Valpro Attorney Services serves summonses, complaints, subpoenas, family law papers, small claims and eviction papers on people and businesses in Scotts Valley. We also take Scotts Valley filings to the Santa Cruz County court, which matters here because the county splits its case types between two courthouses about 17 miles apart.
Scotts Valley is about 111 miles from our Sacramento office in a straight line. Requests come in online, and the updates come to you by email.
Two courthouses, split by case type
The Superior Court of California, County of Santa Cruz, doesn't divide work by geography. It divides it by the kind of case. For a Scotts Valley party, that means:
| Scotts Valley matter | Filed and heard at |
|---|---|
| General civil, limited or unlimited | Santa Cruz Courthouse, 701 Ocean St, Room 110 |
| Unlawful detainer | Santa Cruz Courthouse, Room 110 |
| Probate, guardianship, conservatorship | Santa Cruz Courthouse |
| Name change | Santa Cruz Courthouse |
| Small claims | Watsonville Courthouse, 1 Second St, Room 300 |
| Family law, custody and support | Watsonville Courthouse |
| Every restraining order, including civil harassment | Watsonville Courthouse |
From the court's Civil, Small Claims, Family Law and Restraining Orders division pages, read October 2026.
The Ocean Street courthouse is about 5.3 miles south of central Scotts Valley in a straight line. Watsonville is about 17.4 miles southeast, at the far end of the county. A neighbor dispute is the classic mix-up. It feels like a civil case, and civil cases go to Santa Cruz, but a civil harassment restraining order is filed in Watsonville.
Filing at Ocean Street
The Civil Division's page sets the hours for paper filers:
- 8:00 a.m. to 3:00 p.m., Monday through Friday, at the clerk's office in Room 110. The page suggests coming in the morning to avoid lines.
- After 3:00 p.m., a mail slot takes filings. Items must be received by 5:00 p.m.
- 8:00 a.m. to 1:00 p.m. is when the civil clerk answers the phone, at (831) 420-2200.
- Any hour for e-filing, which the page notes is allowed 24 hours a day under Code of Civil Procedure § 1010.6.
Attorneys must e-file in civil, family, probate and most other case types under Local Rule 1.3.01, and self-represented parties are encouraged but not required to. The rule's exceptions include documents with jurisdictional deadlines, such as notices of appeal and motions to quash, along with originals like wills.
For copies, the court charges 50 cents a page, and certification costs $40 plus 50 cents a page. Cases opened after June 1985 can be found on the court's Case Information Portal. Older ones are on microfiche, and you'll need the year and the parties' last names. Our Santa Cruz County court filings page explains what to send if you'd like us to file or pull records.
Restraining orders all go to Watsonville
Santa Cruz County files and hears every restraining order at the Watsonville Courthouse. The court's list covers domestic violence, elder abuse, civil harassment, workplace violence, private postsecondary school violence and gun violence restraining orders. Modifications and terminations go there too.
Three rules from the court's restraining order page shape the timing for a Scotts Valley petitioner:
- File by 10:00 a.m. for the request to be considered the same day.
- E-filing is open for all restraining orders, through an approved provider, with forms uploaded as PDFs. A domestic violence restraining order can be e-filed at no cost using a waiver account.
- Santa Cruz is a one-time exception. An initial request handed in at Room 110 is scanned to Watsonville. Nothing after that will be accepted on Ocean Street.
Hearings are held in Watsonville, in person or remotely after filing form RA-010, and evidence must be submitted ahead of time for a remote appearance.
Once the court issues a temporary order and sets a hearing, the papers have to be served on the other party before that date. Give us the hearing date, the person's home and work addresses, and anything about their schedule.
Small claims for a Scotts Valley dispute
Every small claims case in the county is filed and heard in Watsonville. The court's small claims page says claims are for $12,500 or less, hearings are on Thursdays at 1:00 p.m. and 1:30 p.m., and parties may appear in person or by Zoom after filing form RA-010. Public observation is in person only.
The page also describes File at Home, an Odyssey Guide & File interview that builds the claim form and lets you e-file it. When an e-filed claim is accepted, the court emails a link to the file-stamped copy, and that's the copy you have served. The page warns filers to check for acceptance if no email arrives within a few days. After service, the completed proof of service has to be filed with the court.
The court's Small Claims Advisor Program, at (831) 786-7370, takes messages for a return call. The page lists questions worth asking before you file, including how to name a business and who the agent for service of process is for a corporation.
The plaintiff can't serve the claim personally. Our guide to who can serve papers in California lists who can, and the proof of service guide covers the form that follows.
