West Covina has a courthouse inside the city limits, yet that building only takes part of the city's civil work. Evictions and small claims stay on West Covina Parkway. Divorces, restraining orders and civil suits over $35,000 travel about 9 miles east to Pomona. Getting the building right matters before the summons is issued, because the tenant or defendant will read that address and show up there.
We serve summonses, subpoenas and every other legal document at West Covina homes, apartments and businesses, and we file at either courthouse. Start a Service Request with the documents attached, or email Service@ValproAttorneyServices.com.
Which courthouse takes a West Covina case?
Los Angeles Superior Court assigns cases to buildings through its Filing Court Locator, which works from the community name and ZIP Code. We ran all three West Covina ZIP Codes on October 29, 2026, and each one returned the same answer. Distances are straight-line from the city's Census center point.

Local Rule 2.2 places West Covina in the court's East District, which has three buildings: Pomona Courthouse South, the El Monte Courthouse and the West Covina Courthouse. El Monte's directory entry lists only criminal and traffic, so a civil summons for a West Covina case shouldn't name it.
Inside the West Covina Courthouse
The directory lists civil, criminal, small claims, traffic and unlawful detainer divisions at 1427 West Covina Parkway. For civil filers, one room does most of the work. The Small Claims Clerk's Office and the Unlawful Detainer Clerk's Office share Room 107. Criminal matters use Room 120B and traffic Room 120D.
The building opens at 8:00 a.m. Clerks accept filings from 8:30 a.m. until 4:30 p.m. on court days. When a landlord or tenant needs an urgent order in an eviction case, the directory says ex parte hearings are called at 11:00 a.m. in Department 2, every weekday.
If you plan to file in person and then hand us the conformed copies for service, put the case number and the Room 107 filing date in the Letter of Instruction. That lets us check the papers against the court record before the first attempt.
Larger civil suits and family law go to Pomona
Pomona Courthouse South handles West Covina's unlimited civil cases, along with divorce, custody, support and domestic violence or civil harassment restraining orders. The directory puts the unlimited civil clerk, the family law clerk and the juvenile clerk together in Room 101 on the first floor.
Two details from that directory help with timing. For civil ex parte requests, the application is filed at the clerk's window at 8:30 a.m. and heard in the department at 9:00 a.m. Family Court Services runs custody mediation from Room 125, and the Self-Help Center and Family Law Facilitator are on the seventh floor in Room 730. Public parking is in the lot on 7th Street, south of the building.
For a West Covina family case, the summons will carry the Pomona address. A petition served on a spouse who lives in West Covina is usually proved on form FL-115, and a domestic violence order on DV-200.
Collection suits and probate leave the San Gabriel Valley
A limited case asks for $35,000 or less. When it's a debt collection case, the locator assigns West Covina to the Norwalk Courthouse, where the Civil Clerk's Office is on the first floor in Room 101. Any other limited case, such as a small contract dispute, goes to Stanley Mosk in downtown Los Angeles.
Probate for a West Covina estate, trust or guardianship is filed at Stanley Mosk as well. Local Rule 2.3 keeps nearly all probate work in the Central District. The only exception is for the North District, whose one courthouse is in Lancaster, and it applies only when the decedent, the petitioner or another key person lives in that district.
Picking the right district for an unlimited case
The locator's answer is a starting point, and Local Rule 2.3 sets the actual criteria. Many unlimited civil cases may be filed either in the Central District or in another district that fits the facts. The rule lists the test for each type:
- Contract cases: where the contract requires performance, or where the defendant lives.
- Real property and title disputes: where the property sits.
- Employment cases: where the work was done, or where the employer lives or does business.
- Torts other than personal injury: where the claim arose.
Personal injury is mandatory, not optional. An unlimited case for bodily injury, wrongful death or damage to personal property must be filed in the district where the incident happened. A crash on a West Covina street is therefore an East District case. The rule also sends every class action and asbestos case to the Central District.
Whatever the type, the plaintiff signs form LACIV 109 to explain the location choice, and a copy goes out with the summons.
Papers to serve in West Covina?
