Valpro Attorney Services serves summonses, complaints, subpoenas, eviction papers, restraining orders and small claims in Penryn, a foothill community in western Placer County. Penryn lies along Interstate 80 between Loomis and Newcastle, and the 2020 Census counted 1,150 residents there.

Penryn requests are handled from our Sacramento office, about 24 miles southwest in a straight line. Papers come in through the Service Request form or by email, and each update comes to you by email.

What Penryn is on the Census map

Penryn has no city government. The Census Bureau treats it as a Census-designated place: a named community with defined boundaries for counting, governed by Placer County. The CDP covers about 1.9 square miles of land.

Its boundary doesn't follow a single ZIP Code. According to the Census Bureau's 2020 ZCTA to place relationship file, about 82% of the Penryn CDP's land is in ZIP Code area 95663 and the other 18% is in 95650, the area Loomis uses. The 95663 area, in turn, reaches well past the community:

Part of ZIP Code area 95663Share of the land
Penryn CDPAbout 18%
Outside any city or Census-designated placeAbout 82%

For anything a city would handle elsewhere, such as roads, land use and code enforcement, Penryn residents deal with Placer County. That also means a dispute with local government is a dispute with the county itself. Code of Civil Procedure section 416.50 says a public entity is served by delivering the summons and complaint to its clerk, secretary, president, presiding officer or other head of its governing body, which for a county is usually the Clerk of the Board of Supervisors. Tell us which entity is named, and we'll serve the right office.

ZIP Code area 95663 covers about 8.7 square miles of land, all of it in Placer County. ZIP Code areas only approximate postal ZIP Codes, but the takeaway is clear: a "Penryn, CA 95663" address is more often on rural county land than inside the community, and a Penryn resident may also show up with a "Loomis, CA 95650" address. Both ZIP Code areas lie entirely within Placer County, according to the Census ZCTA to county file, so the court is the same.

Placer courthouses for Penryn papers

Placer Superior Court doesn't assign Penryn filings to one building. Civil, family, probate and small claims papers can go to the clerk at either of two courthouses:

CourthouseAddressStraight-line distance from central Penryn
Historic Courthouse101 Maple Street, AuburnAbout 6.0 miles
Hon. Howard G. Gibson Courthouse10820 Justice Center Drive, RosevilleAbout 7.8 miles

Juvenile papers go only to the Juvenile Courthouse at 11270 B Avenue, Auburn. Family Court Services, which runs child custody mediation, is at the Gibson Courthouse. Attorneys e-file civil and family cases under Local Rule 10.27, and self-represented parties may file on paper. Our Placer County court filing service files either way.

The case management notice goes out with the summons

Placer's civil case management rules add one document to the first service in most civil lawsuits, and they set the calendar that follows.

The notice. Under Local Rule 20.1.7(A), the clerk sets a first case management conference about 120 calendar days after the complaint is filed. The plaintiff serves the clerk's notice of that conference together with the summons and complaint. A cross-complainant serves it with the cross-complaint on any newly added party. Collection cases under Rules of Court, rule 3.740, are the exception.

Who the rules cover. Rule 20.1.1 applies these delay-reduction rules to general civil cases. It excludes probate, family law, small claims, unlawful detainer and "other civil petitions" such as civil harassment and name changes.

What happens next. The court expects the case to be at issue by that first conference, under Rule 20.1.7(B). Rule 20.1.8 has each party file and serve a Case Management Statement (form CM-110), with proof of service, no earlier than 30 and at least 15 calendar days before the conference.

Appearing. Attendance at the first conference isn't required. A party who wants to appear anyway delivers written notice to the clerk and the other parties by 3:00 p.m. on the Thursday before. The court posts calendar notes about 12 calendar days ahead, and they say whether an appearance is required.

So a new Penryn defendant should receive the summons, the complaint, any exhibits, and the case management notice in one set. If the conference is less than four months away when you send it, tell us the date.

Family law orders on a short clock

Placer family law has its own timetable for urgent requests. Local Rule 30.19 says a complete request for an order shortening time or for temporary emergency orders, received by 9 a.m. on a court day, is set for hearing the next court day. If it arrives after 9 a.m., the hearing is two court days out. In no event is it set more than three court days after receipt, unless the party asks for a later date.

That leaves very little time to serve the other parent once the judge signs. For a Penryn household, send us the signed order, the request and every attachment as soon as you have them, with the hearing date and time. Rush is the right choice for these.

Custody cases have one more step. Rule 30.1 makes confidential mediation through Family Court Services available in every case where a party asks for a hearing on child custody. Service still comes first: the other parent needs the request and notice of the hearing.

Restraining orders for Penryn residents

Placer handles the two common kinds of restraining order in different divisions. Domestic violence restraining orders are part of the Family division's work. Civil harassment petitions are civil matters, and Rule 20.1.1 leaves them out of the delay-reduction case management rules, along with name changes and other civil petitions.

Both kinds have the same service rule in practice: the person asking for protection can't hand the papers to the other side. An adult who isn't a party delivers the petition, the notice of hearing and any temporary order, then signs the proof of service. Send the hearing date and a description or photo of the restrained person, and mark any safety concerns in the instructions.

