Is Citrus Heights in Sacramento County or Placer County?
Sacramento County. But the city's northern boundary is the county line, and the communities just across it, Roseville and Granite Bay, are in Placer County. The city's own community profile lists Roseville among its neighbors, along with Orangevale, Fair Oaks and Antelope/Foothill Farms.
We checked this on the Census Bureau's maps. Points just north of the city's northern edge fall in Placer County. A Sunrise Boulevard address in Citrus Heights geocodes to Sacramento County, while a Sunrise Avenue address about 1.4 miles farther north geocodes to Roseville, in Placer County. A short drive can move the address into a different county court.
| Address on the papers | County | Court for a new case |
|---|---|---|
| Citrus Heights, 95610 or 95621 | Sacramento | Superior Court of California, County of Sacramento |
| Roseville | Placer | Placer County Superior Court, Gibson Courthouse, 10820 Justice Center Drive, Roseville |
| Granite Bay, 95746 | Placer | Placer County Superior Court |
| Antelope, Orangevale, Fair Oaks | Sacramento | Superior Court of California, County of Sacramento |
Where you file and where the person is served are separate questions. We serve Citrus Heights addresses on cases from either county's court, and from courts elsewhere in California. If you're starting a case and aren't sure which county it belongs in, check venue for your case type before you file.
What incorporation changes for papers in Citrus Heights
Citrus Heights voters approved cityhood on November 5, 1996, and the city took over local services on January 1, 1997, after what its history pages call a 12-year battle with the County of Sacramento. That makes it different from neighbors like Antelope, Foothill Farms and Fair Oaks, which are still unincorporated.
A few practical results:
- Its own police. The city employs its own Police Department, according to its fire and police page, while fire service comes from the Sacramento Metro Fire District. A police report for an incident inside the city is usually the city department's, not the Sheriff's.
- A city government that can be a party. City Hall is at 6360 Fountain Square Drive, Citrus Heights, CA 95621, with lobby hours of 8:00 a.m.–4:00 p.m.
- A city claims process. The city's Risk Management and Claims page, run through the City Clerk's Office, handles claims for money damages against the city.
None of this moves a Citrus Heights case to a different court. The Superior Court of California, County of Sacramento, hears it, as it does for every city and unincorporated community in the county.
Claims and lawsuits against the City of Citrus Heights
Before you can sue the city for money damages, California generally requires a written claim to the city first, and the city has to act on it or let it be deemed rejected (Government Code § 945.4). Citrus Heights handles those claims through its City Clerk's Office, which keeps weekday hours of 8 a.m.–5 p.m. according to the claims page.
If the claim is denied and a case is filed, CCP § 416.50 allows the summons for a city to be delivered to its clerk, its presiding officer or another head of the governing body. Name the official in the Letter of Instruction so the server can ask for that office at City Hall during lobby hours. This is general information, not legal advice.

Which Sacramento courthouse takes a Citrus Heights case?
It depends on the case type. Here's the short version, from archived saccourt.ca.gov pages (April–July 2026):
- Civil: the Tani G. Cantil-Sakauye Sacramento County Courthouse, 500 G Street. E-filing is optional for every party.
- Small claims cases, and evictions asking up to $35,000: the Carol Miller Justice Center, 301 Bicentennial Circle, Monday through Thursday only. Larger eviction cases go to the Civil Division.
- Family law and probate: the William R. Ridgeway Family Relations Courthouse, 3341 Power Inn Road.
Handling a Citrus Heights small claims or eviction case yourself? The court's attorney-staffed advisory clinic, on the third floor of the Carol Miller Justice Center, takes questions at 916-875-7846 (court advisory clinic page, archived April 2026). Running late? Under Sacramento Local Rule 1.16, papers properly left in a court drop box before 5:00 p.m. count as filed that same day.

Details that save an attempt in Citrus Heights
Start with the full address, including the unit or space number, and confirm the city and ZIP Code. Both Citrus Heights ZIP Codes use Citrus Heights as the mailing city in the Census address data. The Census 2020 ZIP Code file shows 95610 lying entirely inside the city, while 95621 also takes in small edges of Antelope, Carmichael and Foothill Farms.
Then give the server what a map can't:
- Which side of the county line a workplace or second address sits on, if it's in Roseville or Granite Bay.
- The building or unit in an apartment community, mobile home park or office center.
- The person's routine. Work hours, days off, when they pick up children.
- A photo or description and the vehicle they drive, if you have them.
- What has already happened. Earlier attempts, a forwarding address, a neighbor's comment.
From January 1, 2027, AB 747 changes the attempt and documentation rules for substituted service. Our AB 747 guide covers the new requirements, and the proof of service guide explains which form comes back to you.
Serving a business located in Citrus Heights
A store or office in Citrus Heights may belong to a company registered somewhere else, so the storefront and the agent for service of process may be miles apart. Search the company on the Secretary of State's bizfile Online and send us the agent's name and address with the papers. If the agent is in Roseville, Sacramento or another county, that's where formal service usually happens, and we take it from there.
Many companies name a registered agent company. For two common ones, see CSC Lawyers Incorporating Service and CT Corporation. Officers, partnerships and out-of-state companies are covered on serving corporations in California.
Lost track of the person?
If the Citrus Heights address turns out to be old, ask about skip tracing. We look for a current address, send it to you, and once you OK it the papers go out again on the same request. That includes a new address across the line in Placer County.
