Laguna Hills has one Census ZIP Code area, 92653, and no courthouse. Orange County centralizes its civil work, so a Laguna Hills lawsuit, eviction or small claim is filed in Santa Ana, about 15 miles north, along with cases from every other city in the county. Family law, probate and criminal matters each go to a different justice center.
We serve summonses, unlawful detainer papers, family law petitions, small claims, subpoenas and restraining orders at Laguna Hills homes, condominiums and offices. We can also e-file the case before serving it. Upload the papers with a Service Request or email Service@ValproAttorneyServices.com.
Five justice centers, one city
The court's Court Designation List, effective June 30, 2025, assigns each Orange County city to a justice center by case type under Local Rule 365. For Laguna Hills, it reads:
| Laguna Hills case type | Justice center | Straight-line distance |
|---|---|---|
| Limited and unlimited civil | Central Justice Center, 700 Civic Center Drive West, Santa Ana | 15.0 miles |
| Unlawful detainer, civil harassment | Central Justice Center | 15.0 miles |
| Small claims | Central Justice Center | 15.0 miles |
| Complex civil | Civil Complex Center, 751 West Santa Ana Blvd., Santa Ana | about 15 miles |
| Family law, domestic violence, juvenile | Lamoreaux Justice Center, 341 The City Drive South, Orange | 17.3 miles |
| Probate, mental health, elder abuse orders | Costa Mesa Justice Complex, 3390 Harbor Blvd., Costa Mesa | 14.6 miles |
| Criminal, traffic | Harbor Justice Center, 4601 Jamboree Road, Newport Beach | 10.4 miles |
Distances run from Laguna Hills' Census center point to each building. The nearest one, Harbor, is the only one that takes none of the city's civil or family work. Its location page says it handles traffic, minor offenses and criminal matters.
Note one typo on the list itself. It prints Lamoreaux's ZIP Code as 92870, but the court's own location page gives 92868-3205. Address mail to the location page version.
Filing civil cases in Santa Ana
The court's civil filing page says represented parties must e-file in limited, unlimited and complex civil cases under Local Rule 352, unless excused. Self-represented filers can still file in person at the Civil Clerk's Division on the 1st floor of the Central Justice Center, Monday through Friday, 8:00 a.m. to 4:00 p.m. In-person fee payments are taken only at the civil clerk's offices there.
The Central Justice Center is a full security building, and the court lists items that won't pass screening, including pocketknives, scissors and pepper spray. A runner sent to file Laguna Hills papers should travel light.
The same page lists the dividing line between limited and unlimited cases. A dispute of $35,000 or less is limited civil; anything over that, or a case that isn't about money, is unlimited. A complex case, one that needs exceptional judicial management under rule 3.400 of the California Rules of Court, goes to the Civil Complex Center at 751 West Santa Ana Blvd. instead, and the designation list sends Laguna Hills complex cases there like every other city's. The page adds that requests for civil harassment, gun violence, postsecondary school violence and workplace violence restraining orders are unlimited cases heard in limited civil courtrooms.
Same-day emergency hearings
Some Laguna Hills cases can't wait for a regular motion date, such as a business dispute that needs a temporary restraining order the day the complaint is filed. The court's ex parte page sets the timing for unlimited civil cases:
- E-file the complaint and the ex parte application and pay the fees no later than 1:15 p.m.
- Give the other side notice to appear at the Central Justice Center at 1:30 p.m. the same day.
- Everyone checks the lobby monitors to find the assigned courtroom.
Limited civil cases follow a separate calendar listed on the court's site. Either way, the notice to the opposing party is part of the job. If that party is a Laguna Hills business or resident, tell us the hearing time when you submit, and choose Rush.
Laguna Hills evictions
Unlawful detainers from Laguna Hills are filed and heard at the Central Justice Center. The court's eviction page points landlords to Local Rule 356 and its local forms. It also flags a limit worth knowing: as of October 1, 2025, a landlord can no longer sue in small claims for unpaid COVID-19 rental debt above $12,500.
Service starts the tenant's response period. The California Courts self-help page gives 10 court days to file an Answer after personal service, not counting Saturdays, Sundays or court holidays. After substituted service, or posting and mailing under a court order, the tenant has 10 calendar days plus 10 court days from the mailing. A tenant served through the Safe at Home program gets 15 court days.
Orange County's remote appearance page lists a video option for eviction hearings. That helps an out-of-area landlord, but it doesn't change service: the summons and complaint still have to reach each named tenant by a method the law allows.
Papers to serve in Laguna Hills?
