Granite Bay is county territory
Granite Bay is a Census Designated Place: a named community without a city government. Placer County provides its local services. The Town of Loomis, in an FAQ about its own contract with the Placer County Sheriff's Office, notes that the Sheriff's jurisdiction covers all of unincorporated Placer County, naming Granite Bay along with unincorporated Lincoln and Penryn-Newcastle-Ophir, and that beats overlap so deputies can back each other up.
What follows from that for a Granite Bay case:
- No city to sue. A claim about a county road, a permit or a county service names Placer County or the agency involved. Ask your attorney whether a government claim has to come first.
- Law enforcement records come from the Placer County Sheriff's Office. A subpoena for a deputy or a report goes there.
- The filing court is Placer County Superior Court whenever venue rests on where a Granite Bay defendant lives.
Two ZIP Codes, one of them shared
Granite Bay addresses use 95746 and 95650. The Census Bureau's 2020 ZIP Code area file shows how each one splits:
| ZIP Code | Land in Granite Bay | Rest of the ZIP Code |
|---|---|---|
| 95746 | about 17.7 of 18.4 sq mi | about 0.6 sq mi in Roseville, a sliver outside any place |
| 95650 | about 3.8 of 22.9 sq mi | the Town of Loomis, parts of Rocklin and Penryn, and about 11 sq mi outside any place |
So 95746 is almost entirely Granite Bay, apart from a corner inside Roseville city limits. 95650 is mostly Loomis and rural Placer County. Every part of both ZIP Codes is in Placer County, so the court stays the same. The address on the papers still has to be exact, because the server goes to the door, not the ZIP Code. If your client knows the address is on the Roseville side, say so in the Letter of Instruction, since a city address can matter later for local ordinances or a claim against the city.
The county line is close in the other direction. Folsom and Orangevale, each about 6 miles away, are in Sacramento County. A Granite Bay resident who works in Folsom can be served at work, but a lawsuit filed in Sacramento against a Granite Bay defendant, or the other way around, changes some deadlines.
Placer County courthouses for Granite Bay
Two Placer County buildings have clerk's offices that take Granite Bay filings. Distances are straight-line from Granite Bay's Census center point:
| Courthouse | Address | Distance |
|---|---|---|
| Hon. Howard G. Gibson Courthouse (main courthouse) | 10820 Justice Center Drive, Roseville, CA 95678 | about 8.1 miles |
| Historic Courthouse | 101 Maple Street, Auburn, CA 95603 | about 10.6 miles |
The Gibson Courthouse holds Departments 30 to 44, the Clerk's Office, the Self-Help Center, Family Court Services and Jury Services. The Historic Courthouse holds Departments 1 to 6 and a Clerk's Office. Mail for both goes to Placer County Superior Court, P.O. Box 619072, Roseville, CA 95661-9072.
Attorneys must e-file in civil and family law cases under Local Rule 10.27, and self-represented parties may. The court's eFiling page counts small claims and probate as civil for this purpose. See Placer County court filing if you'd like us to handle the filing.
Looking at a Granite Bay case file in person
Placer's online portal covers some records. For the rest, the court's records policy spells out what happens at the counter, and it helps to know the rules before making the drive:
- Bring the case number. The clerk needs it. Case numbers can be found online or on the public terminal at the Gibson Courthouse.
- Check the calendar first. A file that's on calendar isn't available for two days before the hearing and three days after it.
- Allow time for off-site files. The policy says they're brought back and available within three weeks. Call ahead to confirm.
- Expect limits. Clerks pull up to 5 files at a time per case type. For civil, family, probate and small claims, the limit rises to 50 if the files are in chronological order.
- Leave ID at the counter. Viewers leave a photo ID and their keys with the clerk and stay at the viewing table. Only court staff may take a file apart.
Copies follow the same policy. A clerk copies up to 25 pages while you wait, and larger orders are scheduled for pickup, usually within two weeks. A party with a fee waiver gets one free copy of each reasonably necessary document, and the waiver is honored for a year from signing. Court reporter transcripts can't be copied from the file; the policy sends those requests to 916-408-6153.
