Two things set Twentynine Palms apart from other desert cities. Its main ZIP Code area stretches across well over a thousand square miles, most of it outside city limits. And a large Marine Corps installation lies to the north, where civilian process servers can't simply drive in and knock. Both shape how a request should be written.

Twentynine Palms requests are handled from Sacramento, about 432 miles away, and each is assigned to a server who makes the attempts in the Morongo Basin.

The Combat Center and service of process

The U.S. Geological Survey's place-name database lists the Marine Corps Air Ground Combat Center Twentynine Palms as a military feature in San Bernardino County, with its reference point about 20 miles north of the city's Census center point. The federal rule covers service on members, civilian employees, dependents and contractors who live or are located on an installation, so it matters whenever the person you need is found there rather than at a home in town.

Federal rules decide what happens on base. Under 32 CFR § 720.20, which governs Navy and Marine Corps commands:

  • Consent comes first. Service will not be made within the command without the commanding officer's consent.
  • Supervision is possible. Where practical, the commanding officer requires that process be served in the presence of the commanding officer or a designated officer.
  • In-state papers are ordinarily allowed. For process from a court in the state where the installation sits, the command ordinarily should not prevent service, as long as it follows reasonable command regulations. The regulation suggests a designated spot, such as the command legal office, where the server and the person can meet privately.
  • The command doesn't serve papers itself. The regulation says the commanding officer is not required to act as a process server.
  • Papers from another state are different. When the process comes from a court outside the state where the installation sits, the regulation says the person named isn't required to accept it. The server reports to a designated location, the person is told about the papers, and they may accept or refuse.

That last point matters for out-of-state family and debt cases. A judgment creditor in Nevada or Arizona chasing a Marine stationed here may find on-base service is simply refused. Domesticating the case in California, or serving at an off-base home, are questions for counsel.

For a California case, that means base service is possible but slow and depends on the command. An off-base address is almost always quicker. If the person lives in town and works on base, the home address and the hours they're off duty are the details we need. If they live on base, tell us so, along with the unit if you know it, and we'll tell you what the attempt will involve before we start.

Defaults against service members

Serving a Marine is only half the issue. The Servicemembers Civil Relief Act protects people in military service from default judgments they couldn't answer. Under 50 U.S.C. § 3931, the court, before entering judgment for a plaintiff when the defendant hasn't appeared, must require an affidavit stating whether the defendant is in military service. If the defendant is serving, no judgment can be entered until the court appoints an attorney to represent them. If the court can't tell from the affidavits, it may require the plaintiff to post a bond.

That doesn't change how papers are served, but it changes what happens after. Note on your Service Request if you know or suspect the defendant is on active duty, so the attempt notes capture anything the server learns. This is general information, not legal advice.

Which courthouse gets the case

The Joshua Tree District, 6527 White Feather Road, about 12.1 miles west of central Twentynine Palms, is the working courthouse for the city. The court's Where Can I File page lists Twentynine Palms among its communities for:

  • small claims and limited landlord-tenant cases;
  • family law, adoptions, emancipations and domestic violence orders;
  • civil harassment, elder abuse, gun violence and workplace violence petitions;
  • name changes; and
  • felony, misdemeanor and traffic cases.

The courthouse lists hours of 8:00 a.m. to 4:00 p.m., Monday through Friday. Call (760) 974-3047 for civil, family, landlord-tenant and small claims questions, or (760) 974-3048 for criminal and traffic.

General civil suits, limited and unlimited, are filed at the Civil Division of the San Bernardino District inside the San Bernardino Justice Center, 247 West Third Street, about 70 miles west. Unlimited landlord-tenant cases go there as well. Probate, guardianship and conservatorship petitions travel farther still, to the Fontana District, about 77 miles away. Child support is handled at the Historic Courthouse at 351 North Arrowhead Avenue in San Bernardino.

Two ZIP Code areas, very different sizes

Census records give Twentynine Palms two ZIP Code areas. Nearly all of the city's land, about 99%, lies in 92277. But 92277 is enormous, well over a thousand square miles in the Census Gazetteer, and in the 2020 ZCTA to place relationship file only about 3.6% of its land is inside the city. The rest is outside any city, town or named community.

The second area, 92278, is small: less than a square mile, all of it inside city limits.

So "Twentynine Palms, CA 92277" on an envelope can mean a street in town or a parcel far out in open desert. For the far parcels, remote areas are subject to different timelines. Help the server with an assessor's parcel number or map pin, the route in, and anything about gates, dogs or road surface.

Papers to serve in Twentynine Palms?

Small claims papers for a Twentynine Palms defendant

A small claims case against a Twentynine Palms resident is filed at Joshua Tree. The court's small claims page caps claims at $12,500 for an individual and $6,250 for a business. Personal service has to be finished at least 15 days before trial for a defendant living in San Bernardino County, and 20 days for one living outside it. Proofs of service should be on file 5 days before the hearing.

The clerk offers certified mail for $15 per defendant, but it counts only if the defendant signs for it. For someone who is away for training or works long shifts, personal delivery by a server is usually the safer choice. Give us the hours the defendant is most likely to be home.

