We serve summonses and complaints, small claims, eviction papers, restraining order papers, probate notices and subpoenas at Grass Valley homes and businesses, and on the rural roads that share its ZIP Codes. When the case still has to be opened, we file it at the courthouse in Nevada City first.

Grass Valley requests are handled from our Sacramento office, about 48 miles southwest in a straight line. Send the papers through a Service Request, email Service@ValproAttorneyServices.com, or phone 855-582-5776.

Grass Valley files in Nevada City

Grass Valley has no courthouse. The Superior Court of California, County of Nevada has two branches, Nevada City and Truckee, and Local Rule 2.05(C) decides which one takes a case. Anything that would be venued in Nevada County and arises from an occurrence or residence in the Truckee area, defined as eastern Nevada County east of the junction of Interstate 80 and Highway 20, goes to Truckee. Every other case goes to Nevada City. Grass Valley is on the Nevada City side.

The Nevada City Courthouse is at 201 Church Street, about 2.7 miles from central Grass Valley, center to center. The court's locations page lists the clerk's office at 8:00 a.m. to 4:00 p.m. and the building at 8:00 a.m. to 5:00 p.m. on weekdays, with the phone, (530) 362-4309, answered during clerk's hours.

Inside that branch, Grass Valley cases are spread across a few departments:

MatterWho hears itLocal rule
Civil cases of any type, except family lawThe judge regularly assigned to Department 64.15
Family lawThe judge assigned to the Family Law Department, unless a commissioner hears it5.00(B)
Child support cases with the local child support agencyA commissioner5.00(D)
ProbateThe probate calendar, with tentative rulings posted online8.27

Attorneys have had to e-file in Nevada County since July 1, 2022, under Local Rule 1.06. Self-represented filers are exempt and can still file in person or by mail. Our Nevada County court filing service takes care of either.

Two ZIP Code areas, mostly countryside

Grass Valley's addresses fall in two Census ZIP Code areas, and both reach far past the city limits. The Census Bureau's 2020 ZCTA to place relationship file shows:

ZIP Code areaLand areaInside Grass ValleyOther Census places
95945about 61 sq miabout 4.8 sq mi, roughly 8%a sliver of Rough and Ready
95949about 137 sq miunder half a square mileAlta Sierra, about 8.3 sq mi

About nine-tenths of the city's own land is in 95945. Most of 95949, more than 128 square miles of it, is outside any city or Census place, along with about 56 square miles of 95945. A tiny piece of the city also falls in Nevada City's 95959.

So a "Grass Valley, CA 95949" address might be in Alta Sierra, an unincorporated community the Census treats as its own place, or out on a county road miles from downtown. The court doesn't change; every one of those places files in Nevada City. The service plan does. Remote areas are subject to different timelines, so add directions, gate details, the color of the house or the name on the mailbox, and any dogs or caretakers to the Letter of Instruction. ZIP Code areas are Census approximations of postal ZIP Codes.

Small claims from Grass Valley

The court's small claims page sets the limit at $12,500. Free help comes from the Small Claims Advisor, a service of the court's Self-Help Center under CCP § 116.260. The court accepts walk-ins and takes requests through an online form, and its advisor page lists the phone, (530) 362-5328, as the least preferred way to reach it. The advisor can explain procedure and forms but doesn't prepare documents or represent anyone.

Service is where small claims cases stall. Local Rule 4.14 lets the court dismiss a small claims case without prejudice if no proof of service has been filed after two continuances for that reason. A dismissal means filing the case again. Have the claim served as soon as the hearing date is set, and file the proof well before the hearing.

The plaintiff can't serve their own claim. A Grass Valley defendant who is rarely home may be easier to find at work, so list the employer and shift on the Service Request.

Protective orders under Local Rule 4.13

Nevada County has its own timing for civil harassment, elder abuse and workplace violence restraining orders. Under Local Rule 4.13:

  1. Notice by 10:00 a.m. The other side, or their attorney, gets notice and copies of everything by 10:00 a.m. the day before the request is reviewed, unless a declaration shows good cause for not giving it. Notice can be excused if it's impossible, would defeat the order's purpose, or would risk immediate and irreparable harm.
  2. Papers by 4:00 p.m. The pleadings go to the Civil Division Clerk's Office by 4:00 p.m. the court day before review.
  3. Review at 8:30 a.m. A judicial officer reviews requests Monday through Friday starting at 8:30 a.m., generally on the papers alone, without oral argument.