If you'd rather not go yourself, document retrieval pulls the copies for you. Our post on legal document retrieval in California explains how it works.
Papers to serve in Granite Bay?
Small claims across the county line
Small claims filed in Placer County follow the state's service deadlines. The California Courts self-help guide lists them:
- Same county: the defendant must receive the claim at least 15 days before the court date.
- Different county: at least 20 days before, for a defendant outside the county where the case was filed. A Folsom or Orangevale defendant in a Placer County case falls here.
- Substituted service: finished 10 days before whichever deadline applies.
- Proof back to court: the Proof of Service, form SC-104, filed at least 5 days before the hearing.
A business or public agency has to be served through a specific person, not just any employee, and form SC-104C explains who. The person who filed the claim can't serve it. A friend, a sheriff or a process server can. See who can serve papers in California.
When the case is filed in Sacramento instead
Some Granite Bay cases start in the neighboring county: a Sacramento landlord, a Folsom business or a contract dispute filed where the plaintiff is. When a Sacramento County case needs a Granite Bay defendant served, the papers come from that court, but the service itself happens in Placer County. Nothing about the service method changes at the county line.
What does change is where the filing went and what the court expects back. In Sacramento, small claims up to $12,500 are filed at the Carol Miller Justice Center, 301 Bicentennial Circle, which is open Monday through Thursday and closed on Fridays. General civil cases go to the courthouse at 500 G Street. A Granite Bay defendant in a Sacramento small claims case is out of county, so the 20-day service rule above applies.
We file and serve in both counties, so one request can cover a Sacramento filing and a Granite Bay service. See Sacramento County court filing for that side.
Family law help at the Gibson Courthouse
The Self-Help Center at the Gibson Courthouse helps people without lawyers who have cases in Placer County or live there. Most of its work is family law, child support, evictions, small claims, guardianships and restraining orders. According to the court's page:
- Phone and video appointments run Monday, Thursday and Friday mornings, plus all day Tuesday.
- Walk-in, 20-minute appointments are offered Monday, Tuesday and Thursday from 8:00 a.m. to 10:00 a.m. Take a "Self Help Center" ticket at the lobby kiosk. They fill quickly.
- Live chat covers divorce, legal separation, small claims and child support on Monday, Wednesday and Thursday afternoons and Friday from 2:00 p.m.
- Email goes to CIC@placer.courts.ca.gov with "ATTN: Self-Help" in the subject line, with replies usually within 2 days.
The center also runs video settlement appointments for family law cases where one or both parties are self-represented. Both sides must exchange preliminary disclosures first, agree on three to five possible dates, and submit form PL-FL024T signed by both.
Divorce and custody papers still need personal service by a non-party. Tell us about children in the home, any restraining order, and the hearing date. Our proof of service guide covers form FL-115.
Granite Bay evictions
Unlawful detainer cases for Granite Bay rentals are filed with Placer County Superior Court. Once the tenant is served, the answer is due 10 court days after personal delivery, not counting weekends and court holidays. If the summons was left with another adult or posted and then mailed, the tenant gets 10 calendar days plus 10 court days from the day after the mailing. Posting requires a court order under CCP § 415.45. The 2027 changes to substituted service are explained in our AB 747 guide.
Self-represented landlords and tenants can both get help with eviction forms at the Gibson Courthouse Self-Help Center. The court's page makes three limits clear: the center assists both sides of a case equally, its services aren't confidential and don't create an attorney-client relationship, and apart from its settlement service it can't help anyone who already has a lawyer. A landlord with counsel, or a property manager working through one, handles the filing through the attorney instead.
What to send for a Granite Bay address
Give us the documents, the name of each person to serve and every address you have, with a Letter of Instruction. For a Granite Bay home, include:
- The exact address, with the ZIP Code from your documents.
- A gate code or call-box name, if the street or community is gated.
- The best times, a description or photo, and any vehicle.
- A workplace, with the employer name and shift, as a backup.
For a business, send the company name and, if it's the party, its agent for service from the Secretary of State's bizfile Online. Our page on serving corporations explains the choices. Get the updates by email, and if the person has moved, skip tracing can look for a newer address.
