If you need a process server in Newcastle, Valpro Attorney Services delivers summonses, complaints, subpoenas, eviction papers, family law papers and small claims to Newcastle residents and businesses. Newcastle is a small, unincorporated community in the Placer County foothills, along Interstate 80 between Penryn and Auburn.
Newcastle is about 26 miles from our office at 1520 W El Camino Ave #125, Sacramento, CA 95833, measured in a straight line. That's the only office we have. You send the papers online and get each update by email.
A community, not a city
The Census Bureau counts Newcastle as a Census-designated place: a named, settled community with no city government of its own. It had 1,321 residents in the 2020 Census and covers about 2.4 square miles of land.
Most of the "Newcastle" mailing area lies beyond that. The ZIP Code area 95658 covers about 23.3 square miles of land, and the Census splits it like this:
| Part of ZIP Code area 95658 | Share of the land |
|---|---|
| Newcastle CDP | About 10% |
| Auburn city | About 0.1% |
| Outside any city or Census-designated place | About 90% |
All of the Newcastle CDP is inside 95658. These figures come from the Census Bureau's 2020 ZCTA to place relationship file, and ZIP Code areas only approximate postal ZIP Codes.
So nine out of ten acres with a Newcastle ZIP Code are rural Placer County land. A "Newcastle, CA 95658" address can be a house near the community's center or a home on a ridge road several miles out. Every bit of it is in Placer County, so the court is the same.
Two clerk's offices take Newcastle filings
Placer County's rules don't tie a Newcastle filing to one counter by address. Local Rule 10.10(A) says filings go to either of two clerk's offices, from 8:00 a.m. to 4:00 p.m., Monday through Friday, excluding court holidays:
| Clerk's office | Address | Straight-line distance from central Newcastle |
|---|---|---|
| Auburn Historic Courthouse | 101 Maple Street, Auburn, CA 95603 | About 3.6 miles |
| Santucci Justice Center (Hon. Howard G. Gibson Courthouse) | 10820 Justice Center Drive, Roseville, CA 95678 | About 10.1 miles |
Distances run from the Newcastle CDP's Census center point to each courthouse address, geocoded through the Census Bureau.
A few exceptions in the same rule:
- Juvenile filings go only to the Juvenile Courthouse clerk at 11270 B Avenue, Auburn, under Rule 10.10(C).
- The Tahoe courthouse doesn't accept probate, adoption, family support or juvenile papers, under Rule 10.10(B). It's on the far side of the county anyway.
- Probate is filed and heard through the Civil Division, according to the court's probate page.
Attorneys mostly skip the counter. Local Rule 10.27 makes eFiling mandatory for attorneys in civil and family law cases, and optional for self-represented litigants. We handle either route; see the Placer County court filing page for what we need.

Newcastle evictions under the 2026 rule
Placer County added a step to unlawful detainer filings this year. Local Rule 20.13(A), effective January 1, 2026, requires the plaintiff to file the court's local form PL-CV002, Notice of Restricted Access, along with every new eviction complaint.
If you file on paper rather than electronically, the rule asks for more:
- A copy of the notice for the court.
- A copy for each party that hasn't asked for electronic service.
- A pre-addressed, stamped envelope for each of those parties, which the court uses to serve the notice.
Later, when the case is at issue, Rule 20.13(B) has the parties request a trial date on Judicial Council form UD-150 together with local form PL-CV001, Notice of Time and Place of Trial. Paper filers again add copies and stamped envelopes.
The summons and complaint still have to be served on each tenant by someone who isn't a party. For a Newcastle eviction, send the notice, the summons and complaint, and the names of every adult occupant. If the property is a rural rental, include the directions and access details described below.
Small claims for Newcastle residents
Placer County's local rules cover small claims in Rules 21.1 through 21.3, and each one turns on paperwork and envelopes:
- Clerk's service by mail (Rule 21.1). When the clerk serves the Plaintiff's Claim under Code of Civil Procedure section 116.340(a)(2), a plaintiff who doesn't e-file supplies the original claim, a complete copy for each defendant not on electronic service, up to two extra copies for conforming, and a pre-addressed envelope.
