Cloverdale is an incorporated city at the top of Sonoma County, close to the Mendocino County line. We serve summonses, subpoenas and every other legal document at Cloverdale homes and businesses, and we can file the case in Santa Rosa as part of the same request.
Every Cloverdale case goes to Cleveland Avenue
The Sonoma County Superior Court has no branch in the north county. Its location pages list four buildings, all in Santa Rosa, and only one of them takes civil and family filings: the Civil and Family Law Courthouse at 3055 Cleveland Avenue. That building holds the Civil Clerk's Office (civil, unlawful detainer and small claims), the Family Law Clerk's Office and the Probate Clerk's Office. It's about 27.4 miles from the center of Cloverdale in a straight line.
The clerk's offices there are open 8:00 a.m. to 3:30 p.m. on weekdays, and the building stays open until 5:00 p.m. The civil division's phone line keeps shorter hours, 8:00 a.m. to noon. If you plan to call with a filing question, call in the morning.
Criminal, traffic and juvenile dependency matters are at the Hall of Justice, 625 Administration Drive, and juvenile delinquency is at the Juvenile Justice Center on Rancho Los Guilicos Road. A Cloverdale civil or family case won't need either building.
Our Sonoma County court filing service handles e-filing and counter work for Cloverdale cases. See the Sonoma County hub for the rest of the county.
A 95425 address can be in Mendocino County
The 95425 ZIP Code reaches well beyond the city. In the Census Bureau's 2020 relationship file, the 95425 area covers about 192 square miles of land. About 130 square miles are in Sonoma County and about 62 are in Mendocino County. The City of Cloverdale itself takes up only about 3 square miles of it.
So "Cloverdale, CA 95425" on an envelope doesn't tell you which county the house is in. Before you send papers, check the county on the property tax bill, a recorded deed or the assessor's parcel map. Three things change when the address is on the Mendocino side:
- The sheriff. Mendocino County's Sheriff's Civil Division works from 951 Low Gap Road, Ukiah, Monday through Thursday, and is closed Fridays. It wants an original SER-001 with the physical address for service.
- Small claims timing. California's self-help guide gives the server 15 days before the hearing, or 20 days when the person served is in a different county from the court. A Sonoma small claims case against a Mendocino-side resident gets the 20-day deadline.
- Venue. Where a case belongs is a separate question from where the papers are delivered. Small claims, for one, can generally be filed where a defendant lives. If yours could belong in Ukiah instead, see the Mendocino County hub.
Distance doesn't settle it either. The Mendocino County Courthouse at 100 North State Street in Ukiah is about 26.6 miles from the center of Cloverdale, almost exactly as far as Cleveland Avenue in Santa Rosa. Both sheriffs now charge $1.25 a page to print papers you submit electronically, so handing over paper copies avoids that fee whichever county you use. The Mendocino office is also closed on Fridays, so a request dropped there late in the week waits until Monday.
For the server, the county line changes nothing. Any adult who isn't a party can serve papers anywhere in California, so tell us the address and we plan the attempts from there. Put any gate code, unit number or rural route detail in your Letter of Instruction.
Getting papers to the Santa Rosa clerk
Sonoma requires e-filing from attorneys and represented parties in civil, probate and family law matters under Local Rule 17.22. The court's e-filing page links to the Odyssey eFileCA provider list. A document received by 11:59 p.m. on the day it's due is timely, with one exception: if same-day service of the document is required, it has to be filed by 5:00 p.m.
Self-represented Cloverdale residents can still file on paper at the clerk's window. Local Rule 1.6 keeps a drop box for papers left after the business day, but anything deposited after 4:00 p.m. is filed as of the next court business day. That matters when a deadline falls on the day you make the 27-mile drive.
Ex parte work moves fast here. The civil page says unlawful detainer ex parte applications are reviewed Monday through Friday. Self-represented parties bring them to 3055 Cleveland Avenue by 8:30 a.m., attorneys submit through eFile, and orders are ready after 2:30 p.m. Other civil ex parte applications go to the assigned courtroom's review day by 10:30 a.m., with a $60 fee. The applicant then serves the signed order on every party. When that order has to reach someone in Cloverdale the same afternoon, Rush is the option to choose.

Papers to serve in Cloverdale?
Small claims from Cloverdale
Small claims cases are heard on Cleveland Avenue too, for claims of $12,500 or less by an individual. Attorneys can't represent either side, except on appeal.
