For a paralegal tracking deadlines, Tustin is an easy city on paper. Nearly every kind of Tustin case ends up in one building, the Central Justice Center in Santa Ana, about 3.6 miles from the center of town. Only family law and probate leave Santa Ana, and both go to justice centers within about 7 miles.

The harder part is often the address itself. Tustin shares ZIP Codes with unincorporated North Tustin and with Santa Ana, and a large former Marine Corps air station inside the city is still being redeveloped into new neighborhoods. Both can trip up a server who's working from an old map or a mailing label.

So the most useful thing in a Tustin request is a precise address: street, unit, and whether it's in the city, in North Tustin or across the line in Santa Ana. The request is run from Sacramento, about 395 miles north, and the papers are served wherever that address puts them.

Tustin's courthouse assignments

The Orange County Superior Court assigns cases by type under its Court Designation List, effective June 30, 2025 (Local Rule 365). Tustin's row:

Complex civilCivil Complex Center, 751 West Santa Ana BoulevardSanta Ana

The criminal and traffic line is what sets Tustin apart. The Central Justice Center's page lists Orange, Santa Ana, Tustin and Villa Park as the cities it serves for those matters. Neighboring Irvine sends its criminal and traffic cases to the Harbor Justice Center in Newport Beach, and Costa Mesa sends them to Westminster.

The Central Justice Center describes itself as a full-security building with weapons screening. It lists (657) 622-6878 for civil and small claims and (657) 622-8459 for criminal and traffic. Represented parties e-file; that requirement sits in a footnote to the designation matrix. We can handle the filing first and then the service, both on one request; see Orange County court filing.

Tustin Legacy: a former air base with new streets

The City of Tustin's history pages describe the base in detail. It began in 1942 as a Navy blimp station. It was reactivated in 1951 as a Marine Corps helicopter facility, which the city calls the country's first military airfield dedicated solely to helicopter operations. The base was annexed by the city on April 23, 1976, recommended for closure in 1991, and officially closed on July 3, 1999. Its hangars were entered into the National Register as a historic district in 1975.

The city has named the roughly 1,600-acre site Tustin Legacy and is guiding its reuse under the MCAS Tustin Specific Plan, with build-out expected over 20-plus years. For service, that means a part of Tustin where streets, buildings and addresses are newer than in the rest of the city. When the address is in a recently built complex:

  • Give the building and unit, plus any leasing office or concierge desk.
  • Add a cross street, in case a newer street isn't on every map.
  • Say how residents get in, such as a fob, a call box or a garage gate.
  • Include the person's schedule, since a gated building is easiest to reach when someone is coming or going.

North Tustin and the shared ZIP Codes

North Tustin is an unincorporated community governed by the county, not part of the city. Here's how the three Tustin ZIP Code areas divide, by land area, in the Census Bureau's 2020 ZCTA to place file:

  • 92780 is about 87% City of Tustin and about 13% North Tustin.
  • 92782 is about 99% Tustin, with a small piece of the City of Orange.
  • 92705 is only about 5% Tustin by land area. About 49% is North Tustin, about 39% is Santa Ana, and a little is in Orange or outside any community.
  • The city's own land is split almost evenly between 92780 and 92782, with about 5% in 92705.

So a 92705 address is more likely to be North Tustin or Santa Ana than the City of Tustin. For the courthouse, it makes no difference. For a city ordinance, a business license question or which police agency took a report, it does, and the parcel's assessor record is the place to check.

Evictions and small claims at the Central Justice Center

Tustin evictions are filed in Santa Ana at the Central Justice Center, which also processes every small claims filing in the county.

For a Tustin rental, send every tenant's name as it appears on the summons, the unit and building, and gate or garage details. For a small claims defendant, the hearing date sets the deadline: at least 15 days' notice when the defendant lives in Orange County, at least 20 when they live elsewhere (CCP § 116.340). The claimant can't hand over the papers; another adult who isn't in the case does, then signs form SC-104.

From January 1, 2027, before papers are left with another adult at a home, diligence is shown by tries at personal delivery on at least three occasions, on three different days at three different times (CCP § 415.20(b)(2)). Our AB 747 guide explains the change, and our proof of service guide shows what the proof contains. We make no guarantees for service.

