Needles sits at the eastern edge of California. The city describes itself as being on the Colorado River just across the bridge from Arizona, minutes from Nevada. Valpro Attorney Services serves legal papers there and in the river and desert communities around it: summonses, small claims, family law petitions and orders, restraining orders, subpoenas and eviction papers. We also file Needles cases with San Bernardino County Superior Court.
Needles is about 462 miles from our Sacramento office in a straight line, and remote areas are subject to different timelines. Send a Service Request online with up to 5 PDFs or email Service@ValproAttorneyServices.com, and call 855-582-5776 if a hearing date is close.
The Needles District courthouse
The court is at 1111 Bailey Ave, Needles, CA 92363, about 1.6 miles from the city's Census center point. Phone (760) 269-4962, email Needles@sb-court.org. The building and clerk's office are open 8:00 a.m. to 4:00 p.m., Monday through Friday, except court holidays.
The location page has appointment links for family law filings, for small claims or landlord-tenant filings, and for traffic. If you plan to file at the counter yourself, booking first can save a wasted trip from out of town.
The court announced a full-time commissioner position for the Needles courthouse in October 2023. Its page says commissioners hear family law, limited probate filings, small claims, unlawful detainers, domestic violence, civil harassment and traffic matters.

The Needles District's service area
The court's Where Can I File page lists these areas for the Needles District:
- Needles
- Earp, Parker Dam and Big River
- Havasu Landing
- Vidal Junction and Essex
- Goffs
- Everything east of Kelbaker Road, and the unincorporated area of Nipton
That's a long stretch of desert along the river and east of Kelbaker Road. Most local matters from Havasu Landing or Earp are filed and heard in Needles, not in Barstow or Joshua Tree. The Joshua Tree District's own entry confirms it: small claims, limited landlord-tenant and infraction matters for Big River, Goffs and Havasu Landing go to Needles.

What Needles hears, and where everything else goes
The Needles page lists the matters filed and heard there:
- Family law, adoptions and freedom from custody, emancipation and name changes
- Small claims and limited landlord-tenant cases
- Restraining orders: domestic violence, civil harassment, elder or dependent adult abuse, workplace violence, gun violence and postsecondary school protective orders
- Petitions for the return of firearms, infractions and misdemeanor sentence modifications
- A short list of probate and guardianship petitions
Several case types travel a long way:
| Matter | Where it's filed | Straight-line distance from Needles |
|---|---|---|
| Limited and unlimited civil | San Bernardino Justice Center, 247 West Third St, San Bernardino | About 159 miles |
| Unlimited landlord-tenant | San Bernardino Justice Center | About 159 miles |
| Felony and misdemeanor | Victorville District, 14455 Civic Dr | About 155 miles |
| Probate and conservatorship beyond the short list | Victorville District | About 155 miles |
| Child support | Barstow District Child Support Division, 235 E. Mountain View St | About 136 miles |
| CARE Act proceedings | Fontana District, 17780 Arrow Blvd, for the whole county | About 166 miles |
So a contract suit against a Needles business is filed in San Bernardino, while a small claims case against the same business can stay in Needles. A landlord suing for possession and back rent within the limited range files locally; above it, the case goes west. Child support is the other long trip. The Barstow Child Support Division keeps 8:00 a.m. to 4:00 p.m. weekday clerk hours, and family law eFiling now takes a limited list of child support documents, which can spare a Needles parent the drive for some filings.

Hearing days at the Needles courthouse
The court posts a separate calendar for Needles eviction cases. Its calendaring guidelines for unlawful detainers set:
- Landlord-tenant hearings and trials: Fridays at 9:00 a.m.
- Short and long cause trials: Fridays at 1:30 p.m.
- Ex parte hearings: Monday through Friday at 8:30 a.m.
With trials stacked on Fridays, a landlord who wants a particular week needs the tenant served early enough for the answer period to run and the case to be set.
The court's appearance information sheet for Needles adds a few points. Interpreters are typically provided by remote technology, and advance notice is required under Local Rule 332. Night court isn't available. For civil and family law matters, including domestic violence, civil harassment, small claims and landlord-tenant cases, the sheet says to ask a clerk how appearances work. Felony and misdemeanor hearings other than sentence modifications are heard in Victorville, so a witness subpoena in a Needles-area criminal case usually points there.

