Carlotta is a name on the map more than a place with lines around it. The U.S. Geological Survey's place-name database lists it as a populated place in Humboldt County, and the Census Bureau's road data puts State Route 36 within a mile of that map point. Beyond that, official records say little. The Census Bureau doesn't treat Carlotta as a census designated place, so there's no 2020 head count and no boundary to check an address against.
That shapes how a Carlotta job goes. The address on the papers is usually a road and a ZIP Code, 95528, and the work is in finding the right door. We coordinate Carlotta requests from Sacramento, about 191 miles away in a straight line, and the papers are served at the Carlotta address, or wherever else the person can be found.
No boundary, one large ZIP Code
The Census Bureau's 2020 ZCTA to place relationship file is a good test of how settled an area is. For many ZIP Codes it lists a city or a named community that takes up part of the land. For 95528 it lists none. All of the roughly 88 square miles of land in that ZIP Code area sit outside any incorporated city or census designated place.
In practice:
- "Carlotta, CA 95528" on an envelope can mean a home near the Route 36 corridor or a parcel well off it.
- There's no city limit to confirm, so a server works from the street name, the cross road and whatever you know about the property.
- Neighboring Census places are small. Hydesville, about 1.8 miles away, counted 1,244 residents in 2020.
If all you have is a mailing address, say so. If you have a parcel number, a description of the driveway or a photo of the gate, send it. A first attempt at the right building is worth more than a fast attempt at the wrong one.
Reaching a Carlotta address on Route 36
Route 36 is the main way in, and Caltrans posts its restrictions daily. When we checked on October 29, 2026, at 12:20 p.m., its road information listed three one-way controlled traffic zones in Humboldt County: slide removal 15.7 to 16.3 miles east of the US 101 junction, with delays of up to 60 minutes; emergency work 4.3 miles west of Bridgeville; and construction at the Butte Creek Bridge, 7.1 miles west of Dinsmore. Work like this on Route 36 comes and goes with storms and the construction season.
All three were east of Carlotta's map point. They matter when the person lives farther up the highway, toward Bridgeville, about 14.5 miles from Carlotta in a straight line. Conditions change, so check roads.dot.ca.gov or call 1-800-427-7623 before you set a short deadline.
Hydesville, Fortuna and nearby workplaces
Rural homes are hard to time. A workplace is often easier. Using the Census and USGS map points, the towns around Carlotta line up like this:
- Hydesville, about 1.8 miles.
- Rio Dell, an incorporated city of 3,379, about 4.1 miles.
- Scotia, about 4.7 miles.
- Fortuna, the largest nearby city with 12,516 people at the 2020 Census, about 5.5 miles.
If the person works in one of those towns, give us the employer, the shift and a description. A server who can try both the home and the job has two chances on the same day instead of one.
The papers that travel with a Humboldt complaint
A Humboldt civil case starts with more than a summons and complaint. Local Rule 2.8.2 says that when a complaint is filed, the court issues a Notice of Inclusion in the Delay Reduction Program and puts a copy in the court file. The filing party then has to serve that notice along with the complaint.
The program itself comes from Local Rule 2.8.1, which says the court will try to dispose of cases within the time standards in California Rules of Court rule 3.714. For the person doing the serving, the point is simpler. The packet handed to a Carlotta defendant should include the notice, and the proof of service should list it.
The summons gives the defendant 30 days after service to file a written response. That's set by CCP § 412.20(a)(3), which also requires the summons to warn that a default can be entered if they don't. Check that every page you plan to serve is in the PDFs you upload: summons, complaint, civil case cover sheet if you're serving it, the Notice of Inclusion, and any other notice the clerk handed back.
Sixty days to serve and file the proof
California Rules of Court rule 3.110(b) is the clock most civil plaintiffs work against. The complaint has to be served on every named defendant, and the proofs of service filed with the court, within 60 days after the complaint is filed. If a defendant is added later by amendment, that defendant has to be served and the proof filed within 30 days after the amended complaint is filed.