Evictions in Twentynine Palms

Limited evictions from Twentynine Palms rentals are filed at Joshua Tree. The tenant then has 10 court days after personal service to file an answer, according to the California Courts Self-Help Guide. If the tenant has left for a deployment or a transfer, tell us. A vacant unit changes the plan, and an active-duty tenant raises the default affidavit question above.

When a tenant is home but won't come to the door, substituted service on another adult at the unit, followed by mailing, is one option. Starting January 1, 2027, three attempts on three different days at three different times of day show the reasonable diligence that substituted service relies on (CCP § 415.20(b)(2)). Our AB 747 guide explains what changes, and our proof of service guide covers what the server signs. We make no guarantees for service.

Divorce and custody when one parent serves

Family law for Twentynine Palms is filed at Joshua Tree. The court's family law page says the correct courthouse depends on where either spouse lives, and a paternity case depends on where the child lives. Before a divorce, one spouse needs 3 months of residence in the county and 6 months in California.

Military families move often. If the respondent has transferred to another installation in California, they can still be served there, subject to that command's rules. If they're out of state, service follows different rules, and we'll tell you what we can and can't do. Send every address and duty station you know, and the date of any hearing already set.

Addresses go stale quickly here

Census numbers show a population that moves. The 2020 Census counted 28,065 people in Twentynine Palms, and the Census Bureau's estimate for July 2025 is 25,939, a drop of about 7.6%. Whatever the reasons, an address that was good a year ago may belong to someone else now. Before a first attempt, check the date of your information. If it comes from an old lease, a past case or an expired order, consider a quick address search so the server isn't sent to a house the person left months ago.

Restraining orders for Twentynine Palms residents

Civil harassment, workplace violence, elder abuse and gun violence petitions are filed at Joshua Tree, and domestic violence requests go through the family law clerk there. Each sets a hearing date, and the restrained person has to be handed the papers before it. When that person is on the installation, the command's consent rules apply to the delivery just as they do to a summons. Send any off-base address, the hours the person is off duty, a photo and a vehicle description, and send the hearing date up front.

Hearings without the drive

The court's remote appearance page lists one Joshua Tree courtroom, M4, as hosting Zoom with audio and video. The judicial officer decides whether a remote appearance is allowed, and the courtroom expects notice before the hearing day. For civil cases heard in San Bernardino, about 70 miles from town, the Justice Center lists many more Zoom courtrooms, so ask the department in your case what it allows.

Suing the City of Twentynine Palms

A summons against a California public entity is delivered to its clerk, secretary, president, presiding officer or other head of its governing body (CCP § 416.50). For the city, that's usually the city clerk's office. Most damages claims against a city must first go through the government claim process, so confirm the timing with counsel before filing. Name the official in your instructions and the server will note who accepted.

Businesses and agents

A Twentynine Palms business with a corporation or LLC behind it is served through the agent for service of process listed on the Secretary of State's bizfile Online. Our serving corporations page explains the options, including service on an officer. If the person or business has moved on, skip tracing can find a newer address before the next attempt.

Twentynine Palms process server questions

Not listed here? Call 855-582-5776 during business hours, Mon–Fri 8:30 a.m.–5 p.m.

Can you serve someone who lives or works on the base?

Only with the command's permission. Federal regulations for Navy and Marine Corps commands, 32 CFR § 720.20, say service will not be made within the command without the commanding officer's consent, and the command may require it to happen in front of a designated officer. Give us an off-base home address, or a regular off-base stop, whenever you have one.

The defendant is a Marine. Can I still get a default judgment?

Possibly, but federal law adds a step. Under 50 U.S.C. § 3931, before entering a default judgment the court must require the plaintiff to file an affidavit stating whether the defendant is in military service. If the defendant is serving, the court can't enter judgment until it appoints an attorney for them. Talk to counsel before you count on a default.

Which courthouse hears a Twentynine Palms eviction?

The Joshua Tree District, 6527 White Feather Road, for limited cases claiming $35,000 or less. The court's Where Can I File page lists Twentynine Palms among the communities it serves. An unlimited landlord-tenant case goes to the San Bernardino Justice Center, about 70 miles west of the city.

My papers say 92277 but the address is far out in the desert. Is that still Twentynine Palms?

Probably not inside city limits. The Census Bureau's 2020 ZCTA to place file puts only about 3.6% of the 92277 land area inside the city. The courthouse doesn't change, because the court lists the Twentynine Palms area under Joshua Tree, but the server will need directions to find the parcel.

Where is a probate case for a Twentynine Palms estate filed?

At the Fontana District, 17780 Arrow Boulevard, Fontana, about 77 miles away in a straight line. The court's list for probate, guardianship and conservatorship at Fontana includes Twentynine Palms. Estates aren't heard at Joshua Tree.

Can you also file the papers at Joshua Tree?

Yes. One Service Request can cover a filing at the Joshua Tree counter and service at the Twentynine Palms address. Our office is at 1520 W El Camino Ave #125, Sacramento, CA 95833. Call 855-582-5776 or email Service@ValproAttorneyServices.com.