Filing a Needles case from far away
Most people filing a Needles case aren't in Needles. San Bernardino County accepts eFiling through approved providers, 24 hours a day, in non-editable PDFs of up to 25 MB per document and 50 MB per upload. The rules vary by case type:
- General civil. Mandatory for attorneys since September 2, 2025. Self-represented parties may still file on paper or choose eFiling.
- Landlord-tenant. Voluntary since October 2, 2023, and writs of execution and possession can now be eFiled.
- Small claims. Voluntary since May 8, 2023, including writs of execution.
- Family law. Voluntary since February 26, 2024, and child support takes a limited set of documents.
- Appeals. Can't be eFiled.
Law firms see a "Bar Number" field in the provider's form, and the court asks firms to enter the firm's own case management ID there. We file on paper or electronically. See San Bernardino County court filing for how a filing reaches us.

Papers to serve in Needles?
Remote appearances for a Needles hearing
Remote appearance by phone or Zoom is offered courtroom by courtroom, as each judicial officer decides. The court's technology page lists Zoom and CourtCall setups by courthouse, and Needles wasn't one of the locations on that list when we checked. Call the Needles clerk before you plan a remote appearance there.
Where a courtroom does host them, the court's notice rules are specific:
- Short hearings with 3 or more court days' notice. File a Notice of Remote Appearance (RA-010) at least two court days before.
- Small claims trials and evidentiary hearings with 15 or more court days' notice. Give notice at least 10 court days before.
- Opposing a remote evidentiary hearing. File and serve form RA-015 at least five court days before a hearing set on 15 or more court days' notice, or by noon the court day before one set on shorter notice.
- Check-in. Join 15 minutes before the hearing time.

Small claims in Needles
The court's small claims page sets the limit at $12,500 for an individual and $6,250 for businesses and other entities, with sole proprietors treated as individuals. You can file as many claims as you want up to $2,500 each, but only two a year that ask for more.
The plaintiff's checklist on that page says to arrange service on each defendant, get the proof of service back to the court before the hearing, and meet the minimum notice days. With a defendant in Big River or out past Kelbaker Road, the calendar matters more than usual. Send us the filed claim as soon as the clerk sets the hearing date.
A business filing a claim acts through an employee, officer or director, and the court's page points to the Authorization to Appear form, SC-109. A collection agency can't sue in small claims on a debt assigned to it, and claims against a guarantor have their own caps: $8,125 for an individual suing a guarantor that charges for the guarantee, or $3,125 if it doesn't.

Eviction papers in Needles
A limited landlord-tenant case for a Needles rental is filed at the Needles District. The tenant's answer deadline turns on how the summons was delivered. If it was handed over in person, the tenant has 10 court days, skipping weekends and court holidays. If it was left with someone else or posted, the answer is due 10 calendar days plus 10 court days after the mailing. Posting falls under CCP § 415.45.
We serve the notice and the summons and complaint at the unit. Space numbers matter in mobile home and RV parks, so include them, along with the names of every adult you expect at the address.
Tenants facing trial can call the Tenant/Landlord Assistance Project hotline run by Inland Counties Legal Services, (888) 245-4257, which the court links from its civil page.

Copies from a San Bernardino County case
The court's case information and document sales page offers remote access to view documents in civil cases for $0.50 per page, through its Court Access Portal. Only documents that are legally public are available, and data for cases filed before 1998 may be limited. For older files, the page says to contact the court district that holds the case.
For Needles family law or older matters that aren't online, call or email the Needles clerk, or ask us for document retrieval.

The 92363 ZIP Code area
Census figures put the 92363 ZIP Code area at about 372 square miles of land. Only about 31 of those are inside Needles city limits, and the Census file shows no other incorporated city or Census-designated place in it. The rest is unincorporated desert and river land.
An address can read "Needles" and still be far from downtown. Give us the full street address or a description of the location, the nearest cross road, and anything that helps find the right door, like a space number, a gate or a landmark.
