The Sea Ranch is a planned coastal community at the northern end of Sonoma County's coastline. Its homeowners association describes it as 10 miles of former sheep ranch on the Northern California coast. The Census Bureau counts the area as Sea Ranch, a census-designated place with 1,169 residents in 2020 and about 16 square miles of land. Valpro Attorney Services serves summonses, complaints, subpoenas, family law papers, probate notices and eviction documents at Sea Ranch homes and on the people tied to Sea Ranch property, wherever they live.
Sea Ranch requests are handled from our Sacramento office, about 106 miles to the east in a straight line. It's a long trip to a remote coast, and we plan each request around it.
What The Sea Ranch is, legally
Three different labels attach to the same stretch of coast, and each one answers a different question:
- Sea Ranch CDP. The Census Bureau's statistical place, listed in Sonoma County. A census-designated place has no government of its own.
- County of Sonoma. The local government for the area. A claim about a county road, a permit or a county service is a claim against the County.
- The Sea Ranch Association. On its own site, the Association calls itself the homeowners association that stewards and maintains The Sea Ranch, with a headquarters for more than 80 staff. It's a private association, not a public entity. When the Association itself is sued, it's served like any other corporation, through the agent for service of process listed on the Secretary of State's bizfile Online.
The Association's address is 975 Annapolis Road, The Sea Ranch, CA 95497, and its mail goes to PO Box 16 at the same ZIP Code. Its office is open Tuesday through Saturday, 8:30 a.m. to noon and 12:45 to 5:00 p.m.
Two ZIP Code areas and a county line
The Census Bureau's 2020 ZCTA-to-place file shows a tidy fit with one exception:
- 95497 lies entirely inside the Sea Ranch CDP, and it holds about 94.5% of the community's land.
- 95450, a much larger ZIP Code area, holds the other 5.5%. Most of 95450, about 83%, is outside any named place, and it also takes in the Jenner and Timber Cove CDPs farther south.
Just north of The Sea Ranch is the Mendocino County line, and Gualala, about 4.7 miles away, is on the Mendocino side. A Gualala case belongs to the Mendocino County court, not Sonoma's. Before filing, confirm which county the property or the defendant's home is in; our Mendocino County page covers that side.
Private roads, passes and parking
The Sea Ranch has its own rules for getting around, and a server has to work within them. From the Association's own pages:
- Passes and IDs. The Association office issues passes and IDs that it says are required for road and facility use.
- Private roads. The Sea Ranch Rules call the community's roads private and set a 25 mph speed limit.
- Parking. Overnight parking is allowed only on the host's private driveway, not on the roads. The rules also bar parking on the roads in connection with a home office or work area, except temporary parking for utility service.
- Unidentified vehicles and visitors. Under the trespass policy, an unattended vehicle without proper identification gets a warning on the windshield and is photographed, and a person without proper identification is asked to leave.
- Security. The Association lists a Security line, 707-785-2701, separate from its main office number, 707-785-2444.
In practice, our server carries identification and the papers, stops only in the driveway of the address being served, and doesn't argue with Security. If the server is asked to leave, the attempt is recorded with the time and what happened, and the next attempt is planned differently. If your client has a lawful way to arrange access, such as an owner's guest arrangement for a property they own, tell us in the Letter of Instruction.
Vacation rentals and absent owners
The Association notes that rentals and property management at The Sea Ranch are handled by local and national agencies, not by the Association. That matters when the person named in the papers owns a Sea Ranch house but may not be in it:
- The occupant may be a guest. Whether a vacation house is the owner's usual home, and whether a renter there can receive papers for the owner, are questions for your attorney. Our server reports exactly who answered the door.
- The owner's main home may be in another county or another state. Send every address you have, and mark the one you think is most likely.
- A property manager doesn't become the owner's agent for service of process just by managing the house. Tell us if the owner has formally named one.
- Heirs and trustees. In a probate or trust matter, the people to be served may live far from the property. Send their addresses, not just the Sea Ranch address.
If the house is the person's full-time home, say so. It changes how we schedule the attempts.
Papers to serve in Sea Ranch?