- Notice of Entry of Judgment (Rule 21.2). The plaintiff lodges form SC-130 with the parties' names and addresses already filled in, plus a stamped envelope for each party not served electronically.
- Filing by mail (Rule 21.3). Include a pre-addressed, postage-paid envelope big enough for the clerk to return conformed copies.
Clerk mail isn't the only route. When the clerk's mailing isn't signed for, or you'd rather have the claim handed to the defendant, any adult who isn't a party can serve it. Our guide to who can serve papers in California explains the rules, and our proof of service guide covers the form that follows.
Papers to serve in Newcastle?
Appearing remotely from Newcastle
Placer County lets parties ask to appear remotely in many civil, family, probate and small claims proceedings under Local Rule 10.24(G). The rule sorts hearings into a full-notice track and a simplified one. For evidentiary hearings on the full track, the request uses Judicial Council form RA-010 with local form PL-CW010A. If the hearing was set more than 15 court days out, both are filed and served so the other side receives them at least 10 court days before the hearing.
Notice of a remote appearance is still notice to the other parties. If those forms need to be served, add them to your Service Request with the hearing date.
Help for self-represented Newcastle residents
The court's Self-Help Center, at the Gibson Courthouse in Roseville, assists people with cases in Placer County or who live there. Its services are free, and most of them are available without making the drive:
- Telephone and video appointments: Mondays, Wednesdays, Thursdays and Fridays from 8:00 a.m. to noon, and Tuesdays from 8:00 a.m. to 4:00 p.m.
- Live chat: Mondays, Wednesdays, Thursdays and Fridays from 1:30 to 4:00 p.m.
- Video settlement services: weekdays at 10:30 a.m. and 1:30 p.m.
Appointments are booked through the court's online reservation system. The center prepares forms and explains procedure. Serving the papers on the other side is still a separate step, and that's the part we do.
Holidays that close the Placer clerk's offices
Rule 10.10 opens the clerk's offices on weekdays "excluding court holidays." The court's calendar for the rest of 2026 lists:
- Wednesday, November 11: Veterans Day
- Thursday and Friday, November 26–27: Thanksgiving and the day after
- Friday, December 25: Christmas Day
- Friday, January 1, 2027: New Year's Day
A holiday week shortens the time to file and serve. If a Newcastle deadline lands near one of those dates, send the request early and say so in the instructions.
Foothill addresses around Newcastle
Away from the community's center, addresses get harder to find. A house can sit well back from the road, a gate can block the drive, and several homes can share one private lane with numbers posted only at the mailboxes. Remote areas are subject to different timelines, and good directions are what keep a first attempt from turning into a second.
On a Newcastle Service Request, include:
- The turnoff. The named road, the cross street and roughly how far in.
- Access. A gate code, or who to call to open it.
- What to look for. House color, outbuildings, a vehicle, or a photo.
- Hazards. Dogs, livestock or a road that's rough in wet weather.
- Another place to try. A job in Auburn, Rocklin or Roseville, for example.
Serving a business with a Newcastle address
Corporations and LLCs are usually served through the agent for service of process listed on the Secretary of State's bizfile Online. A small Newcastle business often names its owner as agent, at a home address that may be on one of those rural roads. A larger company may name a commercial agent elsewhere in California. Send us whatever bizfile shows, and see our serving corporations page for the other methods.
Sending Newcastle papers
- Open a Service Request and attach the papers as PDFs, up to 5.
- Name who is being served, as the caption does.
- Give the address with the rural directions above.
- Choose Rush or Standard, and tell us if we're also filing in Auburn or Roseville.
Call 855-582-5776 or email Service@ValproAttorneyServices.com with questions. AB 747 adds requirements for substituted service starting January 1, 2027; our AB 747 guide lays them out. We make no guarantees for service. If the person has moved out of Newcastle, skip tracing can look for a new address, including in Sacramento County.
