Santa Rosa is the largest city in Sonoma County and its county seat, so most Sonoma lawsuits pass through the courthouses on its north side. Valpro Attorney Services handles service of process and court filing for Santa Rosa matters from our office in Sacramento. We don't have a Sonoma County office. Your request is managed from Sacramento from the first attempt to the returned proof.
To start, open a Service Request, attach the papers as PDFs (up to 5) and tell us who to serve. You can also email Service@ValproAttorneyServices.com or call 855-582-5776, Monday through Friday, 8:30 a.m.–5 p.m.
Which Santa Rosa courthouse takes civil, family and probate filings?
The Civil and Family Law Courthouse at 3055 Cleveland Avenue holds the clerk's offices for civil, family law and probate cases in Sonoma County. Its clerk's offices list hours of 8 a.m. to 3:30 p.m., Monday through Friday, and the building is open until 5 p.m. Criminal and traffic work sits across town at the Hall of Justice.
| Building | Address | What the court lists there |
|---|---|---|
| Civil and Family Law Courthouse | 3055 Cleveland Avenue, Santa Rosa 95403 | Civil, Family Law and Probate Clerk's Offices, Courtrooms 18–23, Civil Self-Help Center, Family Law Facilitator |
| Empire College Annex | 3035 Cleveland Avenue, Santa Rosa 95403 | Courtrooms 16–17, in person 8 a.m.–5 p.m. |
| Hall of Justice | 625 Administration Drive, Santa Rosa 95403 | Criminal, Traffic, Juvenile Dependency, Mental Health, Records |
The court's directions put the Civil and Family Law Courthouse off Highway 101 at the Guerneville Road/Steele Lane exit, near Coddingtown Mall. The entrance faces the parking lot at the western end of the building. Hearings on trusts, estates and most conservatorships usually happen in Courtroom 23 there. Self-represented probate filers use the Probate Window across from Courtroom 18.
All three buildings are inside Santa Rosa, about 2 miles or less from the city's Census center point. Sources: the court's location and division pages at sonoma.courts.ca.gov, checked October 2026.
What is the Empire College Annex used for?
The Empire College Annex is a courtroom building, not a filing counter. Its page lists Courtrooms 16 and 17 and no clerk's office. Both courtrooms appear on the Civil Division's ex parte review schedule, so civil matters are heard there while the paperwork goes next door.
That matters when you send a runner. A complaint, an answer or a proof of service for a civil case belongs at the Civil Clerk's Office at 3055 Cleveland Avenue. If a filing is time-sensitive, e-filing is often the faster route, and for attorneys it is required.
Is e-filing mandatory at Sonoma County Superior Court?
Yes, for anyone with a lawyer. Under Sonoma Local Rules 17.22 and following, represented parties have had to e-file in all civil, probate and family law matters since January 1, 2023. The court's page quotes its own rule: self-represented parties are exempt. Since January 1, 2026, attorneys must also e-file in criminal and juvenile matters, with the exceptions in Local Rule 17.23.
A few details from the court's e-filing page change how you plan a deadline:
- Timing. E-filings received by 11:59 p.m. on the due date count as timely. If same-day service is required, the filing is due by 5 p.m.
- Hearing dates. The court prints the hearing date on the copy it returns after accepting the document.
- Endorsed copies. Accepted documents come back to the filer through the electronic filing service provider.
- Urgent filings. For anything due within 24 hours, the court asks filers to put the hearing date in the filing description.
Unlawful detainer cases can be e-filed, and attorneys submit unlawful detainer ex parte papers through eFile as well. Our Sonoma County court filing page covers the filing side, and the general court filings page explains what to send us.
Serving papers at Santa Rosa addresses
Santa Rosa had 178,127 residents in the 2020 Census and an estimated 179,437 on July 1, 2025 (Census Vintage 2025). The city spans 6 Census ZIP Code areas: 95401, 95403, 95404, 95405, 95407 and 95409. Those ZIP Code areas follow postal patterns, not city limits, so a "Santa Rosa" address can sit in unincorporated county land.
The Letter of Instruction is where you give the server the details that save trips:
- The exact unit. Apartment and condo complexes need a building letter and a unit number. A parking space number helps too.
- A second address. A workplace, a relative's home or a business address gives the server another place to try.
- Timing. Shift work, school pickup or the hours a business owner is usually on site.
- Access. Gate codes, a call box name, a dog in the yard or a side entrance.
- A description or photo. It keeps the server from handing papers to the wrong adult in a shared house.
West of the city, Sonoma County turns rural quickly. Addresses toward Sebastopol, Graton and the hills can mean long private drives and no street numbers at the road. Our turnaround terms say it plainly: remote areas are subject to different timelines. Cross streets, a map pin or directions from the nearest main road help.
Papers to serve in Santa Rosa?
Who can serve a summons, and what counts as substituted service?
Any adult who is at least 18 and not a party to the case may serve a California summons (CCP § 414.10). The person suing can't hand the papers over personally, which is why small claims plaintiffs and landlords hire a server or ask a friend.
When the person to be served can't be found after reasonable diligence, substituted service is an option under CCP § 415.20. The papers are left with a competent adult at the home or with the person in charge at the office, and a copy is mailed. Service is complete on the 10th day after mailing.
From January 1, 2027, AB 747 sets a floor for that diligence. Diligence is shown by attempts on at least 3 occasions, on 3 different days at 3 different times (CCP § 415.20(b)(2)). Proofs of service will also need photos stamped with the date, time and GPS location (CCP § 417.10(a)(1)). Our guide to the 2027 service rules has the details. This is general information, not legal advice.
Small claims and eviction help in Santa Rosa
The court's Civil Self-Help Center at the Civil and Family Law Courthouse gives small claims help by appointment. Walk-in help, Monday through Thursday from 8:30 a.m. to noon, covers tenant answers to residential evictions, debt collection answers and civil harassment or elder abuse restraining orders. Visitors must take a ticket from the kiosk before 11 a.m.
The center's page also says what it won't do, and one item is serving your legal documents for you. Once your claim or eviction papers are filed, send them to us and we arrange service on the other side. We make no guarantees for service. The court's small claims FAQ also explains how to submit exhibits before a Zoom hearing.
How do you serve a business in Santa Rosa?
Santa Rosa businesses range from downtown storefronts to offices near the county center. A company with a Santa Rosa sign on the door may still list its agent for service of process somewhere else. Check the Secretary of State's bizfile Online search before you send the request.
California corporations must name an agent in their statement of information (Corporations Code § 1502(b)), and LLCs must keep one on file under Corporations Code § 17701.13. Give us the agent's name and the address from bizfile. If the agent is an individual at a Santa Rosa office, we serve that person there. Our guide to serving corporations covers officers who can accept and companies formed out of state.
When a Santa Rosa address turns out to be stale
Old leases, intake forms and prior court files often list an address the person left years ago. If the server learns the defendant has moved, ask about skip tracing and investigations. We research a current address and send it to you, and with your approval the papers go back out.
Our blog post on how to find a defendant in California explains what information helps that search.
Records and copies from the Santa Rosa courthouse
The court's Civil Division page says it does not provide civil case information over the internet. It points researchers to public access terminals at the Civil and Family Law Courthouse. The same page says up to 10 copies are made while you wait, and larger copy requests are ready 2 to 5 days later.
If you need a filed complaint, a judgment or a full case file, our document retrieval service can pull it. Name the case number and the documents in the Service Request.
