Laguna Niguel sits a long way from the courthouses that hear its civil cases. Superior Court of California, County of Orange hears every limited and unlimited civil case, every eviction and every small claims case at the Central Justice Center in Santa Ana, about 18 miles north of the city's center. Family law is heard in Orange and probate in Costa Mesa. The only courthouse with Laguna Niguel on its list is the Harbor Justice Center in Newport Beach, and it takes criminal and traffic matters only.
So for a Laguna Niguel case, filing and service usually happen far apart. The papers are filed in Santa Ana, then served at homes and businesses in 92677.
We serve summonses, complaints, subpoenas, restraining orders, family law papers and eviction notices at Laguna Niguel addresses, and our court runners file in Santa Ana, Orange and Costa Mesa. Start a Service Request with the documents attached, or email Service@ValproAttorneyServices.com.
Laguna Niguel's courthouses by case type
The court's Court Designation List, effective June 30, 2025, assigns each kind of case to a justice center under Local Rule 365. Laguna Niguel's row matches most of south county. Distances are straight-line from Laguna Niguel's Census center point.
| Case type | Justice center | Distance |
|---|---|---|
| Limited and unlimited civil | Central Justice Center, 700 Civic Center Drive West, Santa Ana | 18.1 mi |
| Unlawful detainer | Central Justice Center | 18.1 mi |
| Small claims | Central Justice Center | 18.1 mi |
| Civil harassment | Central Justice Center | 18.1 mi |
| Complex civil | Civil Complex Center, 751 West Santa Ana Blvd., Santa Ana | 18.2 mi |
| Probate and elder abuse restraining orders | Costa Mesa Justice Complex, 3390 Harbor Blvd. | 17.0 mi |
| Family law and domestic violence | Lamoreaux Justice Center, 341 The City Drive South, Orange | 20.7 mi |
| Criminal and traffic | Harbor Justice Center, 4601 Jamboree Road, Newport Beach | 12.9 mi |
The designation list asks filers to take documents to the assigned justice center to speed processing. For civil and probate, its footer adds that those actions must be e-filed.
What the Harbor Justice Center handles for Laguna Niguel
The court's Harbor Justice Center page lists the cities it serves for criminal and traffic, from Aliso Viejo and Dana Point to Laguna Niguel, Mission Viejo, San Clemente and the unincorporated areas around them. Its clerk's office handles criminal and traffic only, and its mailing address is for those departments.
That matters for subpoenas. If a Laguna Niguel resident is a witness in a misdemeanor or traffic trial, the hearing will usually be in Newport Beach, and the subpoena will name a department there. The building's guide notes free parking, an accessible public counter at window 8 in Criminal Operations on the first floor, and elevators at both the north and south ends. Send the subpoena with the department, the date and the time, so the attempts are planned around the appearance.
92677 and the city line
The Census Bureau's 2020 file matching ZIP Code areas to places shows that Laguna Niguel and 92677 line up closely, though not perfectly.
- About 88.7% of 92677 is inside Laguna Niguel.
- About 4.6% is in San Juan Capistrano.
- About 4.4% is unincorporated county land without a Census place name.
- Slivers fall in Laguna Beach, Mission Viejo, Laguna Hills and Aliso Viejo.
Looked at from the city's side, about 99% of Laguna Niguel's land is in 92677, with tiny pieces in 92656, 92653 and 92675. For filing, none of this changes the courthouse, because every Orange County city sends civil, eviction and small claims cases to Santa Ana. For service, write the address exactly as it appears on the lease, deed or business record, and include the city name you know to be correct.
A day at the Central Justice Center
When a Laguna Niguel filing has to happen in person, the trip ends at 700 Civic Center Drive West. The court's location page gives the civil and small claims clerk's hours as 8:00 a.m. to 4:00 p.m., Monday through Friday. The Self-Help Center keeps 8:00 a.m. to 4:00 p.m. hours Monday through Thursday and closes at 3:00 p.m. on Fridays, which matters to a self-represented landlord or small claims plaintiff who wants a form checked before filing.
The building guide describes metered street parking and paid lots around the Civic Center, with accessible metered spaces on Parton Avenue and Civic Center Drive West. A public cafeteria on the third floor of the East Wing is usually open 8:00 a.m. to 2:00 p.m. Elevators serve every floor in both wings.
Complex civil cases are the exception. They're heard at the Civil Complex Center a few blocks away at 751 West Santa Ana Boulevard, which handles unlimited cases only.
Three kinds of restraining order, three buildings
The designation list splits protective orders by type, and a Laguna Niguel petitioner can end up in any of three places. A civil harassment order, for example between neighbors, is heard at the Central Justice Center. A domestic violence order is heard at Lamoreaux in Orange with the rest of family law. An elder or dependent adult abuse order is heard at the Costa Mesa Justice Complex with probate. Whichever building issues it, the temporary order and hearing notice have to be served on the restrained person before the hearing date, so send them to us as soon as they're signed.