The rule doesn't apply to everything. Its subdivision (a) leaves out collections cases under rule 3.740(a), unlawful detainers and Family Code proceedings, along with any case where another law sets different service requirements.
When a Carlotta defendant is hard to reach, the extension rule matters. Under rule 3.110(e), an application for more time must be filed before the 60 days are up. It needs a declaration explaining why service hasn't been completed, describing the efforts made and giving a date by which service should be done. A server's attempt log, with dates, times and what happened at each try, is the raw material for that declaration. Each update comes to you by email. General information, not legal advice.

Notices to quit at a rural Carlotta rental
Before a landlord can file an eviction, a written notice usually has to be served on the tenant. CCP § 1162 sets out how a residential notice may be served, in order:
- Personal delivery to the tenant.
- Leaving a copy with a person of suitable age and discretion at the tenant's home or usual place of business, if the tenant is away from both, and mailing a copy to the tenant at home.
- Posting and mailing. If neither the home nor the business address can be found, or no suitable person can be found there, the notice can be fixed in a conspicuous place on the property, given to a person living there if one can be found, and mailed to the tenant at the property.
On a rural parcel, those steps take real effort. The tenant may work in Fortuna or Rio Dell, the house may be set back from Route 36, and there may be more than one dwelling on the land. Tell us which structure the tenant occupies, the tenant's job if you know it, and the date the notice period needs to start. Commercial tenants are served under a separate subdivision of § 1162 with slightly different steps.
The notice period and its contents are the landlord's responsibility. We serve the notice and give you a signed declaration describing how and when. General information, not legal advice.
If the case becomes an eviction
Once the notice period runs out and the landlord files, the summons and complaint go to the tenant. After personal service, the tenant has 10 court days to answer.
Two related points are worth knowing in Humboldt:
- The summons form may change. CCP § 412.20(d), added by AB 863, directs the Judicial Council to create a single mandatory summons form for residential unlawful detainers, in English, Spanish, Chinese, Tagalog, Vietnamese and Korean, by January 1, 2027. Use whatever form the court requires on the day you file.
- The writ goes to the Sheriff. If the landlord wins possession, the writ of possession is enforced by the Humboldt County Sheriff, not by a private server. Its Civil Services page lists a $180 fee for that writ and says the office needs a physical Humboldt County address with every set of instructions.
A private server handles the earlier papers: the notice, the summons and complaint, and anything else that has to reach the tenant before trial.
Filing a Carlotta case in Eureka
Humboldt County has one courthouse, at 825 5th Street in Eureka, about 19 miles north of Carlotta's map point in a straight line. Every filing, from small claims to probate, goes through the Clerk's Office on the 421 I Street side of the building.
The counter keeps 9:00 a.m. to 2:00 p.m., and the drop box takes papers from 8:00 a.m. to 4:00 p.m. The court's Online Services page says e-filing isn't available in Humboldt County, so a Carlotta filing goes over the counter, into the drop box, by mail or through a fax filing agency. Online case access and daily calendars are on the court's website, which saves a trip when you only need to check a hearing date.
If you'd rather not make the drive, our Humboldt County court filing service can take the papers to I Street and serve the same case on one request.
Sending papers for a Carlotta address
- Upload the papers on the Service Request, up to 5 PDFs, including the Notice of Inclusion for a civil case.
- Name each person exactly as the papers do, with a description or photo if you have one.
- Describe the location: road, cross road, gate, which building on the parcel, and any workplace.
- Give the deadline, whether it's the 60-day mark, a notice period or a hearing date.
- Choose Rush or Standard. For Carlotta, call 855-582-5776 first if you're thinking about Rush.
If the person has left the area, skip tracing can look for a current address before anyone drives out Route 36. Our guide on who can serve papers in California covers who may serve, and the proof of service guide shows what you get back. From January 1, 2027, three good-faith attempts at personal delivery on 3 different days at 3 different times show reasonable diligence before papers are left with another adult; the AB 747 guide explains the change.
