Carmichael is about 9.3 miles straight-line from our office at 1520 W El Camino Ave #125, Sacramento, CA 95833. Send papers through a Service Request, or email them to Service@ValproAttorneyServices.com. The office line, 855-582-5776, is answered Mon–Fri 8:30 a.m.–5 p.m.

Who governs Carmichael?

Sacramento County does. Carmichael has no city council, city hall or city police department. The Census Bureau classifies it as a Census Designated Place, its term for an unincorporated community without a legal boundary or a functioning government of its own.

Two county pages show how that works in practice. The Board of Supervisors' District 3 page lists Carmichael as one of its community planning areas. The Sheriff's North Division names Carmichael among the northern county communities it serves.

None of that changes the rules for serving papers. Many types of civil process can be served by anyone over 18 who isn't a party to the case, as the Sheriff's Civil Bureau page notes, and service in Carmichael works the same as anywhere in California. What it does change is the address on your paperwork.

One community, three mailing cities

Carmichael's addresses don't all say Carmichael. We checked sample addresses in the Census Bureau's geocoder and then placed each one on the Census map of the Carmichael CDP:

ZIP CodeMailing city on the addresses we checkedExample inside the Carmichael CDP
95608Carmichael5000 block of Manzanita Avenue; 6000 block of Fair Oaks Boulevard
95628Fair Oaks4900 block of Dewey Drive
95841Sacramento4800 block of Winding Way

The overlap runs the other direction too. The Census 2020 ZIP Code file shows 95608 reaching into small parts of Arden-Arcade and North Highlands, so "Carmichael, CA 95608" doesn't always mean the Carmichael CDP. ZIP 95628 is mostly Fair Oaks, and 95841 is shared with North Highlands, Foothill Farms and others.

For service, none of this is a problem. The server goes to the street address. Where it causes trouble is when someone "corrects" the city on a form and the address no longer matches what the post office and map apps expect. Keep the address exactly as it appears on your source document.

Does a Fair Oaks or Sacramento mailing address change the court?

No. Every address in this table is in Sacramento County, so a new case goes to the Superior Court of California, County of Sacramento, whichever mailing city the address uses. The courthouse depends on the type of case:

  • Civil complaints: the Tani G. Cantil-Sakauye Sacramento County Courthouse at 500 G Street. E-filing there is optional for all parties, per the court's civil e-filing page.
  • Small claims cases, and evictions up to $35,000: the Carol Miller Justice Center, 301 Bicentennial Circle. It's open Monday through Thursday only.
  • Divorce, custody, support and probate: the Ridgeway Family Relations Courthouse, 3341 Power Inn Road.

If the case is already open in another county, that's fine. We serve Carmichael addresses for cases filed anywhere in California. The Sacramento County court filing page explains the filing side if you need both.

Papers to serve in Carmichael?

Serving family law papers in Carmichael

Family law papers carry more weight for the person receiving them, and the details in your Letter of Instruction matter more. Tell us about children in the home, a shared address, or anything that bears on safety. If there's a restraining order, send the order and the hearing date so the server knows the deadline.

The Ridgeway courthouse keeps business hours of 8:30 a.m.–4:00 p.m. on weekdays, and its building is open 8:00 a.m.–5:00 p.m. A Family Law Self-Help Center operates there too, according to the court's locations page (archived copy, June 9, 2026). For which form proves service in a family case, see our proof of service guide.

Writing the Letter of Instruction for a Carmichael address

The more the server knows before the first attempt, the fewer attempts it takes. For Carmichael, focus on these:

  1. The address with its own mailing city and ZIP Code. Carmichael, Fair Oaks or Sacramento, whichever your document shows.
  2. What the place looks like. A house set back from the road, a gate, a shared driveway, a guest unit behind the main house.
  3. Who answers the door. A spouse, adult children, a caregiver or a roommate. Under CCP § 415.20(b), substituted service on a competent household member is an option only after personal delivery can't be made with reasonable diligence.
  4. Daily patterns. When the person leaves, comes home or is reliably in.
  5. Work. An employer's name and address, and the shift.

The attempt rules for substituted service change on January 1, 2027. Our AB 747 guide explains what's new.

Subpoenas for Carmichael witnesses and records

A subpoena for a witness who lives or works in Carmichael is served the same way as any other: handed to the witness, with a proof of service coming back to you. Send the subpoena and any attachments, the witness's name, and the date of the deposition, hearing or records production. That date drives how soon the first attempt has to happen, so put it at the top of the Letter of Instruction.

For a records subpoena aimed at a business, name the custodian of records if you know it, and include the business's mailing address as well as its street address. Our post on how to serve a subpoena in California covers the types and the paperwork.

Carmichael businesses and their registered agents

A shop or office with a Carmichael storefront may list its agent for service of process somewhere else entirely, such as a registered agent company in another city. Check the entity on the Secretary of State's bizfile Online and send us the agent it lists. If the business is a sole proprietor using a trade name, serve the owner by name and give us the storefront as a second address. Our page on serving corporations and LLCs walks through officers, agents and out-of-state companies.

If the Carmichael address is out of date

An address pulled from an old file or a years-old judgment may no longer be current. If our server learns the person has left, you'll get the details. From there, skip tracing can find a newer address. Once you approve it, the papers go back out on the same request, and the updates come to you by email. Our blog post on skip tracing for legal cases explains what the research covers.

Carmichael process server questions

Not listed here? Call 855-582-5776 during business hours, Mon–Fri 8:30 a.m.–5 p.m.

The papers say Fair Oaks, but I think the person lives in Carmichael. Is that a problem?

No. Part of ZIP Code 95628 lies inside the Carmichael CDP, and the Census address data lists those homes with Fair Oaks as the mailing city. Service happens at the street address, not the community name. Send the address as it appears on your documents, and add a note if you know it's on the Carmichael side.

Does Carmichael have its own city government or police?

No. Carmichael is a Census Designated Place, an unincorporated community with no city government of its own. Sacramento County governs it, and the Sheriff's North Division lists Carmichael among the communities it serves. Source: census.gov and sacsheriff.com, checked October 2026.

Where is a Carmichael divorce or custody case filed?

At the William R. Ridgeway Family Relations Courthouse, 3341 Power Inn Road, Sacramento. The court lists family law and probate there, with business hours of 8:30 a.m.–4:00 p.m., Monday through Friday. Source: saccourt.ca.gov court locations, archived copy, June 9, 2026.

Do I need to e-file a civil case before you serve it?

Not in Sacramento County. The court's civil e-filing page says e-filing is permissive, meaning optional, for all parties until further notice. You can file at the counter at 500 G Street or e-file, and once the summons is issued we serve it. Source: saccourt.ca.gov, archived copy, July 22, 2026.

Can I drop off a Carmichael small claims case on a Friday?

Not at the Carol Miller Justice Center, where Sacramento County small claims cases are filed. Its business hours are Monday through Thursday, 7:00 a.m.–5:00 p.m., and it is closed on Fridays and court holidays. Plan the filing for Thursday or earlier, then send the claim to us for service.
