California Hot Springs is one of the smallest places on our list. The 2020 Census counted 50 residents in its census designated place, which covers about 0.9 square miles of land in the mountains of southeast Tulare County. The Census Bureau's own survey estimate for the years since is too uncertain to be useful, with a margin of error larger than the estimate itself.
Small doesn't mean simple. A process server in California Hot Springs, CA is working at the far end of a long drive, at an elevation the U.S. Geological Survey's elevation service puts at about 3,660 feet for the Census center point. The courthouse that takes most local filings, in Porterville, sits at roughly 460 feet. This page covers the court side and the practical side of serving papers up there.
The 93207 area, by the numbers
The Census Bureau's ZIP Code tabulation area for 93207 covers about 52 square miles of land, and all of it is in Tulare County. Two census designated places fall inside it: California Hot Springs, at about 0.9 square miles, and Pine Flat, at about 1 square mile. Together they account for less than 4% of the ZIP Code area's land. Everything else, about 50 square miles, belongs to no named Census community.
So a 93207 address can be a home in either community or a property miles from both. If a house sits well back from the road, or its number isn't posted where a driver can see it, a mailing address alone may not get a server to the right door.
Nearby places have their own codes. Posey, about 6 miles west, uses 93260 and is also in Tulare County. Glennville and Woody, to the south and southwest, are in Kern County. That county line matters more than it looks, and we come back to it below.
Filing in Porterville
Tulare County Superior Court accepts civil-side filings at two counters, and its civil, family law, probate and small claims pages list both. For California Hot Springs, the South County Justice Center at 300 E. Olive Ave., Porterville, is about 23 miles away in a straight line. The Visalia courthouse at 221 S. Mooney Blvd. is about 48 miles.
The court's Porterville page lists civil, family law, restraining orders, domestic violence, criminal, traffic and CARE Court among the cases it serves. The building is open Monday through Friday from 8 a.m. to 4 p.m., with outside windows open those same hours for limited services. Its phone number is 559-782-3700. The court doesn't divide the county by ZIP Code, so a mountain case can be filed at either counter.
Here's how typical matters route:
- Unlawful detainer, contract and other civil suits: Porterville or Visalia Room 201.
- Small claims: either location; the small claims page lists both contacts.
- Divorce, custody, support and domestic violence orders: Porterville or Visalia.
- Probate, guardianship and conservatorship: Porterville or Visalia.
- Government child support (DCSS) filings: the clerk inside the Visalia DCSS office, 8040 W. Doe Ave., Monday through Thursday; Room 201 or Porterville on Fridays.
When Visalia is worth the extra distance
Most mountain filers will choose Porterville. Visalia has its uses, though. Its Self-Help Resource Center is in Room 203 of the same building as the filing counter. The DCSS clerk's office is on Doe Avenue in Visalia for four days of the week. And copies of family law records can be requested by mail with a self-addressed envelope, which saves anyone a trip down the mountain at all.
The court's eFiling FAQ makes the distance question smaller still. It says e-filing isn't currently mandated for any case type, but it's available through approved providers for civil, small claims, probate and family matters. For a party who lives an hour or more from either counter, filing electronically and saving the drive for hearings is often the better plan. Our Tulare County court filing service can file electronically or in person.
Across the line: Glennville and Woody
Kern County starts a few miles south of California Hot Springs. Kern's court uses a venue table, Appendix A to its local rules, that assigns every community to a courthouse by ZIP Code. It lists Glennville (93226) and Woody (93287) under the Metropolitan Division in Bakersfield, about 41 miles from California Hot Springs in a straight line.
That has two effects. First, a case that belongs in Kern County because of where a Glennville defendant lives, or where a contract was signed, goes to Bakersfield, not to Porterville. Second, if you're suing in Tulare County and the defendant lives across the line, they are an out-of-county defendant for deadline purposes. In a small claims case, that means 20 days' notice before the hearing instead of 15, under the rule the Judicial Council's guide describes.
Which county a case belongs in depends on venue rules, not on who is closest. Our pages for Glennville and Woody cover the Kern side. This is general information, not legal advice.
