Lakeside is an unincorporated community in San Diego County's East County, northeast of El Cajon and east of Santee. The Census Bureau counted 21,152 residents in the Lakeside Census-designated place in 2020. It has no city government; the County of San Diego runs local government there, which matters when a county department or district is on the other side of a case.
Valpro Attorney Services serves summonses and complaints, restraining order papers, family law petitions, eviction documents, small claims and subpoenas at Lakeside homes, apartments, businesses and rural parcels. Lakeside requests are handled from our Sacramento office, about 474 miles north in a straight line.
Lakeside on the court's Zip Code List
San Diego Superior Court assigns cases by ZIP Code using its Zip Code List, form ADM-254, revised January 2025. The list puts 92040 under "Lakeside" and 92021 under "El Cajon," and both are East County Division ZIP Codes. That assignment is only the starting point, because the court's local rules pull several case types downtown. The court's where-to-file page summarizes them:
| Lakeside matter | Courthouse | Straight-line miles from central Lakeside |
|---|---|---|
| Divorce, custody, support, domestic violence orders | East County Regional Center, 250 E. Main St., El Cajon | 5.3 |
| Civil harassment and elder or dependent adult abuse orders | East County Regional Center | 5.3 |
| Limited and unlimited civil lawsuits (LR 1.2.2(E)) | Hall of Justice, 330 W. Broadway, Room 225 | 18.0 |
| Unlawful detainers (LR 2.4.2(A)) | Hall of Justice, Room 225 | 18.0 |
| Small claims (LR 2.4.4(A)) | Hall of Justice, by mail or drop box | 18.0 |
| Probate (LR 4.1.2(A)) | Central Courthouse, 1100 Union St., third floor | 18.0 |
Distances run from the Census Bureau's internal point for the Lakeside CDP to each courthouse address. The El Cajon building also hears criminal cases and juvenile dependency.
Restraining orders filed in El Cajon
For a Lakeside resident, the El Cajon courthouse is where protection orders start. The court's East County page says civil harassment and elder or dependent adult abuse temporary restraining orders are filed at the Restraining Order Office on the first floor, next to Department 2. A Civil Temporary Restraining Order Clinic, on the same floor next to Department 1, helps people complete the forms on a first-come, first-served basis; the Legal Aid Society of San Diego posts its schedule. Domestic violence orders run through the family law side of the same building.
Timing matters on the day of filing. The court's notice on civil restraining orders says a petitioner who wants a temporary order filed and decided the same day must be in line with completed paperwork by 3:00 p.m., citing CCP § 527.6(e).
Once an order is issued, the other side has to be served before the hearing. The court's page for civil harassment hearings adds two rules worth planning around:
- Evidence deadline. Anything the judge should consider must reach the court at least two court days before the hearing. Originals aren't accepted.
- Serve the evidence too. Evidence submitted to the court must also be served on every party. The court may refuse to consider an item the other side never received, or continue the hearing.
For domestic violence cases, the court's civil proof of service page says the Sheriff's Office serves the papers that start the case, and the order, at no cost. For a civil harassment respondent in Lakeside, send us the filed request, the temporary order, the notice of hearing and the blank response form, and tell us the hearing date. Our proof of service guide shows what the server's declaration states.
Lakeside family law
Divorce, legal separation, parentage, custody and support cases from Lakeside ZIP Codes are filed in El Cajon. The court's family law page lists Family Court Services for custody recommending counseling, and the Family Law Facilitator for people without a lawyer. Family cases brought by the Department of Child Support Services are an exception: Local Rule 5.1.5 sends them to the Central Division. The East County page gives (619) 456-4100 for family law filing and records, and many of the court's business-office phones are answered only from 8:30 to 11:30 a.m. Juvenile dependency cases are heard in the same El Cajon building, with their own line at (619) 456-4238, while every juvenile delinquency case in the county is filed at the Juvenile Court on Meadow Lark Drive under Local Rule 1.2.2(K).
A petition is filed first and served second. The court's proof of service page says papers that start a case must be filed before they're served, and that personal service is required for them. When the respondent won't come to the door, substituted service is allowed after several tries, and the person who made the attempts signs a declaration of due diligence describing them. That declaration is filed along with the proof of service. Starting January 1, 2027, AB 747 spells out that three good-faith attempts on three different days at three different times show reasonable diligence (CCP § 415.20(b)(2)); our AB 747 guide covers the change.
Papers to serve in Lakeside?