Papers to serve in Scotts Valley?
Family law papers from Scotts Valley
Divorce, parentage, custody, support, adoption and emancipation cases are handled by the Family Law Division in Watsonville. One local requirement surprises parents: in family law cases with children, the court requires a co-parenting class, and its page says only the class it links is approved. The class is free, takes about 4 hours, and the completion certificate must be filed at the Watsonville clerk's office, Room 300.
The family law page also warns that letters to the judge are improper ex parte communication and won't be forwarded. Anything the judge should see has to be in proper form, served on the other side and filed.
Emergency family law requests run on a tight, published clock. The Family Law Division page, citing Local Rule 3.1.12, sets out the steps for an ex parte heard in Watsonville:
| Step | Deadline |
|---|---|
| Notice to the other party | By 10:00 a.m. the day before the hearing |
| Call to the family law ex parte clerk, (831) 786-7200 | By 11:00 a.m. the same day notice is given |
| Moving papers to the Watsonville clerk | By 3:00 p.m. the day before |
| Copy of the moving papers to the other side | By 3:00 p.m. the day before, in person, by fax or by email |
| Opposition papers | By 10:00 a.m. on the hearing day |
| Hearing | Generally 1:00 p.m., Monday through Friday |
The forms of notice the court accepts are listed on Judicial Council form FL-303. If the other side has to be handed the papers in person by 3:00 p.m., that delivery is a job we can take, as long as the request reaches us early in the day.
When papers have to reach a Scotts Valley spouse or parent, tell us about work hours and shared-custody days. A server who knows the person has the children every other weekend can plan around it.
Scotts Valley evictions and probate
A Scotts Valley landlord files an unlawful detainer at Ocean Street, and the court's Civil Division page links a video, Resolving Your Unlawful Detainer Case, for self-represented parties. The tenant's answer is due 10 court days after personal service, not counting weekends or court holidays. After substituted service, it's 10 calendar days plus 10 court days from the mailing, per the California Courts self-help site.
Posting an eviction summons needs a court order under Code of Civil Procedure § 415.45. From January 1, 2027, AB 747 sets out how reasonable diligence before substituted service is shown: personal delivery attempted on at least three occasions, on three different days, at three different times. Our AB 747 guide has the details.
Probate matters for Scotts Valley estates and families are also filed at Ocean Street. The Probate Division posts pre-approval lists about one court day before its Monday, Wednesday and Friday hearings. Check the list for your matter. If the court continues a hearing because notice was short or a person still has to be served, tell us the new date right away.
Name changes and forms help
A Scotts Valley adult or family changing a name files at Ocean Street, since name changes belong to the Civil Division. The court's page says notice of the petition must be published once a week for four consecutive weeks in a newspaper of general circulation, chosen from the court's current list, which shows the approximate cost of the full four weeks.
For forms, the Civil Division page points to the California Courts website, the Santa Cruz County Law Library in the basement of 701 Ocean Street (a small fee is charged), and the Self Help Center in Watsonville for the areas of law it covers. Some legal problems have no ready-made form, and the page notes that a filer may have to prepare their own document on pleading paper.
Small claims filers who started with Guide & File should note one limit from the court's e-filing page: after the case is opened, later documents have to go through an e-filing service provider, not through Guide & File itself.
The city, Mount Hermon and the hills
Scotts Valley's ZIP Code covers much more than the city. The Census Bureau's 2020 ZIP Code to place file shows:
- About 24.4% of the 95066 ZIP Code's land is inside the City of Scotts Valley.
- About 1% is Mount Hermon, an unincorporated Census-designated place.
- About 74.6% lies outside any city or Census-designated place.
All of 95066 is in Santa Cruz County, so every address in it goes to the same court. The ground is the difference. Three of every four acres in the ZIP Code are outside a city or Census place, and an address there may be up a long private road. Remote areas are subject to different timelines under both Rush and Standard requests, and some 95066 parcels fall into that group.
Before a hillside attempt, tell us:
- The exact address, with any community name the papers use.
- The approach: a shared road, a gate, a steep or unpaved drive.
- A second address, such as an office in town or over the hill, where the person can be found on weekdays.
- Whether anyone else lives there, if substituted service may become an option later.
Serving a Scotts Valley business
A company with a Scotts Valley office may have its agent for service of process in another city. Check the California Secretary of State's bizfile Online and send us the agent exactly as listed. Our serving corporations page lays out each route, with pages for CSC and CT Corporation.