Ex parte requests in Placer civil cases

For civil ex parte requests, Local Rule 10.8 asks for a scheduled appointment through the clerk, except in emergencies. The application needs a declaration giving the date, time and place of the notice given to the other parties and who received it, or why notice couldn't be given. When the other side gets less than 6 business hours of notice, the declaration has to state facts that justify it. The rule doesn't apply to family law requests for orders.

Ex parte notice is often given by phone or email. When the papers themselves need to reach a Penryn party by hand, give us the appointment time so delivery fits it.

Penryn evictions and small claims

Evictions. A Penryn unlawful detainer is filed with either Placer clerk's office, and since January 1, 2026 every new complaint carries the county's local notice of restricted access form. After personal service, the tenant has 10 court days to file an Answer, according to the Judicial Council's self-help guide. The summons and complaint go to each tenant named, and an adult who isn't a party does the serving.

Placer's Local Rule 20.7(C) also fixes attorney fees in residential evictions when the lease allows them: $600 on a default judgment, $900 if an answer was filed but trial is uncontested, and $1,000 after a contested trial, subject to adjustment for good reason. A default depends on a valid proof of service, so the return we file matters to that number.

Small claims. The limit for an individual plaintiff is $12,500, according to the Judicial Council's eligibility page. The claim must be delivered at least 15 days before the hearing, or 20 days if the defendant is served in another county. A Penryn defendant who has moved to Sacramento County falls under that longer deadline. The clerk can mail it, but personal delivery by a non-party adult is the other route. See who can serve papers in California and our proof of service guide.

Rural parcels around Penryn

Since most of the 95663 area is outside the community, many Penryn addresses are rural residential parcels on county roads. These help a first attempt succeed:

  • Where the driveway starts. The road it leaves, the nearest cross street, and the mailbox number if it differs from the house.
  • How to get in. A gate code, or the name and number of whoever opens it.
  • Which building. On a parcel with a second unit, barn or shop, say which structure the person uses.
  • Animals. Dogs or livestock loose on the property.
  • A second place to try. A workplace in Loomis, Rocklin, Roseville or Auburn.

Remote areas are subject to different timelines, so a long private road may not fit a Rush window. Call 855-582-5776 if the deadline is close.

AB 747 takes effect on January 1, 2027. From then, three good-faith attempts at personal delivery on 3 different days at 3 different times show reasonable diligence for substituted service (CCP § 415.20(b)(2)). Our AB 747 guide covers the rest of the changes.

Businesses and people who have moved

A Penryn business organized as a corporation or LLC is usually served through the agent for service of process on file with the Secretary of State. For a small foothill company, that's often the owner at a home address. Our serving corporations page lists the other methods. If a person has left Penryn, skip tracing can look for a current address, including across the line in Sacramento County.

Penryn process server questions

Not listed here? Call 855-582-5776 during business hours, Mon–Fri 8:30 a.m.–5 p.m.

Is Penryn part of Loomis?

No. Penryn is its own Census-designated place, an unincorporated community with 1,150 residents in the 2020 Census, governed by Placer County. Part of the Penryn CDP does fall inside the 95650 ZIP Code area that Loomis uses, so a Penryn home can carry a Loomis mailing address. For service, we go to the street address in your instructions, whichever town name it uses.

What has to be served with a new Placer civil complaint?

Local Rule 20.1.7(A) says the plaintiff serves the clerk's notice of the first case management conference together with the summons and complaint. The clerk sets that conference about 120 calendar days after filing. Collection cases under Rules of Court rule 3.740 are the exception. Include the notice in your upload.

How fast does a Placer family law emergency get a hearing?

Under Local Rule 30.19, a complete request for an order shortening time or temporary emergency orders received by 9 a.m. on a court day is set for the next court day. One received later is set two court days out, and never more than three, unless a later date is requested. Service has to fit that window.

How long does a Penryn tenant have to answer an eviction?

10 court days after personal service, according to the Judicial Council's self-help guide on responding to an eviction. The Placer filing itself goes to either clerk's office, with the county's local notice form attached. General information, not legal advice.

Do I file a Penryn case in Auburn or Roseville?

Either one takes most filings. Placer's local rules let civil, family, probate and small claims papers go to the clerk at the Auburn Historic Courthouse or the Gibson Courthouse in Roseville. Juvenile papers go only to the Juvenile Courthouse on B Avenue in Auburn. Attorneys e-file civil and family cases.

What's the small claims limit for a Penryn plaintiff?

$12,500 for an individual, according to the Judicial Council's small claims eligibility page. The claim must be served at least 15 days before the hearing, or 20 days if the defendant is served outside Placer County.

Can I attend a Placer case management conference remotely?

Yes. Local Rule 20.1.7(F) lets people appear at case management conferences remotely under Local Rule 10.24. Appearance at the first conference isn't required at all; if you want to appear, written notice goes to the clerk and the other parties by 3:00 p.m. on the Thursday before.
