Exeter is a small incorporated city in Tulare County, about 2.5 square miles of land according to the Census Bureau's 2020 Gazetteer. We serve summonses, family law petitions, eviction papers, small claims and subpoenas at homes, businesses and rural parcels in and around town, and Exeter work runs from our Sacramento office, about 206 miles northwest.
There is no courthouse in Exeter. Every case that starts here is filed in Visalia or Porterville, and knowing which counter takes which paper saves a trip and a rejected filing.
Where Exeter cases are filed
Tulare County Superior Court's division pages list two civil filing counters, one in Visalia and one in Porterville. Most Exeter matters can start at either one. These are the counters an Exeter case actually uses:
| Matter | Where it's filed | Straight-line distance from Exeter |
|---|---|---|
| Civil, eviction, probate, family law | Civil Legal Filings, Room 201, 221 S. Mooney Blvd., Visalia, or Civil Legal Filings, South County Justice Center, 300 E. Olive Ave., Porterville | 9.7 miles to Visalia, 17.5 to Porterville |
| Small claims | The small claims page lists the same two counters | Same |
| Juvenile, north county | William Silveria Jr. Juvenile Justice Center, 11200 Avenue 368, Room 201, Visalia | 15.1 miles |
| Juvenile, south county | South County Justice Center, Porterville | 17.5 miles |
| Child support (DCSS) | Clerk of Court inside the Visalia DCSS office, 8040 W Doe Ave, Monday through Thursday; Room 201 or Porterville on Fridays | Varies |
The Visalia building is open 8:00 a.m. to 4:00 p.m., Monday through Friday, according to its location page. The Porterville page says its outside windows are open over the same hours for limited services.
One trap on child support filings: the family law page says papers left at the Porterville DCSS office, 259 N Main St, are not filed that day. DCSS couriers them to the clerk as a courtesy, and they are filed when the clerk receives them. If a deadline is close, file at a clerk's counter.
Family law papers from an Exeter household
Under Local Rule 934(a), an Exeter petitioner may file the first family law papers in Visalia or in Porterville. The family law page also sets the residency test for a divorce: one spouse must have lived in California for the last six months and in the county for the last three. After the petition is filed, we serve the respondent wherever they live in California.
Tulare's rules for short-notice family hearings are strict, and they decide what the other side must receive:
- Where to file. Local Rule 907(a) sends an emergency short notice request to Room 201 in Visalia or the counter clerk in Porterville, depending on where the case was filed.
- Vehicle orders. A short notice order for exclusive use of a vehicle needs facts showing the other party has transportation, doesn't need it, or that the children's immediate interests require it.
- Leaving the home. An order removing a party from a residence needs facts showing domestic violence, the dates, and that physical harm would follow without the order.
- Payments. An order to pay obligations on short notice needs financial facts and a completed Income and Expense Declaration with at least an estimate of the other party's gross income.
Defaults in a divorce have a mailing rule of their own. Local Rule 924 says envelopes given to the clerk for mailing to a party in default must carry the clerk's return address, not the moving party's. The rule prints both: Room 201 at the County Civic Center in Visalia, or 300 E. Olive Avenue in Porterville, with the case number.
A new Exeter civil case: what goes out with the summons
Tulare County runs civil cases on a case management schedule set the day the complaint is filed. Local Rule 600(a)(1) has the clerk set a Case Management Conference at least 120 days out, and the plaintiff must serve a Notice of CMC on every defendant along with the summons and complaint. Leave that notice out and the papers have to go out again.
A cross-complaint that brings in a new party needs the same notice, under Rule 600(a)(2). Rule 600(a)(4) sets 60 days from filing for the proof of service of the CMC notice, and it can share a proof of service with the summons. Before the conference, Rule 600(a)(5) has the parties meet and confer and agree on a mediator and a mediation date, using the court's ADR package.
When you send a new Exeter complaint for service, include the Notice of CMC in the PDFs. Our proof of service guide shows how the server's declaration lists each document served.
Tentative rulings and ex parte dates
Tulare County uses a tentative ruling system in civil law and motion. Under Local Rule 701, the ruling is available by 3:00 p.m. the court day before the hearing, by phone at (559) 737-4339 or on the court's website. To argue, a party must call the other parties or tell them in person, and notify the court by 4:00 p.m. by phone at (559) 730-5010, by fax or by email to the research attorney. The court's tentative rulings page says it issues none on writs of possession, writs of attachment, claims of exemption, claims of right to possession, motions to tax costs after trial, motions for new trial or motions to continue trial.
