Guerneville is a river community without a city hall or a courthouse, about 81 miles west of our Sacramento office in a straight line. Every civil and family case from Guerneville goes to one building in Santa Rosa. What sets Guerneville apart for a process server is the river: the Russian River runs past town, and when it rises, the roads in and out can close.
The sections below cover the ZIP Codes, the flood stages that matter, the Sonoma court rules that shape eviction and restraining order cases, and what the sheriff asks for if you'd rather use the county.
Two ZIP Codes and a lot of countryside
The 2020 Census counted 4,552 people in the Guerneville Census-designated place, spread over about 9.7 square miles of land. The Census Bureau's 2020 ZCTA to place relationship file shows the CDP split between two ZIP Code areas:
| ZIP Code area | Land area | How it relates to Guerneville |
|---|---|---|
| 95446 | about 31.1 sq mi | About 63% of the CDP's land is here, but the CDP fills only about 20% of this ZIP Code area. The other 80%, roughly 25 square miles, is outside any Census place. |
| 95471 | about 3.6 sq mi | About 37% of the CDP's land. Almost all of this ZIP Code area, 99.8%, is inside the CDP. |
Tiny slivers of the CDP also reach into two neighboring ZIP Code areas. The practical point is the 95446 countryside. A "Guerneville, CA 95446" address can be a house near the center of town or a parcel on a canyon road miles out, and the court doesn't change but the trip does. Remote areas are subject to different timelines.
When the Russian River rises
The National Weather Service keeps a river gauge at Guerneville and publishes what happens at each stage. Its flood categories for the gauge are:
| Stage at the Guerneville gauge | NWS category | Effects the NWS lists near Guerneville |
|---|---|---|
| 29 ft | Action stage | No specific impacts listed |
| 32 ft | Flood stage, minor | Lower Mill Street floods |
| 32.5 ft | Highway 116 at Neeley Road closed; Mays Canyon Road by the old rodeo grounds closed | |
| 33 ft | Highway 116 at Drake Road closed | |
| 34 ft | Flooding begins at Riverside Park and several riverside resorts | |
| 35 ft | Moderate | Residences and businesses in the lowest sections of river towns flood |
| 36 ft | Fern Road at Highway 116 floods | |
| 37 ft | River Road east of Guerneville, Mill Street and 5th Street flood | |
| 39 ft | Highway 116 closed west of Duncans Mills; in Rio Nido, Canyon 7 Road floods | |
| 40 ft | Major | Travel on River Road becomes very difficult |
| 44 ft | Highway 116 west of town closed |
The record at the gauge is 49.5 feet, set on February 18, 1986. When we checked on October 29, 2026, the gauge read about 4.4 feet, with no flooding.
What this means for a Service Request: if a deadline falls during a storm, check the river forecast before counting on an attempt. A home on a closed road may be unreachable for a day or more, and the person may be staying somewhere else. A second address, a work address outside the flood area or a phone number for a relative gives the server another place to go. We make no guarantees for service.
One courthouse in Santa Rosa
The Sonoma County Superior Court keeps its civil, family and probate clerks in the Civil and Family Law Courthouse at 3055 Cleveland Avenue, Santa Rosa, about 14.5 miles east of Guerneville's Census center point in a straight line. The court lists clerk's office hours of 8:00 a.m. to 3:30 p.m. and business hours of 8:00 a.m. to 5:00 p.m., Monday through Friday. The entrance is at the west end of the building, facing the parking lot.
Attorneys and represented parties must e-file civil, probate and family cases there. For walk-in filers, Local Rule 17.11 limits what the counter takes. Initial papers such as complaints and petitions are limited to one per customer, except small claims claims and eviction complaints. The counter also accepts answers and responses, calendaring documents, requests for entry of default, proofs of service of summons in eviction cases, and proofs of service tied to a hearing within 30 days. Our Sonoma County court filing page explains how a Santa Rosa filing and a Guerneville service can go on one request.
