A town since 1984
Loomis has its own town government, which sets it apart from neighbors such as Granite Bay and Penryn. The town's history page says Loomis stayed part of unincorporated Placer County until December 17, 1984, when it incorporated. Residents voted for it partly to keep the town from being annexed by Rocklin and to protect its older buildings, including the High Hand and Blue Goose fruit packing sheds between Taylor Road, a stretch of historic Highway 40, and the Union Pacific tracks.
For papers, incorporation means:
- Suing the town. A claim or lawsuit against the Town of Loomis names the town itself. Town Hall is at 3665 Taylor Road and takes mail at P.O. Box 1330, Loomis, CA 95650. Ask your attorney whether a government claim has to be presented before a lawsuit is filed.
- Town Hall's schedule. It's open to the public Monday through Thursday, 8:00 a.m. to 5:00 p.m., and closed to the public on Fridays. Papers meant for town staff should go out early in the week.
- Law enforcement by contract. Loomis has no police department of its own. It contracts with the Placer County Sheriff's Office, as explained below.
Sheriff's deputies, not a town police force
The town's FAQ on law enforcement, posted September 17, 2025, explains the arrangement. The Placer County Sheriff's Office provides full-service coverage for Loomis, including patrol, investigations and a full-time traffic deputy. Seven deputies are dedicated to the town for coverage around the clock. The FAQ adds that about 60 sworn personnel work out of the South Placer Substation in Loomis, and that the Sheriff's jurisdiction already covers unincorporated areas next door, such as Granite Bay, unincorporated Lincoln and Penryn-Newcastle-Ophir.
That has a practical side for a Loomis case. A police report or a deputy's testimony comes from the Placer County Sheriff's Office, so a subpoena for a deputy or for records is directed there, not to the town. Our post on serving a subpoena in California covers the basics.
ZIP Code 95650 reaches well past the town
The Census Bureau's 2020 ZIP Code area file shows how much of 95650 lies outside Loomis. Of its roughly 22.9 square miles of land:
| Part of 95650 | Land area |
|---|---|
| Town of Loomis | about 7.2 sq mi |
| Granite Bay (unincorporated) | about 3.8 sq mi |
| Rocklin | about 0.5 sq mi |
| Penryn (unincorporated) | about 0.3 sq mi |
| No city or Census place | about 11.0 sq mi |
So a "Loomis, CA 95650" address can be a home in town, a house in Granite Bay, a Rocklin subdivision or a rural parcel in unincorporated Placer County. The county is the same for all of them, so the filing court doesn't change. What changes is who governs the address and how a server finds it.
If the address is down a long driveway, behind a gate or on a road with no posted numbers, tell us, along with any gate code and the best way in. Remote areas are subject to different timelines.
Placer County courthouses for Loomis cases
Placer County Superior Court has clerk's offices in two buildings that Loomis filers use. Straight-line distances are from the town's Census center point:
| Courthouse | Address | Distance |
|---|---|---|
| Hon. Howard G. Gibson Courthouse (main courthouse) | 10820 Justice Center Drive, Roseville | about 5.9 miles |
| Historic Courthouse | 101 Maple Street, Auburn | about 8.8 miles |
The court's locations page lists a Clerk's Office at both, with the Gibson Courthouse also holding the Self-Help Center, Family Court Services and Jury Services in Departments 30 to 44. Both clerk's offices are open 8:00 a.m. to 4:00 p.m. on weekdays.
The court's FAQ for the Gibson Courthouse walks through a filing visit:
- Take a ticket. At the kiosk below the two large lobby monitors, pick the area of law. The ticket shows a letter and number.
- Wait to be called. The number appears on the monitors with the window to go to.
- Or use the drop box, near the information booth on the first floor.
Plan 5 to 10 extra minutes for weapons screening at the entrance. Parking is a free lot in front, and there's free wireless internet inside. The FAQ notes there's no children's waiting room at this location.
Probate and estates from Loomis
Loomis estates, trusts, guardianships of minors and adult conservatorships don't have a separate probate court in Placer County. The court's probate page says these matters are filed and heard in the Civil Division only, and gives the Civil Division's number, 916-408-6000, option 5. The court's civil page adds that the Civil Division also handles appeals.
