Where a Visalia case gets filed

Tulare County Superior Court's main building is the County Civic Center at 221 S. Mooney Blvd., Visalia, CA 93291. On the court's civil, small claims and probate pages, the counter for "Civil Legal Filings" is Room 201 in that building. Criminal and traffic payments are taken in Room 124.

The court's civil division covers money, property, contract and injury disputes, plus unlawful detainers, restraining orders and name changes. Probate cases start when a petition is filed with the same Legal Filings counter.

A second full civil counter sits in Porterville, about 25 miles to the southeast. The court lists both places for civil legal filings, so a case from Visalia doesn't have to be filed in Visalia. Here's what the court's locations page shows:

Visalia or Porterville: picking the courthouse

Most Visalia filers use Mooney Boulevard because it's close. Two local rules matter if you're weighing the south county building:

  • Family law. Local Rule 934(a) says initial pleadings may be filed at either the Visalia Courthouse or the South County Justice Center. The exception is a Hague Convention petition for the return of a child, which must be filed in the Visalia Division.
  • Civil cases. Under Local Rule 600(a)(8), if all parties sign a written stipulation and give it to the clerk at least 15 days before the Case Management Conference, the case is assigned for all purposes to the South County Justice Center.

Emergency short-notice family hearings go to the clerk in Room 201 in Visalia or the counter clerk in Porterville, depending on where the case was filed (Local Rule 907). If you send us a filing, tell us which courthouse the case lives in so it reaches the right window.

Child support cases have their own filing window

Department of Child Support Services cases don't go through Room 201 on most days. The court's family law page says DCSS papers are filed with the Clerk of Court inside the Visalia DCSS office at 8040 W. Doe Ave., Monday through Thursday, 8 a.m. to 4 p.m. On Fridays they can be filed in Room 201 or at the South County Justice Center.

Papers dropped at the Porterville DCSS office, 259 N. Main St., are couriered to the clerk and filed on arrival, not the same day. The Dinuba courthouse has no clerk window for DCSS cases. DCSS matters are heard in Dinuba on Monday, Wednesday and Thursday and at the South County Justice Center on Tuesdays.

E-filing is accepted but not required here

This is where Tulare County differs from many California courts. The court's Basic eFiling FAQ answers "Is eFiling mandatory?" with: "No. eFiling is currently not mandated for any case type." The court accepts e-filed documents in civil, family, probate, small claims and adoption cases, but only through an approved Electronic Filing Service Provider, since the court can't take e-filings directly.

A few rules from the court's eFiling pages that trip people up:

  • A document received between 12:00 a.m. and 11:59:59 p.m. on a court day counts as filed that day. One that arrives on a non-court day is filed the next court day.
  • PDFs must be text-searchable under Rule of Court 2.256(b)(3), and exhibits need electronic bookmarks under Rule 3.1110(f).
  • Each document that needs its own file stamp goes in as its own entry, including a proposed order.
  • E-filing alone isn't consent to electronic service. Rule of Court 2.251 needs express consent.
  • Unlimited civil complaints are available to the media on submission, before the court accepts them, and the court says it can't redact e-filed papers.

If you'd rather not set up an EFSP account for one Tulare case, we can take the filing for you. Our Tulare County court filing page explains how, and the California court e-filing guide covers the statewide picture.

Papers to serve in Visalia?

The 60-day service rule in Tulare County

Tulare County's local rules set a short clock for civil cases. Local Rule 604(a) requires the complaint to be served, and a proof of service filed for each named defendant, within 60 calendar days of filing. To get more time, you file a Request for Extension of Time that shows good cause. If neither happens, the court issues an Order to Show Cause about sanctions, and the rule says that serving late after the OSC doesn't stop the sanction. A defendant's answer doesn't excuse the proof of service either.

Local Rule 600 adds a second item to the packet. When a complaint is filed, the clerk sets a Case Management Conference at least 120 days out, and the plaintiff has to serve the Notice of CMC with the summons and complaint. Proof of service of that notice is also due within 60 days of filing.

For a Visalia Service Request, that means two things:

  1. Put the Notice of CMC in the PDFs you upload, with the summons, complaint and civil case cover sheet.
  2. Write the filing date in the Letter of Instruction, so the 60-day mark is visible from the start.

The proof of service guide explains what the returned proof contains and who signs it.

Small claims papers in Visalia

Tulare County small claims cases are capped at $12,500, and attorneys can't appear for a party at the hearing. The court's page lists four ways to serve the Plaintiff's Claim and Order to Defendant: a law officer, a process server or any non-party adult, certified mail sent by the clerk, or substituted service. You can't serve it yourself.