Evictions under Sonoma's local rules
A Guerneville landlord files the unlawful detainer in Santa Rosa. After personal service of the summons and complaint, the tenant has 10 court days to answer; the state self-help site lists longer periods when papers were left with someone else and mailed, or posted. From there, Local Rule 2.2 sets several Sonoma-specific steps:
- Trial setting. The clerk assigns eviction cases directly for trial once a party files a request to set trial, without counsel appearing.
- Jury demands. A party can demand a jury at least five calendar days before trial, and jury fees must be deposited by then or the jury is waived.
- The 90-day default rule. Defaults and default judgments must be presented within 90 calendar days of the complaint. Without a default judgment or an extension by day 90, the court dismisses the case on its own motion, without prejudice.
- Doe defendants. Unnamed defendants must be dismissed before final judgment.
- Default attorney fees. The rule sets $600 as the default amount in a default eviction, unless a declaration supports more.
Local Rule 1.9 adds that every eviction matter, including law and motion, is presumed to require an in-person appearance. A slow first service eats into that 90-day window, so send every adult occupant's name and any second address with the papers.
Papers to serve in Guerneville?
Restraining orders and family hearings
Under the same Rule 1.9, an ex parte request for a temporary restraining order in a civil harassment, elder abuse, workplace violence or school site violence case is decided on the papers without a hearing. The hearing that follows is presumed to be in person. Before that hearing, the restrained person has to receive the order, the petition and the notice of hearing, and the server files a proof of personal service. A photo, the person's car, and the hours they're usually at home or at work make the difference on a first attempt.
Family law and probate are more flexible. For non-evidentiary hearings in those departments, Rule 1.9 lets parties appear remotely without filing a notice of remote appearance, as long as they tell everyone entitled to notice before the hearing starts. For a Guerneville divorce, the respondent still has to be served with the petition and summons wherever they live.
Small claims from Guerneville
A Guerneville small claims case is filed with the Civil Clerk's Office at the Cleveland Avenue courthouse, and Rule 17.11 exempts small claims claims from the counter's one-per-customer limit on new cases. Under CCP § 116.340, the claim must be served at least 15 days before the hearing if the defendant lives in Sonoma County, or at least 20 days before if they live in another county. The proof of service is due at the court at least 5 days before the hearing. With a hearing date already set, a storm week can make those deadlines tight, so send the claim as soon as it's filed. The person suing can't serve it, but any other adult can.
Using the Sonoma County Sheriff
The Sheriff's Civil Bureau serves civil process countywide. Its page lists phone and email help at 707-565-2751 and Sheriff-Civil@sonomacounty.gov, Monday through Friday from 8:00 a.m. to 5:00 p.m., and a document window open 8:00 a.m. to 4:30 p.m. A few points from its rules:
- Every request needs a signed letter of instruction, now the Judicial Council's SER-001 (and SER-001A where it applies). Earnings withholding orders are the exception.
- Card payments are taken in person only, with a valid ID, and carry a 2.95% fee.
- Money collected on a levy is held at least 21 days before it's paid out, and a $15 processing fee applies to each disbursement.
- A writ of execution must be levied within 180 days of issue, and an earnings withholding request needs the employer's name and address. Once served, that withholding stays in effect until the judgment is paid, the debtor leaves that job, or a higher-priority withholding, such as one for child support, takes over.
Any adult who isn't a party can serve most civil papers, so a private process server is the usual alternative for a summons, a subpoena or a restraining order. See who can serve papers in California.
After a judgment against a Guerneville debtor
Collection often starts with a court order for examination of the judgment debtor. Under CCP § 708.110(d), it must be personally served at least 10 days before the exam, and service creates a one-year lien on the debtor's personal property. If the debtor can't be found at the Guerneville address, skip tracing can look for a current home or job before the next attempt. A bank levy reaches only the money in the account at the branch served, so the creditor needs the bank's name and branch address.
The 2027 service rules
From January 1, 2027, three good-faith attempts at personal delivery, on three different days and at three different times, show reasonable diligence before papers are left with another adult at a home or business (CCP § 415.20(b)(2), as amended by AB 747). After a flood closure, those attempts may need to be spread out. The county clerk's register of process servers becomes public under Business and Professions Code § 22355. Our AB 747 guide and proof of service guide explain the details.
