North Highlands is a county community, not a city
The Census Bureau classifies North Highlands as a Census Designated Place. That's a named community with no city government of its own. Sacramento County runs local services, and law enforcement comes from the Sacramento County Sheriff's Office. Its North Division page lists North Highlands with Antelope, Foothill Farms, McClellan Park, Rio Linda and other northern communities. The division's North Station, at 5510 Garfield Avenue, is closed to the public.
Three practical results for papers:
- Claims and suits against local government go to Sacramento County or the agency involved. There's no City of North Highlands to name.
- The proof of service records the street address where service happened, whatever community name sits on the envelope.
- Every new case belongs in the Superior Court of California, County of Sacramento, unless it's filed somewhere else for another reason.
Two ZIP Codes, shared with neighbors
North Highlands addresses use 95660 and 95841, and neither ZIP Code belongs to North Highlands alone. In the Census Bureau's 2020 ZIP Code area file:
| ZIP Code | North Highlands land in it | Also overlaps |
|---|---|---|
| 95660 | about 6.0 sq mi | Foothill Farms, McClellan Park, Rio Linda, city of Sacramento |
| 95841 | about 2.2 sq mi | Arden-Arcade, Carmichael, Citrus Heights, Foothill Farms, city of Sacramento |
So a 95841 address could be a North Highlands home, a Carmichael apartment or a house just inside Citrus Heights. Every one of those places is in Sacramento County, so the filing court stays the same. The difference shows up in the server's route. Write the full address, with unit number, exactly as your documents show it.
McClellan Park and the former Air Force base
McClellan Park, the business park next door to North Highlands, sits on the former McClellan Air Force Base. The park's own history page says the base's closure was announced in 1995 under the Base Realignment and Closure process, and that Sacramento County and the developer, McClellan Business Park, partnered to bring businesses into the vacant buildings. The page describes hundreds of private companies there along with state, federal and local government agencies. The Census Bureau counts McClellan Park as its own Census Designated Place, inside ZIP Code 95660.
Serving at a large business park works best with detail. Tell us:
- The employer's name and the building number or suite.
- The person's role and shift, if you know them.
- Whether the business is the party. If so, look up its agent for service of process on the Secretary of State's bizfile Online and send that name too. Our page on serving corporations and LLCs explains the options.
- A home address, if you have one, as a backup to the workplace.
A public agency at McClellan Park is a different case from a private company. Ask your attorney whether a government claim or other special rules apply before you serve it.
Which courthouse gets a North Highlands case?
The Sacramento Superior Court sorts cases by type, and none of its buildings is in North Highlands. Straight-line distances below run from the community's Census center point:
| Case type | Courthouse | Distance |
|---|---|---|
| Civil complaints and petitions | Tani G. Cantil-Sakauye Sacramento County Courthouse, 500 G Street | about 9.1 miles |
| Small claims; evictions asking up to $35,000 | Carol Miller Justice Center, 301 Bicentennial Circle | about 8.5 miles |
| Family law and probate | William R. Ridgeway Family Relations Courthouse, 3341 Power Inn Road | about 9.0 miles |
All downtown court operations moved to 500 G Street in April 2026. The court's notice says the Gordon D. Schaber Courthouse (720 9th Street) and the Hall of Justice (813 6th Street) are now permanently closed to the public. If an older North Highlands file or form shows either address, update it before you send anything new. The civil public counter is on the second floor, with filing windows open 8:30 a.m. to 4:00 p.m.
The court's civil division page puts small claims at up to $12,500 and sends eviction cases under $35,000 to the landlord-tenant division at Carol Miller.
Papers to serve in North Highlands?
North Highlands evictions at Carol Miller
Carol Miller is open Monday through Thursday, 7:00 a.m. to 5:00 p.m., and closed Fridays and court holidays. A few details from the court's unlawful detainer pages help landlords and property managers plan:
- Friday drop box. Small claims, eviction and traffic documents left in the Carol Miller drop box on a Friday are filed the following court day. To submit them on a Friday, the court sends people to the Ridgeway courthouse.
