Need a process server in Windsor? Valpro Attorney Services delivers summonses, complaints, subpoenas, eviction papers, restraining orders and small claims to people and companies at Windsor addresses. Windsor sits on Highway 101 between Santa Rosa and Healdsburg, in northern Sonoma County, and it is incorporated as a town rather than a city.
We run Windsor jobs from our Sacramento office, about 71 miles away in a straight line. There's no Windsor branch. Papers come in online, and you can get every update by email.
Every Windsor filing goes to one Santa Rosa building
Windsor has no courthouse. For nearly everything a law office files, Sonoma County Superior Court uses the Civil and Family Law Courthouse at 3055 Cleveland Avenue, Santa Rosa, roughly 6.6 miles south of central Windsor. We measured that from the town's Census center point to the coordinates on the court's location page.
| Windsor matter | Clerk inside 3055 Cleveland Avenue | Phone |
|---|---|---|
| Civil, limited or unlimited | Civil Clerk's Office | (707) 521-6610 |
| Unlawful detainer | Civil Clerk's Office | (707) 521-6610 |
| Small claims | Civil Clerk's Office | (707) 521-6610 |
| Divorce, custody, support, DVROs | Family Law Clerk's Office | (707) 521-6630 |
| Estates, trusts, conservatorships | Probate Clerk's Office | (707) 521-6650 |
The clerk's offices are open 8:00 a.m. to 3:30 p.m., Monday through Friday. The building stays open until 5:00 p.m. The civil and family law division pages list phone hours of 8 a.m. to noon, while the courthouse location page shows clerk phone service until 3:30 p.m., so call in the morning to be safe.
Coming from Windsor, the court's own directions are simple. Drive south on Highway 101, take the Guerneville Road/Steele Lane exit, and turn right toward Coddingtown Mall. Cleveland Avenue is the first cross street. The entrance is at the west end of the building, facing the parking lot.

Ex parte review days for Windsor civil cases
Civil ex parte applications in Sonoma County aren't argued in court. The assigned judge reviews them in chambers on a set day of the week, and the papers have to be in by 10:30 a.m. that morning. Attorneys use eFile, and self-represented parties bring the papers to the Civil Clerk's Office.
| Day | Courtroom reviewing ex partes |
|---|---|
| Monday | Courtroom 19 |
| Tuesday | Courtroom 17 |
| Wednesday | Courtroom 16 |
| Thursday | Courtroom 18 |
A few rules from the court's civil page shape the timing:
- The $60 ex parte fee and any first appearance fee go in with the application.
- No courtesy copies of ex parte papers are accepted by email or fax at any court building.
- Orders come back after 2:30 p.m. the same day, by eFile, email or fax.
- Serving the order is your job. The court says the applicant must serve a copy of the ruling on all parties.
Eviction emergencies run on a faster clock. Unlawful detainer ex parte papers are due by 8:30 a.m. on any weekday, and anything later waits for the next court day. When a Windsor order comes back at 2:30 and the other side has to have it, upload the signed order, add the hearing date, and choose Rush.
When a Windsor deadline is less than a day away
Represented parties in Sonoma County must e-file in civil, probate and family law matters under Local Rules 17.22 and following. Self-represented parties are exempt. An e-filing that arrives by 11:59 p.m. is timely for that day, unless same-day service of the document is required, in which case the cutoff is 5:00 p.m.
The e-filing page also tells filers what to do when the clock is short:
- Put the hearing date in the filing description. The court's example reads "HRG 4/2/21 DEPT 22."
- Call if the hearing is within 24 hours. The e-filing line is 707-521-1050, staffed from 8:00 a.m. to 4:00 p.m., or email efilingsupport@sonomacourt.org.
- Have the envelope number ready, so staff can find the submission.
When we file a Windsor case for you, we watch for the accepted copy, because the court prints the hearing date on the returned document. Our Sonoma County court filings page lists what we need from you, and our e-filing post covers how e-filing works across California.
