Newport Beach has a courthouse on Jamboree Road, and for most civil work it's the wrong one. The court's own page for the Harbor Justice Center says it handles traffic, minor offenses and criminal matters. Lawsuits, evictions, small claims, divorces and probate from Newport Beach are all heard elsewhere in Orange County, in Santa Ana, Orange or Costa Mesa.

That makes a Newport Beach request a two-place job: service at a harbor, hillside or office address in the city, and filing in Santa Ana, Orange or Costa Mesa. Requests are run from Sacramento, about 401 miles north. Name the courthouse on the summons in the Letter of Instruction so the proof goes back to the right building.

Orange County's courthouse map, as it applies to Newport Beach

Orange County doesn't route civil cases by ZIP Code the way Los Angeles or San Diego do. The court's Court Designation List, effective June 30, 2025 under Local Rule 365, assigns each case type to a justice center, and for civil work every city gets the same answer. Newport Beach's row reads:

The list adds that civil and probate actions must be e-filed. The Central Justice Center's page confirms it serves all Orange County cities for limited civil, unlimited civil and small claims, and gives (657) 622-6878 as the civil and small claims number.

Why the Harbor Justice Center still matters

The Jamboree Road building hears criminal and traffic matters for Newport Beach and other south county cities. Papers that come out of those cases, such as a subpoena for a witness at a criminal hearing, may name it. The court lists it as a full-security facility with weapons screening, traffic hours of 8:00 a.m. to 4:00 p.m., and (657) 622-5400 as its general number.

For a civil case, don't send anyone there to file. If a civil summons from a Newport Beach case lists the Harbor Justice Center as the court address, stop and check it with your attorney before the server goes out.

The harbor islands and the peninsula

Newport Beach has addresses on water that most cities don't. The city's community page says there are eight islands in Newport Harbor. It describes Bay Island, Collins Island, Harbor Island, Lido Isle, Linda Isle, Little Balboa Island and Newport Island as strictly residential, and Balboa Island as residential with some small commercial uses. It also mentions the Balboa Ferry, which carries people from the Balboa area on the peninsula over to Balboa Island.

For service, the islands and the peninsula raise practical questions rather than legal ones:

  • Access. If an island or a private street has a gate or a guard, tell us what you know, and whether the resident or an association can let the server in. For Balboa Island, say which side of the island the house faces.
  • Parking and timing. Narrow streets and summer crowds can make a quick stop hard. A time window when the person is home helps.
  • Exact addresses. Island and peninsula homes can have duplex units or a separate unit over a garage. Give the unit letter and the entrance.
  • Boats. If the person lives on a boat, that's a different job from a house. Say so, and give the marina, the slip and any gatehouse details.

Newport Coast and hillside streets

The city says Newport Coast was annexed into Newport Beach in 2002 and describes newer homes, upscale hotels and the Pelican Hill Golf Course along the hillsides. For hillside and planned-community addresses, the useful details are the community name, any guard gate and whether the guard will call ahead, the house number as it appears at the curb, and the person's daily schedule. A server can't pass a staffed gate without permission, so tell us if you have a contact who can authorize entry.

Starting January 1, 2027, before papers go to a spouse, housekeeper or other adult at the home, diligence is shown by attempting personal delivery on at least three occasions, on three different days at three different times (CCP § 415.20(b)(2)). The AB 747 guide covers that change; the proof of service guide explains the declaration you get back. We make no guarantees for service.

Newport Beach ZIP Codes and the city line

Matching the six ZIP Code areas against city limits, using the Census Bureau's 2020 ZCTA to place relationship file, gives this picture:

  • 92625, 92657, 92661 and 92662 lie entirely inside Newport Beach.
  • 92660 is about 98% Newport Beach, with about 1.5% of its land in Irvine.
  • 92663 is about 78% Newport Beach. The other 22% or so is outside any city.
  • By the city's own land, 92660 holds about 40% of Newport Beach and 92657 about 35%. 92625 and 92663 each hold about 11%.

Since civil filing in Orange County doesn't depend on the city, these lines don't change the courthouse. They can change whether a city ordinance applies, or which police agency responds, so confirm the city from the property record when it matters to the case.

Evictions and small claims in Santa Ana

A Newport Beach landlord files the unlawful detainer at the Central Justice Center, and the Court Designation List says all small claims filings in the county are processed there too. Represented parties must e-file civil cases.

Service happens at the Newport Beach unit or wherever the tenant can be found. In small claims, the clock runs backward from the hearing: 15 days' notice for a defendant living in Orange County, 20 days for one living elsewhere (CCP § 116.340). The claimant isn't allowed to deliver the claim personally, so a neutral adult does it, and the proof goes on form SC-104.