Filing a Sea Ranch case in Santa Rosa
Every Sea Ranch civil, eviction, small claims, family law and probate case is filed at the Civil and Family Law Courthouse, 3055 Cleveland Avenue, Santa Rosa, about 43 miles from the Census Bureau's internal point for Sea Ranch. The courthouse sits off Russell Avenue near Coddingtown, with its entrance at the western end of the building facing the parking lot. The court's page lists clerk's office hours of 8:00 a.m. to 3:30 p.m. on weekdays, and the civil phone line, (707) 521-6610, answers from 8:00 a.m. to noon.
Represented parties must e-file in all civil, probate and family law matters under Local Rule 17.22, effective January 1, 2023. The e-filing page says a filing received by 11:59 p.m. is timely, unless same-day service of the document is required, in which case it's due by 5:00 p.m. Self-represented parties are exempt from mandatory e-filing.
Two research limits matter for a remote party. The court doesn't put case information online, so a docket check means using the public terminals at the courthouse. Copies cost $0.50 a page, certification adds $40 per document, and copies by mail carry a $2.25 minimum for postage and handling. Our Sonoma County court filing service can file, pull copies and then serve the papers.
Sea Ranch evictions
An eviction for a Sea Ranch rental is filed in Santa Rosa. The civil division page sets the window for urgent eviction orders: unlawful detainer ex parte matters are reviewed Monday through Friday. Attorneys submit through e-filing; a party without an attorney brings them to the Cleveland Avenue courthouse by 8:30 a.m. Orders come back by e-filing or are ready for pickup after 2:30 p.m., and anything submitted after 8:30 a.m. is ready the next court day. The page says the process is for emergency orders only.
For service, send the summons, the complaint, the notice that started the case and the name of every adult living in the house. A tenant served personally has 10 court days to respond, according to the California courts' eviction self-help page.
Estates and trusts with Sea Ranch property
Probate, trust, guardianship and conservatorship papers for a Sea Ranch property are filed with the Probate Clerk's Office at the Cleveland Avenue courthouse. The court's probate page describes two schedules that affect when papers need to be served:
- Probate notes. Examiners review routine petitions, and their notes, which can flag notice problems, are generally available about three weeks before the hearing through the court's online case portal. For trust petitions under Probate Code § 850, the probate attorney publishes notes 45 days ahead so notice issues can be fixed.
- Ex parte applications. In conservatorship, decedent's estate and trust matters, attorneys e-file them. A party without an attorney drops the application at the clerk's office, and it has to arrive before 10:00 a.m. Opposition is due by 10:00 a.m. on the day the application is presented.
When a note says a beneficiary or relative wasn't properly given notice, the fix may be a fresh round of notice or service before a continued hearing date. The probate page reminds readers that examiners and clerks can't give legal advice, so the response to a note is your attorney's call. Send the note, the papers and every address you have for that person.
The 2027 rules on a remote coast
From January 1, 2027, Under AB 747, good-faith attempts at personal delivery on at least three occasions, on three different days at three different times, show reasonable diligence before substituted service (CCP § 415.20(b)(2)). At The Sea Ranch, three separate days means three separate trips to the coast, so the plan matters as much as the attempts.
The same law changes eviction proofs of service. The proof is to include at least one photo of the site with a readable date, time and GPS stamp, when it can be taken safely. Where the server has no GPS or cellular signal at the time and place of the attempt, the law calls for a detailed statement instead. Our AB 747 guide and proof of service guide cover the rest.
Sheriff or private server
The Sonoma County Sheriff's Civil Bureau also serves civil papers, and its page sets the terms. It doesn't offer rush service and works documents in the order received. Judicial Council form SER-001 has been mandatory for most services since January 1, 2024, and from January 1, 2026, the Bureau charges $1.25 a page to print documents submitted electronically. Its document window is open 8:00 a.m. to 4:30 p.m. on weekdays. A private server works from your Letter of Instruction and schedules attempts around your deadline instead.
Small claims for a Sea Ranch dispute
Sonoma County's small claims limits are $12,500 for an individual and $6,250 for a business, according to the court's small claims page. The court offers a free small claims advisor through its Civil Self-Help Center, and the advisor's list of questions includes whether the defendant can be served properly before trial. For a defendant who lives at The Sea Ranch part-time, the answer depends on having a second address.
