Mendocino County covers a long stretch of the North Coast and the inland valleys behind it, but it has few people for its size. The 2020 Census counted 91,601 residents. Ukiah, the county seat, has 16,607. Fort Bragg (6,983) and Willits (4,988) are the only other cities. Everyone else lives in small towns and unincorporated communities, some with a few hundred residents or fewer.
We take Mendocino County process serving, court filings and document retrieval from our Sacramento office. Send the documents on a Service Request or email them to Service@ValproAttorneyServices.com.
Ukiah and the Ten Mile Branch
Mendocino County Superior Court has two locations. The Ukiah courthouse is at 100 North State Street, with the clerk's office in Room 107. The Ten Mile Branch is at 700 South Franklin Street in Fort Bragg.
Under Local Rule 1.6, limited and unlimited civil, probate, family law and criminal cases may be filed at either location. Five kinds of cases must be filed in Ukiah and heard only there: LPS conservatorships, Qui Tam actions, CEQA cases, juvenile justice and dependency, and cases brought by the Department of Child Support Services.
Filing location and hearing location aren't the same thing here. The court assigns a new civil, probate or family case based on the filing party's physical address. Only limited civil, domestic violence and civil harassment cases filed by someone on the coast (Fort Bragg, Mendocino, Comptche, Westport, Elk, Caspar, Point Arena, Gualala and other coastal communities) go to the Ten Mile judge. Everything else is heard in Ukiah. If the plaintiff is out of county, the defendant's address decides it.
That makes the physical address a filing requirement. The rule says a new case filed without the filer's physical address will be rejected and returned.
Counter hours. Ukiah's public counter and phones run 8:30 a.m. to 3:30 p.m. on weekdays. Fort Bragg's close for lunch: 8:30 a.m. to noon and 1:00 to 3:30 p.m.
Mandatory e-filing, with paper exceptions
The court requires e-filing for most civil, family law, probate and juvenile case types and for most criminal filings, through an approved provider. Local Rule 1.8 lists civil limited and unlawful detainer actions among them. Self-represented litigants are exempt but may e-file.
Some documents must still be filed on paper. The court lists ex parte applications, stipulations with proposed orders, orders after hearing, orders of examination, trial exhibits, requests for judgment, proposed judgments, and bonds and undertakings. If a document is filed within two days of the hearing, the court requires a courtesy copy.
Our Court Filings service handles the e-filed work and the paper exceptions, at either counter. Tell us the case number, the location the case is assigned to and the deadline. Court Filings explains what else to send. This is general information, not legal advice.
Papers to serve in Mendocino County?
Four parts of the county
The 101 corridor. Hopland, Ukiah, Talmage, Calpella, Redwood Valley and Willits run along the highway from south to north. These are the easiest addresses to reach.
The coast. Highway 1 connects Gualala, Point Arena, Elk, Albion, Little River, Mendocino, Caspar, Fort Bragg and Westport. It's a slow, winding road, and from Ukiah the coast is reached over Highway 20 or Highway 128. Fort Bragg is about 136 miles straight-line from our office.
Anderson Valley and the back roads. Yorkville, Boonville, Philo and Navarro sit along Highway 128, and Comptche is reached on a county road. Rural parcels here can be long drives apart.
The north county. Laytonville, Branscomb, Leggett and Piercy are on or near Highway 101 north of Willits, and Covelo is in Round Valley at the end of a long mountain highway. The 2020 Census counted 77 people in Leggett.
Remote areas are subject to different timelines. For an address off the 101 corridor, we confirm timing with you before you choose Rush.
What helps in a rural county
A rural mailing address can be a P.O. box that tells the server nothing about where the person lives. A strong Letter of Instruction includes:
- the physical location, not only the mailing address
- road names and landmarks, or a map pin, for property off a county road
- a description of the gate, house or vehicle
- whether the person works out of the area or keeps seasonal hours
- any other address you have, including in Sonoma or Lake County
When the address is stale, skip tracing can search for a newer one. Our post on skip tracing for legal cases explains what it can find.
The Sheriff and private servers
The Mendocino County Sheriff's Civil Division serves civil process from 951 Low Gap Road in Ukiah. Its office is open Monday through Thursday, 8:00 a.m. to 4:30 p.m., and closed Fridays. It requires an original SER-001 with the physical service address.
Any adult who is at least 18 and not a party to the case can also serve a summons. Our guide on who can serve papers in California explains the registration rule for paid servers, and the proof of service guide covers what comes back after service. The AB 747 guide describes the January 1, 2027 changes. This is general information, not legal advice.
For a business, service generally goes to its agent for service of process; see serving corporations.