West Covina ZIP Codes and the city line
The Census Bureau's 2020 file matching ZIP Code areas to places shows how closely West Covina's ZIP Codes follow its boundary:
- 91790 is about 99.7% West Covina, with tiny slivers in Valinda and Baldwin Park.
- 91791 is about 99.3% West Covina, with small pieces in Valinda and unincorporated land.
- 91792 is about 95.8% West Covina. About 3.7% lies in South San Jose Hills, and a sliver touches Walnut.
For service, none of this changes much: the server goes to the street address you give us. For filing, an address just outside the city may route differently under a different community name, so run the exact community through the locator if the property sits near the edge. The locator already treats Woodside Village, listed under 91792, the same as West Covina.
Small claims: count back from the court date
Small claims is filed and heard at the West Covina Courthouse, and service runs against a fixed calendar. The Judicial Council's self-help guide sets the minimums:
- Personal service must happen at least 15 days before the court date, or 20 days if the defendant is in a different county from the court.
- Substituted service, where the papers are left with another adult and mailed, needs to be done 10 days before that personal-service deadline.
- Weekend or holiday deadlines move to the last court day before them.
Count back from the date on page 1 of the claim, starting with the day before the hearing as day 1. If that leaves less than a week, choose Rush and call 855-582-5776 so we can look at the timing with you. When one defendant is served and another can't be reached in time, the court's form SC-150 asks to postpone the trial.
The person suing can't deliver the claim personally. Any adult who isn't part of the case can, and the server then completes form SC-104.
Eviction papers for a West Covina rental
A West Covina eviction is filed in Room 107 and served at the rental. The tenant's response window is short. According to the Judicial Council's eviction guide, a tenant who is handed the papers has 10 court days to file an answer. When service is made by leaving the papers with another adult, or by posting with court permission, the tenant gets 10 calendar days plus 10 court days, counted from the mailing.
So the method of service changes the date you can ask for a default. Give us the following with an eviction Service Request:
- Every adult occupant's name, spelled as on the summons, and whether a prejudgment claim of right to possession is included.
- The unit and building number, and the gate or call-box code for gated complexes.
- Which door the tenant uses, if the unit has a side or garage entrance.
- Prior notices, with the date each was served and by whom.
If the papers name the West Covina Courthouse as the place to respond, that's correct for a limited eviction. If they name Pomona, ask your attorney whether the case was filed as unlimited.
Serving a company with a West Covina address
Start with the Secretary of State. The Judicial Council's guide for finding a business explains that corporations, LLCs and limited partnerships must register an agent for service of process, and the agent is who accepts legal papers for the company. Search the company on the Secretary of State's business search and copy the agent's name and address exactly.
Sole owners and partnerships work differently. Their names usually come from fictitious business name records kept by the county clerk-recorder. A shopping center store might trade under one name while a separate company owns it, so check both before the papers are drafted. If a corporation's agent can't be found, an officer of the company can be served instead. Our serving corporations guide explains the choices, including agents that are registered agent companies.
Details that help the first attempt
A good description and a time window give the server a real chance on the first visit. For a West Covina address, add these to the Letter of Instruction:
- The full address, with unit, suite or space number.
- Hours the person is usually home, or the shift they work.
- A workplace or second address where they might be reached.
- A photo or physical description, plus a vehicle and plate if known.
- Anything already tried, including who answered the door and what they said.
- The hearing date, so the attempts are planned to finish with room to spare.
If an address turns out to be stale, skip tracing looks for a current one, and you approve it before the papers go back out. Every update comes in the same email thread.
Filing first, then serving
Most West Covina cases begin with a filing at one of the four buildings above. The court's civil e-filing FAQ requires represented parties to e-file civil documents unless they've obtained an exemption order. Self-represented filers can still use the counter. We file either way, then move the same request to service once the summons is issued.
Our Los Angeles County court filing page covers counters and eFiling across the county, and our document retrieval service pulls conformed copies and case records. For subpoenas, our post on how to serve a subpoena in California walks through the steps. The proof of service guide explains which form comes back to you, and who can serve papers in California covers the rules on servers. We make no guarantees for service.