Ex parte dates are reserved directly. Local Rule 704 makes the attorney call the assigned judge's clerk for a date and time, and requires all papers on file by 10:00 a.m. the day before the hearing. If the judge is out, the court's Administrative Office says which judge will hear it. When notice of an ex parte hearing has to reach someone in Exeter in person, send it to us the moment the date is set, and call 855-582-5776 so we know the deadline.
Papers to serve in Exeter?
Evictions in Exeter
An unlawful detainer for an Exeter rental is filed at either civil counter. The tenant's time to answer turns on how the papers were delivered, according to the state court self-help page:
- Handed to the tenant: 10 court days, counting from the day after service and leaving out weekends and court holidays.
- Left with another adult or posted, then mailed: 10 calendar days after the mailing, then 10 court days.
- Served through Safe at Home: 15 court days.
Posting a summons in an eviction is governed by CCP § 415.45 and needs a court order first. Starting January 1, 2027, AB 747 adds that reasonable diligence before substituted service is shown by attempting personal delivery on at least three occasions, on three different days at three different times (CCP § 415.20(b)(2)). Our AB 747 guide covers the change.
The court's civil page lists several points that affect the trial itself. Witnesses for an eviction trial must be personally served with a subpoena and given reasonable notice. The party asking for a jury posts the jury fees five days before trial. After a judgment for possession, the Sheriff posts a notice to vacate, and the tenant has five days to leave. For tenants, the page points to Tulare-Kings Counties Legal Services at 208 West Main Street, Suite U-1, Visalia, (559) 737-8770.
Send the summons, the complaint, the notice that ended the tenancy, the unit number and the names of every adult occupant.
The 93221 ZIP Code area around Exeter
The city covers only a small part of its ZIP Code area. In the Census Bureau's 2020 relationship file, ZIP Code area 93221 has about 132 square miles of land:
- About 1.9% is inside the City of Exeter.
- About 97.9% lies outside any city or Census-designated place.
- Small pieces fall in the Lindcove, Tooleville and Lemon Cove Census-designated places.
So an "Exeter, CA 93221" address can be a rural parcel or a county road miles from downtown, under the County of Tulare rather than the city. Give us the full address, the nearest cross roads, a map pin for the right driveway, and gate or dog details. If the person works an early or late shift, say so, because an early or late attempt can reach someone a midday visit misses. Census ZIP Code areas approximate postal ZIP Codes, so treat the split as a guide.
Copies and conformed copies by mail
If you need papers from a Tulare file before service, the court's own rules govern the paperwork. Local Rule 505 says conformed copies come back by mail only when the request includes a self-addressed stamped envelope. The family law page lists $0.50 per page for copies and $40.00 more per document for certification, filled in 7 to 10 working days. A mailed request takes a check to "Clerk of the Court" with the maker's name and address preprinted, and the page suggests writing "not to exceed $50.00" when the total is unknown. A certified divorce judgment is $15.00 plus $0.50 per page.
Paternity files are tighter. Copies are given only to the parties on the case, in person, with picture identification. Our document retrieval service can pull copies from a Tulare file that isn't restricted.
Small claims for an Exeter dispute
The small claims page caps claims at $12,500 and asks the plaintiff to make a demand on the defendant first, if possible. A claim belongs in the county where the defendant lives or the business is located, where the damage happened, or where the contract was signed or carried out. The page warns that a claim filed in the wrong court is dismissed unless every defendant appears and agrees to the hearing.
The plaintiff can't serve the claim personally. The page lists service by a law officer, by any adult who isn't a party, by clerk's certified mail, or by substituted service, and it asks plaintiffs who use certified mail to check that the receipt came back. For help with the forms, the court refers small claims parties to the Self-Help Resource Center at (559) 737-5500.
Serving an Exeter business
For a corporation or LLC, look up its agent for service of process on the Secretary of State's bizfile Online and send us the agent's name and address. A small local company may list its owner at a Tulare County address. A larger company often names CSC or CT Corporation, and we can serve that office instead. Our serving corporations page explains each option. If the party has moved on, skip tracing looks for a current address.