Papers to serve in Laguna Niguel?
E-filing, and the originals that can't go online
Orange County made e-filing mandatory for represented parties on January 1, 2013. The court's e-filing page cites Code of Civil Procedure § 1010.6, California Rules of Court 2.252 and 2.253, and Local Rules 352 and 601.01: represented parties must e-file in limited, unlimited and complex civil cases and in probate, unless the court excuses them. Self-represented parties are encouraged, but not required, to e-file. A party with a fee waiver who e-files is exempt from the e-filing fees.
Some originals can't be e-filed at all. The court lists them by case type.
Civil:
- Bench warrants
- Subpoenaed documents
- Labor Commissioner deposits of cash or check
- Bonds
- Undertakings
Probate and mental health:
- Affidavits re real property of small value
- Financial documents from a private professional conservator
- Subpoenaed documents
- Undertakings
- Original wills and codicils, for filing or safekeeping
For a Laguna Niguel matter, any of these means a trip to the right counter, Santa Ana for civil or the Costa Mesa Justice Complex for probate. We handle that leg and attach the conformed copy to your request.
Evictions from Laguna Niguel rentals
A Laguna Niguel unlawful detainer is heard at the Central Justice Center, along with every other Orange County eviction. Once the summons issues, send us the summons, complaint, any prejudgment claim of right to possession, and the names of every adult in the unit. For condos and apartment communities, add the building number and any gate or call-box instructions.
The answer period depends on how the tenant is served. After personal delivery, the tenant has 10 court days, not counting Saturdays, Sundays or court holidays. After substituted service or posting, both followed by mailing, the tenant has 10 calendar days plus 10 court days from the date of mailing. Posting a summons requires a court order under CCP § 415.45. Our proof of service gives the exact date and method, so you can calculate the default date.
Small claims for Laguna Niguel parties
Small claims hearings are held at the Central Justice Center, and the designation list says all small claims filings are processed there. The court's small claims page also lists remote hearing procedures, mediation programs, an online dispute resolution option and small claims advisors. Those can save a south county party the trip, but they don't replace service.
The service deadline counts back from the hearing date on page 1 of the claim:
- 15 days before the hearing if the defendant lives in Orange County.
- 20 days before the hearing if the defendant lives in another county.
- 10 days earlier still if personal delivery fails and substituted service is needed.
If the count lands on a weekend or court holiday, use the court day before it. When the defendant is a business or a public agency, the Judicial Council's guide says a specific person must be served, not just any employee, and points to form SC-104C to identify who. The server signs form SC-104 afterward.
Family law in Orange, probate in Costa Mesa
Divorce, custody, support and domestic violence cases from Laguna Niguel are heard at the Lamoreaux Justice Center in Orange, about 21 miles away, the longest leg on the list. A family law petition is usually proved on form FL-115, and a domestic violence order on form DV-200.
The Lamoreaux building guide helps first-time visitors. Paid parking is in the structure northwest of the main entrance. Family law filings are on the seventh floor, west side. The Family Law Facilitator, an office that assists parties without a lawyer, is in the first-floor Self-Help Center, Room 101. Family Court Services, on the fifth floor, helps with custody and visitation plans and handles investigations in probate, guardianship, adoption and domestic violence matters.
Probate matters, along with elder and dependent adult abuse restraining orders, are heard at the Costa Mesa Justice Complex. Its building guide describes free parking, with accessible spaces in the main lot off Harbor Boulevard and Sunflower Avenue. For a Laguna Niguel trust or estate, ask your attorney which probate papers need personal delivery rather than mail, and send us anything that does, with the hearing date and department.
Serving businesses and offices in Laguna Niguel
For a corporation, LLC or limited partnership, start with the agent for service of process on file with the Secretary of State. Copy the name and address exactly, including any suite number. Many companies use a registered agent firm, and our serving corporations guide explains how that works, including CSC and CT Corporation.
For a person at a workplace, give us the employer, the floor or suite, the hours and any lobby check-in rules you know about. Office buildings with a front desk often ask visitors to sign in, and a name and suite number make that step quick.
What to send with a Laguna Niguel request
The best Service Requests answer the questions a server would otherwise have to ask at the door:
- Full address, with unit, suite or lot number.
- Gate codes or the name of the person who can let the server in.
- Usual hours the person is home or at work.
- A second address, such as a workplace in Mission Viejo or Irvine.
- A photo or description, and a vehicle with its plate.
- Earlier attempts, with dates and what happened.
- The hearing or response date.
From January 1, 2027, reasonable diligence before substituted service is shown by attempting personal delivery on at least three occasions, on three different days, at three different times (CCP § 415.20(b)(2)). Our AB 747 guide explains the change. We make no guarantees for service.
If the address turns out to be stale, skip tracing looks for a current one, and the papers go back out only after you approve it. The updates come to you by email. Our Orange County court filing page covers the justice centers, document retrieval pulls conformed copies, and our proof of service guide explains what comes back to you.