Papers to serve in California Hot Springs?
Deadlines that are harder to meet on a mountain
Court deadlines don't stretch for distance. A few that come up often:
- Civil complaints. California Rules of Court, rule 3.110(b), requires service on every named defendant, with proofs of service filed, within 60 days after the complaint is filed.
- Evictions. Once served personally, the tenant has 10 court days to answer. Substituted service adds 10 calendar days before that count starts.
- Small claims. 15 days before the hearing for an in-county defendant, 20 days for one in another county. Tulare's small claims page still prints shorter periods; use the longer ones.
- Restraining orders. The order and hearing notice have to be personally delivered before the hearing date on the order.
With a remote address, each attempt costs real travel time, so a missed attempt eats more of the calendar than it would in town. Remote areas are subject to different timelines, which is why we ask about deadlines up front. When a hearing is close, say so in the request and we'll tell you honestly whether the timing can work. We make no guarantees for service.
Family and probate papers from a mountain household
Service sets the clock in a divorce. The court's family law FAQ says a dissolution becomes final six months and one day from the date of service, provided all the required documents have been filed. So the day the respondent is handed the petition matters, and a slow first attempt pushes the whole case back. The same FAQ tells a person who has been served to consult an attorney or file a response within 30 days.
For custody or visitation changes, the court's page explains that a hearing date comes from filing a Request for Order, form FL-300. That request and the papers filed with it then have to be served on the other parent before the hearing, which can be hard when one parent lives on the mountain and the other in the valley. Send both addresses if you have them.
Probate starts when a petition is filed with the court's Legal Filings Department, at either counter. The court's probate page notes that Family Court Services conducts the court-ordered investigations in relative guardianships and in every probate conservatorship. Notices to relatives often go to several addresses, so list each person with their full address, mountain or not.
A contested eviction, step by step
Tulare's civil page lays out what happens after a tenant answers an unlawful detainer. Either side can ask for a trial date by filing a Request for Setting. If the landlord files one without asking for a jury, the tenant has five days from the mailing date to file a counter request asking for a jury. The party who wants the jury posts the first jury fees, which are due five days before trial.
Changing a trial date takes a motion for continuance or a written stipulation, each with a declaration showing a good reason, and a filing fee. The court asks parties to bring at least three copies of every document to trial. For a landlord with a mountain rental, that means more than one trip to Porterville or Visalia, and possibly witness subpoenas that have to be personally served before the trial.
Serving a business with a local presence
If the papers are for a business rather than a person, the usual target is the agent for service of process listed with the California Secretary of State. That agent may be miles from the mountain, which can make service easier, not harder. Our serving corporations page explains how to find the agent and what to send.
The new diligence standard
From January 1, 2027, California's substituted service statute spells out what reasonable diligence looks like. Three good-faith attempts at personal delivery, on three different days and at three different times of day, show the diligence needed before papers can be left with another adult at the home (CCP § 415.20(b)(2)). In a place this remote, those attempts take planning, and the server's notes for each one become part of the record.
Our AB 747 guide explains the law, and our guide to who can serve papers in California covers the rules for servers. California Hot Springs is about 245 miles from our Sacramento office, and the request is managed from there.
What helps a server find the right home
Mountain service goes faster with the right details. Include as many of these as you can:
- The physical location, with the road name and the nearest intersection or mile marker.
- A description of the house, the driveway, any gate and any posted name or number.
- Coordinates, if you or your client have them from a map or a property record.
- Access notes: locked gates, dogs, a long dirt drive, or a shared road.
- When the person is home, and whether they also have an address in Porterville, Bakersfield or elsewhere.
- A photo of the person, for restraining orders and other personal-service-only papers.
If the address you have turns out to be wrong, skip tracing can look for a current one. Our post on finding a defendant in California explains how that search works.
Starting the request
Send the papers through our Service Request form with up to 5 PDFs. Pick Rush or Standard, add the details above, and tell us about any hearing date. You'll get a confirmation email, and every update comes in that thread. Once service is complete, the signed proof comes back to you; our proof of service guide shows what it contains.
