a home address in Oceanside usually means a quicker attempt than a base visit. Tell us if a restraining order is in place or children live at the home.
Details that help the first attempt in Oceanside
A short Letter of Instruction saves return trips. For Oceanside addresses, the useful details are:
- Unit and building numbers for apartment and condominium complexes, plus the leasing office hours if the gate is controlled.
- Gate access for planned communities: a call box name, a code, or a note that you don't have one.
- Shift times. When the person leaves for work and comes home, or which days they are off.
- Military details, if any: unit, rank and whether the person lives on or off base.
- A photo or description, so the server can confirm identity when someone else answers.
Choose Rush or Standard on the Service Request form and get status updates by email. Our post on skip tracing for legal cases covers what to do when the address is stale.
Serving a business with an Oceanside location
Corporations and LLCs are served through the agent for service of process named in their Secretary of State filings (Corporations Code §§ 1502 and 17701.13). For a shop or office in Oceanside, that agent is often somewhere else entirely. Look the entity up on bizfile Online and send us the agent's name and address. When the agent is a commercial registered agent, our pages on CSC Lawyers Incorporating Service and CT Corporation explain how those are served. For everything else, see serving corporations.