Opposition papers follow the same 4:00 p.m. deadline and must be served on the other side that day. Once temporary orders issue, the restrained person still has to be personally served before the hearing. Tell us about firearms, a shared address, or anything else bearing on safety.

Papers to serve in Grass Valley?

Family law ex parte copies under Rule 5.01(H)

Family law emergency requests have their own copy rule. Local Rule 5.01(H), in the rules as amended July 1, 2026, says a party seeking an ex parte order gives copies of everything filed to the other parties by 4:00 p.m. on the day of filing. That step isn't formal service: the copies can go electronically, through a co-parenting app the parties already use, in hard copy, or through a third party, unless a restraining order bars contact.

Formal service comes after the judicial officer approves the Request for Order or other ex parte orders. That's when we serve the signed orders and the Request for Order on the other parent. Send the approved papers, the hearing date and the other party's home and work addresses.

Evictions and probate in Grass Valley

A Grass Valley unlawful detainer is filed in the Nevada City Branch. After personal service, a tenant has 10 court days to respond, according to the California Courts self-help guide. Local Rule 4.07(B) caps attorney's fees in a limited-court eviction that goes by default, or proceeds uncontested at trial, at $800 unless the landlord shows good cause. At the end of a case, the Sheriff's Civil Services office takes writs of possession with its Eviction Instruction Letter, Form 2.

Probate runs on a tentative ruling system. Under Local Rule 8.27, the court posts probate tentative rulings on its website by 2:00 p.m. at least one court day before the hearing, and anyone who intends to appear notifies the other side and the clerk by 4:00 p.m. the court day before. In conservatorships and guardianships, Local Rule 8.29 requires an extra copy of every filing to be served on the court investigator, with a proof of service filed. The court's probate page estimates a formal probate at 9 to 18 months. We serve notices and citations on heirs and interested parties in Grass Valley for cases in any California county.

After judgment: orders and debtor exams

Some papers have to be served after the case is decided. Two local rules spell out what Nevada County expects:

  • Signed orders after hearing. Under Local Rule 4.12(B), the party preparing an order after a law and motion hearing gets opposing counsel's approval of its form, and once the court signs it, the order is served on all parties within five days of receipt. The court doesn't take proposed orders before a hearing, except for ex parte matters, mandatory Judicial Council forms and evidentiary objections.
  • Debtor's examinations. Local Rule 4.11 says that if a judgment debtor who was properly served doesn't appear at the examination, the creditor can ask for a bench warrant or other relief.

That second rule depends on the word "properly." An order to appear for examination should be personally served, and the proof of service is what the court looks at before it acts. When a Grass Valley judgment debtor has to be served, send us the signed order, the examination date and every address you have.

The Sheriff's civil office and the City

The Nevada County Sheriff's Civil Services office is at 950 Maidu Ave #280, inside the Eric Rood Administrative Center in Nevada City, phone 530-265-1220, open weekdays 8:00 a.m. to 5:00 p.m. It encourages requests through its E-Services Portal, uses a Civil Instruction Letter (Form 1) for most documents, and says its forms follow Government Code § 26666.10, effective January 1, 2024. Sheriff's fees are due when documents are brought or mailed in.

To sue or serve the City of Grass Valley, CCP § 416.50 directs a summons on a public entity to its clerk, secretary, president, presiding officer or other head of its governing body. The city's website lists City Hall at 125 E. Main Street, Grass Valley, CA 95945, phone (530) 274-4350, open Monday through Thursday, 7:30 a.m. to 5:00 p.m. Plan any delivery for those days. Claims against a city follow their own deadlines, so check with your attorney first. This is general information, not legal advice.

Which judge gets a Grass Valley civil case?

What happens if my Grass Valley small claims defendant isn't served in time?

No. Alta Sierra is a separate Census Designated Place, an unincorporated community governed by Nevada County, and it sits in the 95949 ZIP Code area with only a small edge of Grass Valley.