Probate cases come with their own notice steps, and the people entitled to notice depend on the petition. When a Loomis heir, beneficiary or other interested person has to be served personally by a set date, send us the hearing date, the papers and every address you have, so the attempts fit the schedule.

E-filing in Placer County
Placer County Local Rule 10.27 makes e-filing mandatory for attorneys and optional for self-represented parties in civil and family law cases. The court's eFiling page lists what counts as civil for e-filing: general civil, small claims, probate and mental health. Family law covers divorce, legal separation, nullity, domestic violence, parentage, and custody, support and visitation.
Two points from the page matter for Loomis filers:
- Some documents can't be e-filed, such as those that require personal service on a judicial officer or an original certification or signature where an electronic signature isn't allowed by law.
- E-filing runs around the clock through an approved electronic filing service provider.
When we file for you, we use e-filing where the rules call for it and the counter or drop box where they don't. See Placer County court filing and our post on California court e-filing.
Paper filings: what the Placer clerk asks for
Self-represented parties can still file on paper, and so can attorneys for the few documents that can't be e-filed. The court's civil page sets four rules for paper filings:
- Follow the Rules of Court on the format of papers filed with the court.
- An original and 2 copies, not one.
- Pre-punched paper, in the standard two-hole position.
- A return envelope, addressed and with enough postage, so the conformed copies can come back by mail.
A filing that arrives without the envelope or copies means a trip back to Roseville or Auburn for the conformed set. When we file a Loomis case for you, we bring the copies and handle the return.
Copies and older files by mail
Placer's records policy lets you ask for copies without driving to a courthouse. Mail a Records and Copy Request, form PL-CW001, with a self-addressed envelope and enough postage. Pay at the time of the request, and the policy suggests a check made out to Placer Superior Court marked "not to exceed" an amount in the memo line. A separate request goes to each division, so civil and criminal copies can't share one letter. The court won't take copy requests by phone, email or fax.
Without a case number, the clerk has to run a name search, which costs $15 per name when it takes more than ten minutes. The court's online case portal is the faster way to find the number first.
Family law papers for Loomis households
Divorce, legal separation, parentage, custody, support and domestic violence cases from Loomis are filed with the Placer court's Family division, reached at 916-408-6000, option 6. The court's family page says judges there also hear visitation disputes, and that the court offers mediation to help parents settle custody, visitation and child support issues. Parents who reach an agreement before a hearing can notify the court through a link on that page.
Family law papers still have to be served by a non-party adult. In the Letter of Instruction, tell us about children in the home, any restraining order and the hearing date.
Tentative rulings and remote hearings
The court's civil page gives two phone lines for civil law and motion matters: 916-408-6480 to request a tentative ruling, and 916-408-6481 to request oral argument.
Placer also offers video appearances for select hearings through its Remote Appearance System. According to the court's page:
- Some hearings need a request form filed with the court first.
- Others are scheduled online, at least 15 hours before the appearance starts.
- The fee for audio and video appearances in civil, family and probate cases is $13, plus card transaction fees, since July 1, 2025.
A remote appearance doesn't change service. Notice of the hearing still has to reach the other parties on time.
Loomis evictions and small claims
A Loomis landlord files an unlawful detainer with Placer County Superior Court. After service, the tenant's answer is due 10 court days after personal delivery, not counting weekends and court holidays. When the summons is left with another adult or posted, and a copy is mailed, the time is 10 calendar days plus 10 court days from the day after the mailing. Posting a summons requires a court order under CCP § 415.45. Our AB 747 guide explains the substituted service rules that take effect in 2027.
Small claims from Loomis are also filed in Placer County. The claim can't be delivered by the person suing, so a friend, the sheriff or a process server does it, and the proof of service goes back to the court before the hearing. See who can serve papers in California.
Sending a Loomis request
Include the documents, the name of each person or business to serve, every address you have, and a Letter of Instruction with the best times and a description. For a business on Taylor Road or elsewhere in town, give the business name and the person you need, and if the business is the party, its agent for service from the Secretary of State's bizfile Online. Our page on serving corporations explains the options. For a rural address outside the town limits, a parcel number, a map pin or a landmark such as a mailbox cluster or gate color helps the server confirm the right house before knocking.
Get status updates by email. If the person has moved, skip tracing can look for a newer address, and document retrieval pulls copies from older Placer County files.