Two local rules shape service in these cases. Under Local Rule 2.1, if you ask the clerk to serve a business defendant by mail, you list the name and address of the business's authorized agent for service, in parentheses under the business name. And the clerk assigns the trial date when the claim is filed, so the service deadline is fixed from day one.
Count back from that date: 15 days before the hearing for a defendant in Sonoma County, 20 days for one outside it. The self-help guide adds that substituted service has to start 10 days before that deadline, because the mailing takes time to complete. The proof of service, usually form SC-104, goes to the court at least 5 days before the hearing.
Sonoma provides a free small claims advisor through the Civil Self-Help Center at the same courthouse. Small claims help there is by appointment, and calls and emails are generally returned within 72 hours. Walk-in help for other civil matters requires taking a ticket from the kiosk before 11:00 a.m.
To serve a corporation or LLC, start with its agent for service of process. Our serving corporations page explains how we find and serve the agent.
Cloverdale rentals and unlawful detainers
A Cloverdale eviction is filed with the Civil Clerk's Office on Cleveland Avenue. After service, the California Courts self-help guide sets the tenant's answer deadline by how the papers arrived:
- Handed over in person: 10 court days, counting from the day after service and skipping weekends and court holidays.
- Substituted service or posting, plus mailing: 10 calendar days from the mailing, then 10 more court days.
- Through Safe at Home: 15 court days.
This is general information, not legal advice. Sonoma's Local Rule 2.2 then lets either side file a request to set the trial once the case is ready. It lists the time estimate, any jury request and whether a court reporter is wanted. A jury demand is due at least 5 calendar days before the trial date.
Under Local Rule 1.9, unlawful detainer matters, including motions, are presumed to require an in-person appearance. A Cloverdale landlord or tenant planning to appear by video has to follow the court's evidentiary-hearing procedure and get permission first.
If the landlord wins, the writ of possession goes to the sheriff, not to a private server. The Civil Bureau notifies the landlord of the lockout date, and the landlord or an agent has to meet the deputy at the property with a key or a locksmith.
Probate notices for Cloverdale estates
Probate petitions for Cloverdale estates, trusts and conservatorships are heard on Cleveland Avenue as well, usually in Courtroom 23. A party without an attorney files at the Probate Window opposite Courtroom 18. Attorneys e-file, and the court's mailing address for probate is the Hall of Justice, 625 Administration Drive.
The probate page describes two habits worth planning around. First, the court's probate attorney publishes Probate Notes about 45 days before a hearing, so notice problems can be fixed before the hearing date. If the notes flag a missing notice to an heir in Cloverdale, that's the window to serve or mail it again and file a new proof. Second, tentative rulings are available by phone at (707) 521-6607 after 2:00 p.m. the day before the hearing.
Emergency probate ex parte applications are due before 10:00 a.m., and opposition papers are due by 10:00 a.m. the same day. If opposition can't be served in time, the court asks for a declaration explaining why. A non-emergency "Drop-Off Ex Parte" procedure is also available, with orders back within 5 court days.
Hearings by video, and when you must come in
Local Rule 1.9 sorts Sonoma hearings by type. For case management conferences, law and motion and other non-evidentiary civil matters, parties may appear remotely without filing a notice. They only have to tell the other side informally, by phone, email or text, before the hearing starts.
Trials and evidentiary hearings are in person unless a judge orders otherwise. For a Cloverdale witness, that means planning the trip to Santa Rosa. If you need a witness there, serve the subpoena early. Our post on serving a subpoena in California covers the basics.
Sheriff or private server
The Sonoma County Sheriff's Civil Bureau takes walk-in documents from 8:00 a.m. to 4:30 p.m. on weekdays, and its phones are open until 5:00 p.m. It requires the Judicial Council's SER-001 instruction form for almost every service. It has no rush option. Since January 1, 2026, it charges $1.25 per page when it has to print documents sent electronically.
A private server doesn't need the SER-001. With us, you upload the documents on a Service Request, choose Rush or Standard, and get status updates by email. We return a signed proof of service when service is complete. Our proof of service guide shows which form goes with which papers, and the who can serve papers guide explains the rules for servers. We make no guarantees for service.
Pulling a Sonoma case file
The court doesn't post case information online. Its civil page points to public access terminals at the Civil and Family Law Courthouse instead. Copies are 50 cents a page, certification is $40 per document, and an exemplified copy is $50 plus copy fees.
Ten copies or fewer are made while you wait. Larger requests go on the court's Copy Order form and are ready 2 to 5 days later. Mailed copies carry a minimum $2.25 charge for postage and handling. For a Cloverdale firm, sending someone else to wait in line is often simpler. See document retrieval.
