Looking for a Cotati process server? Valpro Attorney Services serves divorce petitions, restraining orders, lawsuits, subpoenas, eviction papers and small claims on people and businesses in Cotati. The city sits on Highway 101 in southern Sonoma County, with Rohnert Park on its north side and Penngrove to the southeast.
Cotati is small. The 2020 Census counted 7,584 residents, and the Census Bureau's July 1, 2025 estimate is 7,347. We handle Cotati work from our Sacramento office, about 68.6 miles away, and we don't have a Sonoma County branch. Each request gets a confirmation email, and every update comes in that thread.
Where Cotati papers are filed
There's no courthouse in Cotati. Its cases are filed in Santa Rosa, at the Civil and Family Law Courthouse, 3055 Cleveland Avenue. That's about 9.8 miles north of central Cotati in a straight line, measured from the city's Census center point to the courthouse coordinates the court publishes.
Each kind of Cotati paper has its own counter inside that building:
- Family law, including divorce, custody, support, adoptions and domestic violence restraining orders: the Family Law Clerk's Office, (707) 521-6630.
- Probate, including estates, trusts, guardianships and conservatorships: the Probate Clerk's Office, (707) 521-6650. Self-represented filers use the Probate Window across from Courtroom 18.
- Civil, eviction and small claims: the Civil Clerk's Office, (707) 521-6610.
All three keep counter hours of 8:00 a.m. to 3:30 p.m. on weekdays. The civil and family law division pages list phone hours ending at noon, though the courthouse location page shows some clerk phone lines until 3:30 p.m., so a morning call is the safer bet.
Attorneys rarely make the drive. Sonoma County Local Rules 17.22 and following require represented parties to e-file civil, probate and family law papers. Self-represented parties can still file at the counter. We do either, and send back the endorsed copies. See our Sonoma County court filing page for the details.
Domestic violence restraining orders from Cotati
A Cotati DVRO is a family law filing. It goes to the Family Law Clerk's Office at 3055 Cleveland Avenue, or through e-filing. The Family Law Division publishes a daily review schedule:
| Request | When a judge reviews it | Rule cited by the court |
|---|---|---|
| Domestic violence restraining order | Weekdays at 8:30 a.m. | Local Rule 9.11 |
| Other family law ex parte | Weekdays at 10:00 a.m. | Local Rule 9.12E |
The court posts the outcome on its Ex Parte Results page. Once a judge signs a temporary order and sets a hearing, the restrained person has to be served before that date.
That's the part we handle. Send us the full packet: the request, the temporary order, the notice of hearing and the blank response forms. Add what helps the server pick out the right person, such as a photo, a car and plate, a work address and usual hours. Our guide to who can serve papers in California explains why the protected person can't serve them, and the proof of service guide covers what gets filed afterward.
Other protective orders for Cotati residents
Not every restraining order is family law. A civil harassment restraining order is a civil case, filed with the Civil Clerk's Office. The court's Civil Self-Help Center at the same courthouse helps with civil harassment and elder abuse requests on a walk-in basis. Its page also lists Legal Aid of Sonoma County, 144 South E Street, Santa Rosa, for free help with elder abuse orders, and with civil harassment orders for low-income clients.
Gun violence restraining orders have their own forms packet. The Civil Division page links to it and to Guide & File, an online interview that fills in the forms. The finished petition can be printed and filed or sent through e-filing.
Whichever order it is, the server's job is the same: personal delivery to the restrained person before the hearing, then a proof of service for you to file.
Cotati divorce and custody cases
The Family Law Division lists the matters it handles: divorce, legal separation, nullity, parental rights, child support, custody and visitation, family support, adoptions and DVROs. A Cotati petition is filed at the Family Law Clerk's Office, and the respondent then has to be served with the petition and summons.
Two notes from the division's page affect planning in late 2026:
- No volunteer settlement conferences. The family law volunteer settlement conference program was suspended effective July 1, 2026, for the rest of the year, because of limited volunteer availability.
- Phone help is mornings only. The Family Law Clerk's phone hours are 8:00 a.m. to noon.