Timing needs care. The court's page says service must be done at least 10 days before trial for a defendant in the county, and 15 days for one outside it. The statute is stricter. Code of Civil Procedure § 116.340(b) says 15 days in the county and 20 days outside it, and § 116.340(c) requires the proof of service to be filed at least 5 days before the hearing. Use the statute's numbers when you count back from the hearing date.

If certified mail from the clerk hasn't come back signed, a personal service attempt is the next step. Send the claim with the hearing date and we'll tell you whether Rush makes sense.

Eviction papers in Visalia

Landlords file unlawful detainer cases with the civil division in Room 201 or in Porterville. The court's general eFiling page notes that a limited civil unlawful detainer complaint is automatically filed as confidential under Code of Civil Procedure § 1161.2.

The civil page also describes the end of the case: after a judgment for possession, the landlord gets a Writ of Possession, the Sheriff posts a Notice to Vacate, and the tenant has five days to move before the Sheriff removes them. The court doesn't provide foreign language interpreters for unlawful detainer cases, only sign language interpreters, so a landlord or tenant who needs one should plan for it.

We serve the notices and the summons and complaint packet on tenants at the unit address. Include the unit number and any other adults you expect to be living there.

Visalia addresses and the rest of Tulare County

Visalia had 141,384 residents in the 2020 Census, and the Census Bureau's July 1, 2025 estimate is 146,541. Three Census ZIP Code areas overlap the city: 93277, 93291 and 93292. Parts of them reach into unincorporated county land, and every one of those addresses still files with the same Tulare County court.

Most addresses in town are routine: subdivisions, apartment complexes, offices along Mooney Boulevard and downtown. Farm and packing work is a bigger factor around the county. When the person works at a ranch or a packing shed, give us the site name, the road and the gate, and the shift hours if you know them.

The east side of the county is different. The foothills along Highway 198 toward Three Rivers and Sequoia National Park, and the mountain areas beyond, take longer to reach, and remote areas are subject to different timelines. Tell us the full address on the request and we'll confirm the timing before you count on it.

How do you serve a company in Visalia?

For a corporation or LLC, the party to serve is usually the agent for service of process listed with the California Secretary of State, not a store manager. Search the entity on bizfile Online and send us the agent's name and address, even when that address is in another county. Many companies list a commercial agent such as CSC Lawyers Incorporating Service or CT Corporation. Our guide to serving corporations covers every method.

Can a Visalia case be filed at the Porterville courthouse instead?

Often, yes. The court's civil, small claims and probate pages list two civil legal filing counters: Room 201 at 221 S. Mooney Blvd. in Visalia and the South County Justice Center at 300 E. Olive Ave. in Porterville. For family law, Local Rule 934(a) lets initial pleadings go to either one, except Hague Convention petitions for the return of a child, which must be filed in Visalia. Source: tulare.courts.ca.gov and the Local Rules effective July 1, 2026, checked October 2026.

Do attorneys have to e-file in Tulare County Superior Court?

Not at the time we checked. The court's Basic eFiling FAQ says eFiling is currently not mandated for any case type. It is accepted in civil, family, probate, small claims and adoption cases through an approved Electronic Filing Service Provider. Counter filing in Visalia or Porterville is still an option. Source: tulare.courts.ca.gov eFiling pages, checked October 2026.

How long do I have to serve the complaint after filing in Tulare County?

Local Rule 604(a) gives 60 calendar days from filing to serve the complaint and file a proof of service for each named defendant, unless you file a Request for Extension of Time showing good cause. Miss it and the court issues an Order to Show Cause about sanctions. Source: Tulare County Superior Court Local Rules effective July 1, 2026, checked October 2026.

Where do I file papers in a child support (DCSS) case from Visalia?

The court's family law page says the Clerk of Court window inside the Visalia DCSS office at 8040 W. Doe Ave. takes those filings Monday through Thursday, 8 a.m. to 4 p.m. On Fridays, use Room 201 at the Visalia courthouse or the South County Justice Center. Papers left at the Porterville DCSS office are couriered over and are not filed the same day. Source: tulare.courts.ca.gov, checked October 2026.

How many days before a small claims hearing must the defendant be served?

Code of Civil Procedure § 116.340 requires at least 15 days before the hearing for a defendant who lives in the county and 20 days for one who lives outside it, and the proof of service must be filed at least 5 days before the hearing. The Tulare small claims page still shows shorter 10- and 15-day periods, so plan around the statute. Sources: CCP § 116.340 and tulare.courts.ca.gov, checked October 2026.

Do you serve in Three Rivers and the other foothill towns?

Yes. We take addresses anywhere in Tulare County, including the foothills along Highway 198 toward Sequoia National Park and the mountain communities in the east part of the county.