Lawsuits filed downtown, served in Lakeside
A Lakeside contract, injury or property dispute is filed at the Hall of Justice under Local Rule 1.2.2(E), and attorneys e-file civil cases under Local Rule 2.1.4. Service then runs on a local clock. Local Rule 2.1.5 asks for all defendants to be served, and proofs of service filed, within 60 days of the complaint. Collection cases under California Rules of Court, rule 3.740 and unlawful detainers are excepted, and relief from the deadline takes a written application under rule 3.110(e).
The same rule lists what goes out with the complaint:
- The Notice of Case Assignment and Case Management Conference.
- A statement of special and general damages, in a personal injury or wrongful death case.
- A notice of punitive damages sought, if any.
- The court's ADR information materials, except in collection cases.
Include all of these in the PDFs you upload, and we serve them together, so the proof of service lists every document the rule calls for.
When service counts as complete
The court's civil proof of service page explains when each method takes effect, which sets the clock for a response:
- Personal service. The person is served the moment they're handed the papers.
- Substituted service. The papers are left with an adult who lives at the home, or with the person in charge at the business, who is told what they are. A copy is then mailed first class to the same address, and the party is considered served ten days after the mailing.
- Out of state. If the party lives outside California, papers can be mailed by registered or certified mail with a return receipt requested. Service is complete ten days after mailing, and the signed receipt is filed with the proof of service.
- After an attorney appears. Later papers in the case can be handed to the attorney, or the attorney's secretary, during business hours.
If a Lakeside defendant has moved to another state, tell us where, and we'll talk through mail or personal service there.
Evictions and small claims
A Lakeside landlord files the unlawful detainer at the Hall of Justice, Room 225, where the court lists the Civil Business Office from 8:30 a.m. to 4:00 p.m. on weekdays. For service, send the summons, the complaint, the notice and the name of every adult occupant, with the unit or space number. A tenant who is personally handed the summons has 10 court days to answer, according to the state court self-help page. Small claims from Lakeside are filed at the Hall of Justice too, by mail or in the second-floor drop box, and the plaintiff can't serve the claim personally. We make no guarantees for service.
Lakeside ZIP Code areas
Two ZIP Code areas cover Lakeside, and neither is Lakeside alone. In the Census Bureau's 2020 relationship file:
- 92040 covers about 67 square miles of land. The Lakeside CDP takes only about 8% of it. Winter Gardens CDP (22,380 residents in 2020) and Eucalyptus Hills CDP (5,517) take about 5% and 7%, a slice belongs to the City of Santee, and about 77% lies outside any city or CDP.
- 92021 is the ZIP Code area the court labels El Cajon. About 10% of its land is inside El Cajon city limits, and it also contains the Crest, Harbison Canyon, Bostonia and Granite Hills CDPs, plus about 19% of Lakeside's own land.
So a Lakeside address can carry an El Cajon ZIP Code, and a 92040 address may be miles out on unincorporated land with no named community at all. For those outer parcels, include a map pin, gate details and whether dogs are on the property. Census ZIP Code areas approximate postal ZIP Codes.
Serving the County of San Diego
Because Lakeside is unincorporated, disputes with local government, over roads, permits, county property or a county department's actions, usually name the County of San Diego. CCP § 416.50 lets a summons on a public entity be delivered to its clerk, secretary, president, presiding officer or other head of its governing body.
For the County, the Clerk of the Board of Supervisors lists a counter for serving a summons or subpoena at 1600 Pacific Highway, Room 335, on the third floor in downtown San Diego, phone (619) 531-5700. Its contact page says service must be made in person during regular business hours, 8 a.m. to 5 p.m. Monday through Friday, except holidays, and that email and fax aren't accepted. Most damages claims go through a government claim before any lawsuit; the court's small claims FAQ notes that the claim generally has to be filed with the agency within six months of the incident and denied before a court case is filed.
Serving a Lakeside business
For a corporation or LLC, look up the agent for service of process on the Secretary of State's bizfile Online and send us the listed name and address. Many smaller Lakeside businesses name the owner. Larger companies often list a commercial agent such as CSC or CT Corporation. Our serving corporations page covers the rules, and skip tracing can look for someone who has moved.
Sending Lakeside papers
Open a Service Request, attach up to 5 PDFs, name each person or entity as the papers do, and give every address with unit, gate or parcel details. Choose Rush or Standard, and add a San Diego County court filing if papers also need to reach El Cajon or downtown. Get each update by email, call 855-582-5776, or email Service@ValproAttorneyServices.com.