For a Cotati respondent, tell us where they live and work, and whether they share a home with someone who might answer the door. If the spouse has moved to another county, we can serve them there too.
Papers to serve in Cotati?
Probate papers for a Cotati estate
Estates, trusts and conservatorships from Cotati are heard in Santa Rosa. The court says hearings on trusts, decedents' estates and most conservatorships usually take place in Courtroom 23 at 3055 Cleveland Avenue. Its probate page sets out a calendar that's worth working backward from:
- Probate notes, the examiner's list of problems to fix, are generally available three weeks before the hearing on the court's online portal.
- Section 850 trust petitions get notes 45 days before the hearing, so notice defects can be cured in time.
- Tentative rulings are on (707) 521-6607 after 2:00 p.m. the day before the hearing, or after 11:00 a.m. in guardianship cases.
For emergency ex parte orders in an estate, trust or conservatorship, attorneys must e-file, and the application is due before 10:00 a.m. A non-emergency "Drop-Off Ex Parte" comes back within five court days.
When heirs, beneficiaries or a proposed conservatee need to be served, list each one on the Service Request with the petition and the hearing date.
Small claims from Cotati
A Cotati small claims case is filed with the Civil Clerk's Office in Santa Rosa. The court's small claims page sets the limit at $12,500, or $6,250 for a business, and attorneys can't represent either side except on appeal.
Free advice comes from the Civil Self-Help Center, which handles small claims by appointment only. Leave a voicemail at 707-521-6534 or email selfhelp@sonomacourt.org, and expect a reply within about 72 hours. The court's checklist for anyone thinking about suing includes a question worth asking early: can the defendant be served properly before trial?
That's where we come in. Once the claim is file-stamped, send it with the trial date and the defendant's Cotati address, and we'll arrange service by someone who isn't a party.
One ZIP Code, mostly outside the city
The Census matches a single ZIP Code area, 94931, to Cotati. Nearly all of the city, about 99.7% of its land, is inside it. The ZIP Code area is a good deal bigger than the city, though, at about 7.7 square miles of land:
| Part of 94931 | Share of the land |
|---|---|
| Cotati city | About 24% |
| Penngrove, an unincorporated community | About 1% |
| Outside any city or Census-designated place | About 75% |
| Rohnert Park | Under 0.1% |
These figures come from the Census Bureau's 2020 ZCTA to place relationship file. ZIP Code areas only approximate postal ZIP Codes.
In practice, a "Cotati, CA 94931" address can be a house in town or a rural parcel on the county roads around it. Remote areas are subject to different timelines. On a rural request, add directions from the nearest main road, any gate code, and a photo of the house.
Rentals near the campus
Cotati borders Rohnert Park, home of Sonoma State University. Rental housing near a campus often means several unrelated adults at one address. For a Cotati tenant or housemate, the server needs more than a name:
- The unit, plus the building letter in a complex.
- A description or photo, so the right roommate gets the papers.
- Hours the person keeps, such as a class or shift schedule.
- Another address, like a workplace or a parent's home.
For a lawsuit against the university itself, see the CSU service rules on our Rohnert Park page.
Getting to Cotati
SMART, the Sonoma–Marin commuter train, has a Cotati station at 980 East Cotati Avenue, next to Sonoma County Transit's intermodal transit facility. A Cotati resident who commutes by rail may be gone for long stretches of the day, so share any work address or schedule you have.
Serving a Cotati business
To serve a corporation or LLC, find its agent for service of process on the Secretary of State's bizfile Online and give us that name and address. In a small town, the agent is often the owner at a home address, sometimes outside Cotati altogether. We serve wherever the record points. Our guide to serving corporations explains the other methods.
Cotati papers, start to finish

- Name who gets served, spelled as in the caption.
- Give every address you have, with unit numbers or rural directions.
- Pick Rush or Standard, and tell us whether we're filing in Santa Rosa too.
Questions go to 855-582-5776 or Service@ValproAttorneyServices.com. Starting January 1, 2027, AB 747 adds requirements for substituted service and proofs, which our AB 747 guide explains. We make no guarantees for service. If the person has moved, skip tracing can look for a current address, and our post on finding a defendant in California lists what to gather first.
