Pomona sits at the eastern edge of Los Angeles County, and that edge shapes almost every case here. The city keeps a full civil and family courthouse on Civic Center Plaza, yet its landlord cases and small claims travel west to West Covina. A few miles east, the county line puts Montclair, Upland, Chino and Ontario under a different court entirely.
We serve summonses, family law petitions, eviction papers, subpoenas and restraining orders at Pomona homes, apartments, campuses and workplaces. Everything is coordinated from our Sacramento office, and we can file the case too. Open a Service Request or email the PDFs to Service@ValproAttorneyServices.com.
Four courthouses for one city
On October 28, 2026, we ran the Los Angeles Superior Court's filing court locator for all three Pomona ZIP Codes, 91766, 91767 and 91768. Each one returned the same split.
Pomona Courthouse South, 400 Civic Center Plaza, Pomona 91766
- Unlimited civil cases, over $35,000
- Family law
- Restraining orders
West Covina Courthouse, 1427 West Covina Parkway, West Covina 91790
- Unlawful detainer
- Small claims
Norwalk Courthouse, 12720 Norwalk Blvd., Norwalk 90650
- Limited civil collection cases, $35,000 or less
Stanley Mosk Courthouse, 111 North Hill Street, Los Angeles 90012
- Probate
- Limited civil cases that aren't about collection
From Pomona, West Covina is 8.5 miles away in a straight line, Norwalk 21.2 and downtown Los Angeles 37.3. Clerk's Offices at all four keep the court's standard weekday hours, 8:30 a.m. to 4:30 p.m., except court holidays.
Urgent hearings in the East District
Local Rule 2.2 groups three courthouses into the court's East District: Pomona Courthouse South, El Monte and West Covina. Pomona's urgent matters split between two of them, and each keeps its own clock.
- Civil ex parte requests at Pomona Courthouse South. The directory says they're heard at 9:00 a.m. in the department, and the application has to be in the Clerk's Office at 8:30 a.m.
- Eviction ex parte requests in West Covina. They're heard at 11:00 a.m. in Department 2, Monday through Friday.
- Domestic violence help. A Domestic Violence Clinic shares Room 730, on the 7th floor of the Civic Center Plaza building, with the Self-Help Center.
Parking differs as well. West Covina offers free four-hour parking in designated areas, though the court reserves some levels for its employees. If the other side needs notice of an emergency hearing, put the hearing time on the Service Request so our attempts are planned around it.
Inside Pomona Courthouse South
The court's directory lists Civil, Criminal, Family Law, Juvenile Dependency and Juvenile Justice at the Civic Center Plaza building. Small claims and unlawful detainer aren't on that list, which matches the locator.
Several counters share the 1st floor, Room 101: the unlimited civil Clerk's Office, the Family Law Clerk's Office and the criminal and juvenile clerks. Family Court Services mediation is in Room 125. The Self-Help Center and Family Law Facilitator Office are on the 7th floor, Room 730. Public parking is in the lot on 7th St., on the south side of the courthouse.
If you're filing a Pomona divorce, the petition goes to Room 101, and the response papers get served wherever the other party lives or works. A family law summons is usually proved on form FL-115. See our proof of service guide for which form fits which case.
Tenant cases and small claims in West Covina
A Pomona landlord files the eviction in West Covina, not on Civic Center Plaza. The West Covina directory puts the Unlawful Detainer Clerk's Office and the Small Claims Clerk's Office in the same room, Room 107. It also says the court gives free four-hour parking in designated areas, with some levels kept for court staff.
Before eviction papers go out, check that the summons names West Covina. A tenant who reads the wrong courthouse on the papers may go to the wrong building, and fixing it costs time in a fast case.
Small claims runs on its own clock. Form SC-104B tells plaintiffs to count back 15 days from the trial date for personal service. Substituted service needs 25 days, because it's counted from the date the papers were mailed. The person suing can't serve the claim personally. Any adult who isn't a party can (CCP § 414.10).
Claremont, La Verne and the other LA County neighbors
Pomona's routing isn't unique to Pomona. We ran the locator for five neighboring Los Angeles County cities the same day: Claremont (91711), La Verne (91750), San Dimas (91773), Diamond Bar (91765) and Walnut (91789). All five matched Pomona exactly: civil, family and restraining orders at Pomona Courthouse South, evictions and small claims in West Covina, collection in Norwalk, probate downtown.
That helps if your case has parties in more than one of these cities. A plaintiff in Claremont and a defendant in Pomona start from the same courthouse map.
Papers to serve in Pomona?
Where Los Angeles County ends
Montclair is 3.7 miles from Pomona and sits in San Bernardino County. So do Upland, Chino and Ontario, each within about 9 miles. The Los Angeles locator doesn't place them at all: a query for Montclair 91763 returned nothing. Cases filed in those cities go to San Bernardino County Superior Court.
The line gets blurry right at Pomona's edge. San Bernardino's own "Where Can I File?" page lists "parts of Pomona" among the areas served by the Civil Division of its Rancho Cucamonga District, 8303 Haven Avenue. One of its restraining order lists names "Portions of Pomona (Phillips Ranch)." The Los Angeles locator, meanwhile, lists a Phillips Ranch community under 91766 and sends it to Pomona Courthouse South.
For filing, that means a Pomona mailing address alone doesn't settle the county. Confirm where the parcel lies before choosing a court.
For service, the county line changes less than you might think. Our server goes to the street address either way. What changes is timing in small claims. SC-104B adds five days when the defendant is outside the county: 20 days before trial for personal service, 30 for substituted. A Los Angeles small claims case against a Montclair defendant needs that longer runway.
Serving someone on a campus
The locator lists a community called Cal Poly Pomona under ZIP 91768, a reminder that a university campus shares that ZIP Code with the city. Campuses, hospitals and large employers share a problem: one street address can cover thousands of people.
For a person who works or studies on any large campus, send us:
- the building name or number, and the room or office
- the department or employer, if it isn't the campus itself
- the days and hours the person is usually there
- a photo or a description, since a front desk may not confirm who someone is
If the person is an employee and can't be reached in hand, CCP § 415.20 allows substituted service at a usual place of business, left with the person apparently in charge and followed by a mailed copy, after reasonable diligence. Service that way is complete on the 10th day after the mailing.
Records subpoenas are different. A subpoena for business records usually goes to the custodian of records, not to the person whose records they are. Our post on how to serve a subpoena in California covers both kinds.
Companies with a Pomona address
A business sued in Pomona is usually served through its agent for service of process. Look the entity up on bizfile Online and copy the agent's name and street address exactly as listed. If the agent is a professional registered agent company, the papers go to someone that company authorizes to accept them. Our guides to CSC Lawyers Incorporating Service and CT Corporation cover two of the most common ones, and the main serving corporations page covers the rest.
Filing first, then serving
Most Pomona civil cases start at a counter or through eFiling, and the summons can't go out until the court issues it. We handle both steps under the same request. Tell us which courthouse has the case, using the split above, and whether you want the filed papers back before service starts. One local form travels with the summons. Every new civil case is filed with LACIV 109, the Civil Case Cover Sheet Addendum and Statement of Location, and Local Rule 2.3 says a copy of it must be served with the summons and complaint. Include it in the PDFs you send. Our Los Angeles County court filing page lists what to send. Our post on same-day court filing explains when a fast filing is realistic.
Status updates come by email. If the defendant has moved, skip tracing looks for a current address, and we wait for your approval before trying again. Starting January 1, 2027, the diligence needed before substituted service is shown by attempts on at least three occasions, on three different days at three different times; our AB 747 guide explains the change. We make no guarantees for service.