- E-filing. Since June 17, 2024, eviction cases at Carol Miller can be e-filed through an approved provider. It's optional for all parties, but the court warns that documents not filed electronically may be processed more slowly.
- Remote appearances. To appear remotely at an eviction trial or motion, a party files a Notice of Remote Appearance (form RA-010) at least 10 court days, and no later than 5 court days, before the hearing, by mail or the Carol Miller drop box.
- Night court. On the second Wednesday of each month, 5:15 p.m. to 6:15 p.m., Carol Miller offers eviction mediation and the advisory clinic.
Carol Miller also houses the Small Claims Advisory Clinic, the Small Claims Mediation Office, the Unlawful Detainer Advisor's Office and the Unlawful Detainer Mediation Office. The court lists 916-875-7746 for both the landlord-tenant and small claims call centers, which answer from 7:05 a.m. to 5:00 p.m., and 916-875-7846 for the advisory clinic. Public internet kiosks for case research are in room 200 on the second floor. The court notes there are no e-filing kiosks there yet, so an e-filed eviction has to go in from your own office or through a provider.
A party who objects to the other side appearing remotely at an eviction trial files form RA-015 at least 5 court days before the proceeding, and no later than noon on the court day before. A new RA-010 is needed for each new hearing other than a continuance. If a remote appearance is granted, that party's witnesses appear remotely too.
The court's e-filing page also warns that serving out-of-state defendants has its own rules and suggests legal advice first. For posting an eviction summons, a court order under CCP § 415.45 is needed. Once the tenant is served, the answer period is 10 court days after personal service, or 10 calendar days plus 10 court days after the mailing that follows substituted service or posting.
Divorce, custody and probate papers for North Highlands families
Family law and probate cases from North Highlands are heard at the William R. Ridgeway Family Relations Courthouse, 3341 Power Inn Road. The court's locations page gives business hours of 8:30 a.m. to 4:00 p.m. on weekdays, with the building open 8:00 a.m. to 5:00 p.m. Its Self-Help Center is open 8:30 a.m. to noon Monday through Friday, and again 1:30 to 4:00 p.m. Monday through Thursday.
A petition for dissolution, a request for order or a restraining order has to be served by an adult who isn't a party. Tell us in the Letter of Instruction about children in the home, a shared address or any safety concern, and include the hearing date so the server knows how much time there is. Our proof of service guide explains form FL-115 and the other family law proofs.
Filing a North Highlands civil case
Sacramento civil cases can be e-filed, mailed, brought to the counter or left in the drop box at 500 G Street. E-filing has been open for civil cases at the courthouse since January 16, 2024, and remains optional for all parties until further notice.
For the drop box, the court's filing instructions say each document must be time-stamped on the back of the last page under Local Rule 1.16. A document properly deposited before 5:00 p.m. is deemed filed that day, and anything later is filed the next court day. Filings that need a fee paid go to the counter windows. Submit an original and one copy, because the court conforms only one copy of each document. Many civil departments also require a reservation before a motion is filed, so check the assigned department's page first. Provider fees for e-filing are waived for parties with an active fee waiver, government agencies and court-appointed counsel. For questions about a filed case, the Civil Division's number is 916-874-5522, option 3.
We handle filing as well as service, so one request can cover both. See Sacramento County court filing and our post on same-day court filing.
Pulling an older North Highlands court file
The civil division page explains how far back the court's online records go. Public cases and documents filed after November 13, 2007 can be viewed and printed on the court's Public Portal, including tentative rulings. Files from before that date aren't digital. They sit at an off-site facility and take about 10 business days to reach the downtown courthouse, and you need valid photo ID to view one.
Certified or exemplified copies come from the civil front counter, or by mailing form CV\E-300 with the fees. Mailed requests take about 4 to 6 weeks. If you need an older judgment or proof of service from a North Highlands case, our document retrieval service can request and collect it.
If the North Highlands address is out of date
Renters move, and an address from an old lease, a judgment or a credit file may not be current. If our server finds the person has left, you'll hear what was learned at the door. Skip tracing can then look for a newer address, and once you approve it, the papers go back out on the same request. Get the updates by email. Our posts on finding a defendant in California and serving a subpoena cover two common next steps.