Family law at Lamoreaux, probate in Costa Mesa

Newport Beach divorce, custody, support and domestic violence cases are heard at the Lamoreaux Justice Center in Orange, about 13 miles away. The court notes that cameras and recording devices aren't allowed in that building. A family law summons is usually proved on form FL-115, and a domestic violence restraining order on DV-200, a proof of personal service.

Probate goes to the Costa Mesa Justice Complex, 7 miles away, along with elder and dependent adult abuse restraining orders. A probate citation or notice is served at each listed person's address, and a probate estate often has heirs in several counties. List them all on one request.

Three restraining orders, three buildings

Orange County splits restraining orders by type, so a Newport Beach petitioner can end up in any of three places:

Kind of orderWhere the Designation List sends it
Civil harassment (neighbor, acquaintance, stranger)Central Justice Center, Santa Ana
Elder or dependent adult abuseCosta Mesa Justice Complex
Domestic violenceLamoreaux Justice Center, Orange

Whatever the type, the restrained person has to be handed the order and the hearing notice before the hearing date, and the server signs a proof of personal service: CH-200 for civil harassment, EA-200 for elder abuse, DV-200 for domestic violence. On the request, give us the hearing date first. Then add a current photo, the car the person drives, and the places they're likely to be on a weekday. If the person lives on a boat or moves between addresses, list every one you know.

Serving businesses, offices and professional firms

Newport Beach businesses range from office suites to waterfront shops. The city's community page describes Mariner's Mile, the stretch of Coast Highway between the Arches interchange and Dover Drive, as home to yacht brokerages, marine supply stores and restaurants, and Lido Marina Village as a waterfront shopping area. A receptionist, salesperson or restaurant host usually can't accept service for the company. Corporations and LLCs list an agent for service of process with the Secretary of State; look it up on bizfile Online and give us that name and address (Corporations Code § 1502). When the agent can't be located, CCP § 416.10 opens service on certain officers instead.

Many Orange County companies name a commercial agent. See our pages on CSC and CT Corporation, or the general rules at serving corporations. For filing as well as service, our Orange County court filing page explains how one request can cover both.

Starting a Newport Beach Service Request

  1. Attach the papers, five PDFs at most, to the Service Request.
  2. Copy each party's name from the caption.
  3. List the addresses with island or community name, unit letter, gate details and, for a liveaboard, the slip.
  4. Choose Rush or Standard, plus a filing if the case isn't on file yet.

Can I file a Newport Beach civil case at the Harbor Justice Center?

No. The court's page for the Harbor Justice Center says it handles traffic, minor offenses and criminal matters. The Court Designation List, effective June 30, 2025, sends Newport Beach limited and unlimited civil, small claims, unlawful detainer and civil harassment cases to the Central Justice Center, 700 Civic Center Drive West, Santa Ana.

Which courthouse takes a Newport Beach eviction?

At the Central Justice Center in Santa Ana, about 10.7 miles from central Newport Beach in a straight line. The Court Designation List puts unlawful detainer cases for every Orange County city there. The summons is then served at the Newport Beach unit, which on the islands or the peninsula may mean narrow streets and limited parking.

Where is a Newport Beach probate case filed?

At the Costa Mesa Justice Complex, 3390 Harbor Boulevard, about 7 miles away. The Court Designation List assigns probate, mental health, and elder and dependent adult abuse restraining orders there for all cities. The list also says civil and probate actions must be e-filed.

Can you serve someone who lives on Lido Isle or Linda Isle?

Yes. The city describes Bay Island, Collins Island, Harbor Island, Lido Isle, Linda Isle, Little Balboa Island and Newport Island as strictly residential. Some island streets may have controlled access. Tell us about any gate, guard or bridge restriction, and give the exact house number.

Is every 92663 address in Newport Beach?

No. The Census Bureau's 2020 ZCTA to place file puts about 78% of the 92663 land area in Newport Beach and about 22% outside any city. 92625, 92657, 92661 and 92662 lie entirely in Newport Beach, and 92660 is about 98% Newport Beach with a small piece of Irvine. Filing doesn't change, since all Orange County cities share the same civil courthouse.

Where does a Newport Beach divorce or custody case go?

To the Lamoreaux Justice Center, 341 The City Drive South, Orange, about 13 miles inland. The Court Designation List assigns family law and domestic violence cases there for every Orange County city. The court's page says the building also houses a Self-Help Center and Family Court Services, and that cameras and recording devices aren't allowed inside.
