Folsom was incorporated in 1946, according to the city, and had 80,454 residents in the 2020 Census. The Census Bureau's estimate for July 1, 2025 is 91,983. It sits at the eastern edge of Sacramento County, about 19.5 miles in a straight line from our office at 1520 W El Camino Ave #125, Sacramento, CA 95833.
Most Folsom service is ordinary work: a summons at a house, a subpoena at an office, a family law petition at an apartment. Two things set Folsom apart. The city contains two state prisons, which have their own rules for legal papers, and its eastern neighbor, El Dorado Hills, is in a different county with a different court. Both are covered below.

Represa: the prison ZIP Code inside Folsom
Represa isn't a neighborhood. It's the post office name used by the two prisons on Prison Road. The Census Bureau's 2020 file puts the entire 95671 ZIP Code area, about 3.8 square kilometers, inside Folsom city limits.
The California Department of Corrections and Rehabilitation lists both institutions there:
| Institution | Physical address | Main phone |
|---|---|---|
| Folsom State Prison | 300 Prison Road, Represa, CA 95671 | (916) 985-2561 |
| California State Prison, Sacramento | 100 Prison Road, Represa, CA 95671 | (916) 985-8610 |
CDCR notes that CSP-Sacramento opened in 1986 under the Folsom warden as "New Folsom," and became a separate prison with its own name and warden in October 1992. Each prison also publishes P.O. Box mailing addresses, which are for mail, not for in-person service. Source: cdcr.ca.gov facility pages, checked October 2026.
Serving someone held at a Folsom prison
CDCR's Department Operations Manual sets the rules in section 14010.7.4 (revised March 24, 2026). Process servers don't get direct access to an institution's security areas. Service can be completed one of these ways:
- Staff complete it. Institution staff may accept the papers from the process server and then serve the incarcerated person. The manual says departmental staff make no charge for this.
- A sworn peace officer is escorted in to complete service inside the security area.
- A non-sworn server serves personally, but only if the server has made prior arrangements, the person can reasonably be brought to the visiting area, and allowing it doesn't compromise security.
If a request for service arrives by mail, the manual says institution staff serve the papers and complete the verification of service.
What that means for your Service Request: don't send a Represa address as if it were a house. Call 855-582-5776 first, tell us who the person is and what's being served, and we'll work out the route with the institution. The prison's process sets the timing, not ours. We make no guarantees for service.
Serving prison staff
Correctional officers and other CDCR employees get served in two different ways, depending on what the case is about.
- Work-related cases. CDCR's Office of Legal Affairs says to contact the Litigation Coordinator at that facility and be prepared to serve the person on site. Under DOM 14010.7.5, a server leaving substituted service may leave it with the most convenient employee, such as the front gate or a receptionist, and the papers then go to the person the warden designates, normally the litigation coordinator.
- Personal cases. CDCR does not accept service of process for non-work-related matters involving its employees. A divorce, a debt case or a neighbor dispute gets served at the employee's home or another address, the same as anyone else.
- The department itself. The Office of Legal Affairs accepts service for CDCR and certain headquarters executive staff at 10111 Old Placerville Road, Suite 100, Sacramento, CA 95827. It says it does not accept service for the federal Receiver, California Correctional Health Care Services or the Board of Parole Hearings.

Papers to serve in Folsom?
Where the county line runs
Folsom's eastern neighbor sits in another county. El Dorado Hills, about 5.1 miles from Folsom's center, is an unincorporated Census place on the El Dorado side. Its main ZIP Code areas are 95762 and 95682. The Census file also shows a tiny sliver of El Dorado Hills inside 95630, the ZIP Code area that's otherwise almost entirely Folsom.
The two courts work differently:
| Folsom (Sacramento County) | El Dorado Hills (El Dorado County) | |
|---|---|---|
| Civil and small claims | 500 G Street, Sacramento (civil); Carol Miller Justice Center (small claims) | Cameron Park Branch, 2927 Meder Road, Cameron Park |
| Clerk hours | Civil windows 8:30 a.m.–4:00 p.m.; Carol Miller closed Fridays | 8:00 a.m.–3:30 p.m., Mon–Fri; after-hours drop box |
| E-filing | Optional for all parties | Mandatory for represented parties (Local Rule 7.08.00) |
So before you file, check which side of the line the defendant, the property or the contract is on. Then tell us both addresses if you have them. We serve in El Dorado Hills and across El Dorado County, and our El Dorado County court filing page covers the Cameron Park side. Small claims across the county line
The Judicial Council's information sheet for small claims plaintiffs gives two service deadlines. If the defendant lives in the county, service must be complete at least 15 days before the trial. If the defendant lives outside the county, it's at least 20 days.
That five-day difference catches Folsom filers whose defendant lives a few minutes away in El Dorado Hills. Count from the trial date backward, use 20 days for an out-of-county defendant, and send the papers early enough that a second attempt still fits. The server signs a Proof of Service on form SC-104, and the sheet says it must go back to the court clerk as soon as the defendant has been served. Our proof of service guide walks through it. The Placer County side
To the north, Granite Bay is about 6.6 miles away in Placer County, another separate court. A Folsom case with a Granite Bay defendant is still served the same way, but the county on the papers and the court's rules follow where the case is filed.
Folsom cases inside Sacramento County
For anything on the Sacramento side, Folsom cases go to the same buildings as the rest of the county: 500 G Street for civil, the Carol Miller Justice Center for small claims cases and for evictions asking up to $35,000, and the Ridgeway courthouse on Power Inn Road for family law and probate. We can file at any of them and send the issued papers straight to service. See our Sacramento County court filing page for details.
Businesses and witnesses in Folsom
For a corporation or LLC with a Folsom office, the party to serve is usually its agent for service of process. Find the agent on the Secretary of State's bizfile Online, then check our pages on CSC, CT Corporation or the general guide to serving a corporation. Witness and records subpoenas go out on the same Service Request; our post on serving a subpoena in California lists what to include.
If the Folsom address turns out to be old, skip tracing looks for a current one.
