La Mesa belongs to the San Diego Superior Court's East County district, but that label covers less than people expect. The courthouse on East Main Street in El Cajon handles La Mesa's family cases and civil restraining orders. Lawsuits, small claims and evictions skip it entirely and go to the Hall of Justice downtown, and probate goes to the Central Courthouse on Union Street.
Valpro Attorney Services takes La Mesa requests at our Sacramento office, about 475 miles away, and a server makes the attempts at the La Mesa address.
East County on paper, Central for most civil work
The court's ZIP Code list, form ADM-254 (Rev. 1/25), assigns La Mesa's 91941 and 91942, plus the post office box ZIP Codes 91943 and 91944, to the East County Division at 250 E. Main Street, El Cajon. The back of that form lists the exceptions under the local rules, and several of them apply to almost every La Mesa civil matter:
- Civil, limited and unlimited, including collections: East is included in Central, so these are filed at the Hall of Justice, 330 West Broadway, Room 225 (local rule 1.2.2(E)).
- Unlawful detainers, limited and unlimited: Central, at the same Room 225 (local rule 2.4.2(A)).
- Small claims: Central, at 330 West Broadway (local rule 2.4.4(A)).
- Probate: Central or North County only (local rule 4.1.2(A)).
- Adoptions: Central, which for adoptions means the Juvenile Court facility at 2851 Meadow Lark Drive.
What stays in El Cajon is family law, civil harassment and elder or dependent adult abuse restraining orders, criminal cases and juvenile dependency hearings.

Inside the East County Regional Center
The court's page describes 250 East Main Street as a building shared by the court, the Sheriff, Probation, the District Attorney, Revenue and Recovery and the Board of Supervisors. Its courtrooms hear criminal, family, civil harassment and elder or dependent adult abuse restraining order cases, and juvenile dependency.
Civil restraining order requests go to the Restraining Order Office on the first floor next to Department 2. A Civil Temporary Restraining Order Clinic next to Department 1 helps with the forms, first come, first served. Any other civil document has to be filed at the Hall of Justice, and the page says so directly. The main number for restraining orders, criminal and family filings is (619) 456-4100, and many business office phones are answered from 8:30 to 11:30 a.m.
For anyone filing in person, the page gives directions from Interstate 8: take the Magnolia Avenue exit, follow North Magnolia Avenue and turn onto East Main Street. A public parking structure sits in front of the courthouse.
A city of renters and apartment buildings
The Census Bureau's American Community Survey for 2020 to 2024 counts about 25,038 occupied homes in La Mesa, and about 13,105 of them, roughly 52%, are renter-occupied. Of about 26,212 housing units, around 36% are in buildings with five or more units, and about 4,011, roughly 15%, are in buildings with 50 or more. Detached single-family houses make up about 46%.
For service, that mix means many La Mesa requests go to apartment communities. What helps:
- Building and unit number. A large complex can have dozens of buildings behind one street address.
- Gate, call box and leasing office. If entry needs a code or a buzz, say how residents and visitors get in.
- Parking. Note the assigned space or garage if you know it, and the vehicle.
- The person's hours. A tenant who works days may only be home in the evening or on weekends.
Substituted service, leaving the papers with a competent adult at the unit and mailing a copy, comes after reasonable diligence (CCP § 415.20(b)). From January 1, 2027, three attempts at personal delivery on three different days and at three different times of day show that diligence. Our AB 747 guide covers the change, and our proof of service guide explains the server's declaration. We make no guarantees for service.
The 91941 ZIP Code reaches well past city limits
La Mesa covers about 9.1 square miles of land. The Census Bureau's 2020 ZCTA to place relationship file puts about 63% of that in 91942 and 37% in 91941.
The two ZIP Code areas are very different. 91942 is almost entirely La Mesa, about 99.9% by land area. In 91941, only about 40% of the land is inside the city. About 46% is in the Casa de Oro-Mount Helix census-designated place, about 11% in Rancho San Diego, about 3% in Spring Valley, and a sliver in El Cajon.