Small claims for Laguna Hills parties
All small claims filings in Orange County are processed at the Central Justice Center. The court's small claims self-help page caps an individual's claim at $12,500 and allows only two claims over $2,500 per calendar year. Its page on serving a claim sets out the deadlines:
- Personal service: at least 15 days before the court date, or 20 days if the defendant is outside the county
- Substituted service: at least 25 days before, or 30 days outside the county, with a copy also mailed
- Clerk's certified mail: the defendant has to sign the receipt at least 15 days before (20 outside the county), and the court calls this the least effective method
The plaintiff can't serve the claim. The proof of service has to be filed at least 5 days before the court date. If service can't be finished in time, the page says to return the documents to the court with form SC-150, Request to Postpone Trial, at least ten court days before trial, or the case may be dismissed.
Two more rules on that page matter for out-of-area defendants. A small claims defendant generally has to be served in California, unless the case is about California property owned by someone who lives elsewhere or a California car accident involving an out-of-state owner or driver. And a corporation that does business in California but has no agent here may be served through the California Secretary of State, using the court's local form L-1189.
The Small Claims Advisory Program answers at (714) 845-7560 or (714) 571-5200, and the Central Justice Center's self-help center is open Monday through Thursday, 8:00 a.m. to 4:00 p.m., and Friday until 3:00 p.m.
Family law at Lamoreaux
A Laguna Hills divorce, custody case or domestic violence restraining order is filed at the Lamoreaux Justice Center in Orange. Its location page lists family law, juvenile and domestic violence, with a self-help center, Family Court Services and the Family Law Facilitator in the same building. Family Law is open 8:00 a.m. to 4:00 p.m. Family Court Services closes from noon to 1:00 p.m. The page lists Family Law operations at (657) 622-8457, the Family Law Facilitator for child and spousal support help at (657) 622-5077, and the Court Child Support Unit at (657) 622-6133. Cameras and recording devices aren't allowed inside, so don't plan to photograph a posted calendar.
The petition and summons are served on the other party wherever they can be found. Our proof of service guide explains which proof form goes with family law papers.
Three restraining orders, three buildings
Orange County splits restraining orders by type, and Laguna Hills follows the same split:
- Domestic violence: Lamoreaux Justice Center, Orange
- Civil harassment, workplace violence and similar orders: Central Justice Center, Santa Ana
- Elder or dependent adult abuse: Costa Mesa Justice Complex
Whichever building has the case, the restrained person still has to be served before the order can be enforced against them, and a recent photo and the hearing date make the difference when time is short.
Criminal cases and witness subpoenas at Harbor
The Harbor Justice Center in Newport Beach hears Laguna Hills criminal and traffic cases. It doesn't take civil or family filings, but it still generates service work: witness subpoenas for a criminal trial or a hearing there have to be delivered to the witness, usually in person, with enough lead time for the witness to plan around the date.
If you're subpoenaing a Laguna Hills witness to Harbor, Santa Ana or any other building, send the subpoena with the hearing date, the witness's work schedule if you know it, and whether a witness fee is being tendered. Our post on how to serve a subpoena in California covers personal appearance and records subpoenas.
Probate in Costa Mesa
Probate, conservatorships, guardianships and minor's compromises for Laguna Hills residents go to the Costa Mesa Justice Complex, where the Probate/Mental Health clerk's office and courtrooms are located. Represented parties must e-file probate documents, and the remote appearance page lists video appearances for probate and mental health hearings. Some originals can't be e-filed, including original wills and codicils lodged for filing or safekeeping. Document retrieval can pull a filed copy from any of these buildings.
92653 and its neighbors
The Census Bureau's 2020 relationship file puts about 92% of 92653's land in Laguna Hills. The rest is split among Laguna Woods (about 5%), Mission Viejo, Aliso Viejo and Laguna Niguel, each under 2%.
On the designation list, all five cities share the same row: civil in Santa Ana, family in Orange, probate in Costa Mesa, criminal and traffic at Harbor. So a 92653 address on the wrong side of a city line won't change the courthouse. What changes is the city we write on the proof, and the public entity to name if the case is against a city.
Serving the City of Laguna Hills
City Hall is at 24035 El Toro Road, Laguna Hills 92653, according to the city's website. Judicial Council form SC-104C says a claim against a city starts with a claim filed with the city under its own procedure, before any lawsuit. If the case proceeds, the papers go to the city clerk, a chief officer or an agent authorized to accept service.
Offices, condos and businesses
At a condominium complex or an office building, a street address alone won't find one person. For a resident, send the unit number and any gate code. For a person at work, send the suite, the employer and the hours they're there.
A company is normally served through its agent for service of process, listed on the Secretary of State's bizfile Online. If the agent is a professional registered agent company, see our guides to CSC Lawyers Incorporating Service and CT Corporation, or the main serving corporations page. If the person has moved, skip tracing can look for a current address.