Suing or serving the Town of Windsor
Windsor runs its own government, so a lawsuit can name the Town itself. Code of Civil Procedure section 416.50 says a summons is served on a public entity by delivering it, with the complaint, to the clerk, secretary, president, presiding officer or other head of its governing body. Handing papers to a front-counter employee doesn't do that.
Town Hall is at 9291 Old Redwood Highway, Windsor, CA 95492. The town's website lists its hours as Monday to Thursday, 7 a.m. to 6 p.m. Plan a Town service for one of those days.
Two more points before you send a Town of Windsor job:
- A claim usually comes first. Under Government Code section 945.4, most suits for money or damages against a public entity can't be filed until a written government claim has been presented and acted on or rejected. Your attorney decides whether that applies.
- Employees sued personally are served like anyone else, at home or at work.
This is general information, not legal advice. Our serving corporations page covers the entity rules that apply to private companies.
Papers to serve in Windsor?
Two ZIP Code areas, and plenty of land outside town
The Census matches two ZIP Code areas to Windsor: 95492 and 95448. They are very different shapes:
- 95492 covers about 19.8 square miles of land. Windsor takes up about a third of it. A sliver, about 1%, is in Larkfield-Wikiup, an unincorporated community. The other two-thirds lies outside any city or Census-designated place.
- 95448 is the big Healdsburg area, about 185 square miles of land. Healdsburg city covers about 2% of it and Windsor a fraction of 1%. Roughly 97% is outside any named place.
Looked at from the town's side, about 88% of Windsor's land is in 95492 and about 6% is in 95448. These figures come from the Census Bureau's 2020 ZCTA to place relationship file, and ZIP Code areas only approximate postal ZIP Codes.
What it means for service: a "Windsor" or "Healdsburg" mailing address can belong to a ranch, a vineyard house or a home on a private lane well outside town limits. The court is the same either way, since all of it is Sonoma County.
Rural Windsor addresses
Past the edge of the town grid, addresses spread out. A parcel may have a gate at the road and a house a long way up the drive, or several homes may share one private road with numbers posted at the mailboxes only. Remote areas are subject to different timelines, so the details you give us decide how quickly a first attempt can happen.
For a rural Windsor Service Request, include:
- Directions from the nearest named road, such as the turnoff and how far to drive.
- Gate codes, or who to call for access.
- A description of the house, or a photo if you have one.
- Animals or hazards the server should know about.
- A second location, like a workplace in Santa Rosa or Healdsburg.
To the west, the Russian River communities of Forestville and Rio Nido are 6 to 9 miles out, with narrower roads and seasonal homes.
Windsor commuters and the SMART train
Windsor has a station on SMART, the Sonoma–Marin commuter rail line. SMART lists the Windsor station at 464 Emily Rose Circle, with its parking lot at 8900 Windsor Road. Sonoma County Transit routes 60, 62 and 66 connect at the station.
The next stop south is the Sonoma County Airport station, at 1130 Airport Boulevard. SMART also points riders to a free Caltrans park-and-ride lot at 847 Airport Blvd. in Windsor, 0.4 miles from that station.
For service, a train commuter can be away from home for most of the working day. Tell us what you know: the train they take, an employer, a car and plate, the hours they're usually home. An early-evening or weekend attempt at the house often fits a commuter better than a midday knock.
Serving a Windsor business
For a corporation or LLC, the person to serve is usually its agent for service of process. Look the company up on the California Secretary of State's bizfile Online and send us the agent's name and address. A shift manager at a Windsor store or restaurant generally isn't authorized to accept for the company.
Many companies with Windsor locations name a commercial agent elsewhere in California, such as CSC or CT Corporation. We serve the agent wherever bizfile says it is.
Copies from a Windsor case file
The court's civil page says it doesn't provide case information over the internet. Research is done on public terminals at the Civil and Family Law Courthouse. The civil page lists copy fees of $0.50 a page, $40 to certify a document, and $50 plus copy charges for an exemplified copy. Copies by mail carry a $2.25 minimum for postage and handling. Our document retrieval service can pull and copy the file for you.