So "La Mesa, CA 91941" on an envelope may be unincorporated San Diego County. The courthouse is the same, since the court assigns by ZIP Code and 91941 is East, but the difference matters if the case involves city services, city code enforcement or a city-specific claim. For the server, a hillside address in the Mount Helix area may sit on a narrow or private road. Add access notes and a gate code if there is one.
Papers to serve in La Mesa?
Evictions: filed downtown, served in La Mesa
More than half of La Mesa's occupied homes are rented. Every unlawful detainer from La Mesa is filed at the Hall of Justice's Civil Business Office, Room 225, open 8:30 a.m. to 4:00 p.m., Monday through Friday, phone (619) 450-7275. The landlord-tenant page notes that many business office phones are answered only from 8:30 to 11:30 a.m.
After personal service, the tenant has 10 court days to file an answer, according to the California Courts Self-Help Guide. If repeated attempts fail, the landlord can ask the court for an order to post the summons at the unit and mail a copy (CCP § 415.45). The judge will want details of every attempt, which our server records.
Small claims for La Mesa disputes
La Mesa small claims cases are filed at the Hall of Justice. The court's small claims page says an individual, including a sole proprietor, can claim up to $12,500, a limit in effect since January 1, 2024. Lawyers can advise but can't appear for a party at the hearing.
The plaintiff can't serve the claim personally. An adult who isn't a party can, and the server completes the small claims proof of service. The defendant must be served at least 15 days before the hearing if they live in San Diego County, or 20 days if not (CCP § 116.340). The court also offers free small claims mediation, so a quick, documented service date helps keep that option open.
Family law and restraining orders in El Cajon
La Mesa divorce, custody, support and parentage cases are filed at the East County Regional Center. After filing, the other party is served with the summons and petition, and has 30 days to respond. Proof of service of a family summons is usually filed on form FL-115.
For a civil harassment or elder abuse restraining order, the request is filed in El Cajon and the restrained person has to be served before the hearing. Send us the hearing date and any temporary order with the papers.
Civil suits and e-filing
Attorneys filing La Mesa civil cases must e-file through an approved provider, under the court's general order and local rule 2.1.4, with exceptions listed on form CIV-409. Self-represented parties can still file on paper at Room 225. E-filing doesn't replace service. The defendant must be served with the summons and complaint, and the proof filed, before a default is possible. Our San Diego County court filing page covers filing and service together.
Criminal subpoenas and dependency notices
Criminal cases arising in La Mesa are filed at the East County Regional Center, which lists criminal filing and records at (619) 456-4100. A subpoena for a La Mesa witness in one of those cases needs the department, the date and time to appear, and any phone number or workplace for the witness, so the server can reach them with time to spare. Our post on serving a subpoena in California covers the general rules.
The same building hears juvenile dependency cases, and the court lists a separate dependency number, (619) 456-4238. When a parent or relative living in La Mesa has to receive notice of a dependency hearing, we serve at the local address and return the proof to the court.
When the City of La Mesa is the defendant
Lawsuits against the city itself start with the government claim process in most damages cases, so check that requirement with counsel first. Once a case is filed, the summons goes to the city's clerk, secretary, president, presiding officer or other head of its governing body, under CCP § 416.50. Tell us which official the papers name.
Probate for a La Mesa estate
La Mesa probate is filed at the Central Courthouse, 1100 Union Street, third floor, open 8:30 a.m. to 4:00 p.m. The North County Regional Center in Vista takes probate documents by drop box only. Mail goes to the Central Courthouse. When an estate dispute needs personal service on a beneficiary or someone holding estate property, send the hearing date with the papers.
Businesses along La Mesa's commercial streets
A corporation or LLC with a La Mesa office or store is served through its agent for service of process on the Secretary of State's bizfile Online, which is often a registered agent company elsewhere. Our serving corporations page explains each method. If an address has gone stale, skip tracing can look for a newer one.