Hearing dates and the Santa Ana building

Since so much Tustin litigation runs through one courthouse, the details on the face of the papers are what separate one case from another. Before you send a request, check four things:

  1. The courthouse address on the summons or notice reads 700 Civic Center Drive West for a civil, small claims or eviction case, not the Lamoreaux or Costa Mesa address.
  2. The department number is filled in on any order to show cause or notice of hearing.
  3. The hearing date leaves enough time. A small claims defendant in Orange County needs 15 days; a restraining order has to be delivered before the hearing date printed on it.
  4. Every attachment the court requires is in the PDFs, so the server delivers one complete set.

If something looks off, sort it out with the clerk before service. Correcting a summons after it's been served usually means serving it again.

Subpoenas for Tustin criminal and civil cases

Because Tustin criminal cases are heard at the Central Justice Center, a Tustin witness may be subpoenaed to Santa Ana for a criminal hearing as well as a civil one. A subpoena that requires someone to appear is served by delivering it to the witness personally (CCP § 1987(a)). Give us the witness's home and work addresses and the appearance date, and say whether a witness fee check is included. Our post on serving a subpoena in California covers fees and timing.

Family law in Orange, probate in Costa Mesa

A Tustin divorce, custody, support or domestic violence case goes to the Lamoreaux Justice Center in Orange, about 6 miles north. Proof of a family law summons usually goes on FL-115; for a domestic violence order it's DV-200. The petitioner can't serve the other party personally.

Probate goes to Costa Mesa, about 6.7 miles southwest. We serve probate citations and notices at each listed person's address, in Tustin or elsewhere.

Serving a Tustin company

A receptionist, a store manager or a security desk usually can't accept service for a company. For a corporation or LLC, look up the agent for service of process on bizfile Online and send us the agent's name and address as listed (Corporations Code § 17701.13 for LLCs). When the listed agent is a national service company, our CSC and CT Corporation pages explain how those offices are served. Serving corporations covers the rest.

When the person or business has moved, skip tracing looks for a current address before the server goes out. Our post on finding a defendant in California lists what to gather first.

Which courthouse handles a Tustin lawsuit?

The Central Justice Center, 700 Civic Center Drive West, Santa Ana, about 3.6 miles from central Tustin in a straight line. Under the Orange County court's designation matrix, in force since June 30, 2025, every Tustin civil case lands there, limited or unlimited, along with small claims, evictions and civil harassment petitions. Complex cases go to the Civil Complex Center nearby on West Santa Ana Boulevard.

Are Tustin traffic and criminal cases heard in Newport Beach?

No. Tustin is one of four cities, with Orange, Santa Ana and Villa Park, whose criminal and traffic cases the designation list keeps at the Central Justice Center. South county cities such as Irvine and Newport Beach use the Harbor Justice Center instead. That matters for a witness subpoena in a Tustin criminal case.

My address says Tustin but the county says it's unincorporated. Why?

North Tustin is an unincorporated community next to the city. Census data puts about 13% of the 92780 land area in the North Tustin CDP, and in 92705 only about 5% of the land is in the City of Tustin, with about half in North Tustin and most of the rest in Santa Ana. Court filing is the same either way.

Where is a Tustin divorce filed?

At the Lamoreaux Justice Center, 341 The City Drive South, Orange, about 6 miles from central Tustin. Every Orange County city's divorces and domestic violence petitions are heard in that building. Leave cameras behind: the court bars cameras and recording devices there.

Where do Tustin probate papers go?

To the Costa Mesa Justice Complex on Harbor Boulevard, about 6.7 miles southwest of central Tustin. The county hears all of its probate and mental health matters in Costa Mesa, plus elder abuse restraining orders. A footnote on the designation matrix requires e-filing for probate as well as civil actions.

Can you serve someone who lives at Tustin Legacy?

Yes. Tustin Legacy is the city's name for the former Marine Corps Air Station Tustin, which closed in 1999 and is being redeveloped under a city specific plan. It's part of the city, and its homes and businesses are served like any other Tustin address. Since buildings there are newer, add a cross street, the building number and how residents get in.

Does a North Tustin eviction go to a different court than a Tustin one?

No. The Court Designation List sends unlawful detainers for every Orange County city to the Central Justice Center, and unincorporated North Tustin addresses file there as well. The difference is in local rules, not the courthouse, so make sure any notice that relies on a city ordinance matches the property's actual jurisdiction.

Is there a Valpro Attorney Services office in Tustin or Santa Ana?

No. Our only office is at 1520 W El Camino Ave #125, Sacramento, CA 95833, roughly 395 miles from Tustin. Tustin papers reach us through the online form or Service@ValproAttorneyServices.com, and the server makes the attempts in person at the Tustin address. For calls, 855-582-5776 is staffed Monday through Friday, 8:30 a.m. to 5 p.m.
