The San Diego Superior Court's East County Division is based in El Cajon. Its courthouse at 250 East Main Street is about half a mile from the city's center point in a straight line, and the division's ZIP list runs east through the mountains to Jacumba and Boulevard. So El Cajon is two jobs for a process server: a city that counted 106,215 people in the 2020 Census, and the gateway to some of the most remote addresses in the county.

We take El Cajon and East County Service Requests at our Sacramento office, about 475 miles away in a straight line. The papers are served at the address you give us, whether that's an apartment off Main Street or a ranch road outside Campo.

What the El Cajon courthouse takes, and what it sends downtown

The court's East County page lists four kinds of matters heard at 250 East Main Street: criminal, family law, civil harassment and elder or dependent adult abuse restraining orders, and juvenile dependency. The same page says all other civil documents must be filed at the Civil Business Office in the Hall of Justice.

For an El Cajon address, that works out like this:

  • Family law (divorce, custody, support, domestic violence orders): East County, under the Zip Code List.
  • Civil harassment and elder abuse orders: East County, at the Restraining Order Office on the first floor next to Department 2. The court's civil locations page lists that office as restraining orders only, 8:30 a.m. to 4:00 p.m. on weekdays.
  • Limited and unlimited civil: the Hall of Justice, 330 West Broadway, Room 225, under local rule 1.2.2(E). That is about 13.3 miles from the city center in a straight line.
  • Unlawful detainer: the Hall of Justice, under local rule 2.4.2(A).
  • Small claims: the Hall of Justice, under local rule 2.4.4(A). The court's small claims page sets the limit for individuals at $12,500.
  • Probate: the Central Courthouse, 1100 Union Street, third floor, which is the court's probate business office. The only other probate location is a drop box in Vista.

E-filing follows the same split. The court's e-filing FAQ says the East County branch accepts only gun violence restraining order filings electronically, so an El Cajon civil case is e-filed through the Central branch.

The East County ZIP list reaches the desert

Form ADM-254, the court's Zip Code List, assigns 35 ZIP Codes to the East County Division, counting post office box ZIPs. Beyond El Cajon's own 92019, 92020 and 92021, it includes the inner suburbs of La Mesa, Lemon Grove, Santee, Lakeside and Spring Valley, and a long list of backcountry communities. Some of those are farther from the El Cajon courthouse than El Cajon is from downtown San Diego.

Distances are straight lines from Census ZIP Code area points, so road miles on mountain highways run longer. Ramona surprises people: it is north of El Cajon, but the ZIP list puts it in East County rather than North County.

Papers to serve in El Cajon?

Where the remote-area note really applies

Our Rush and Standard turnaround times both end with the same words: "(remote areas are subject to different timelines)." Inside El Cajon, that note rarely matters. The points for the city's three ZIP Code areas are all within about 6 miles of the courthouse in a straight line.

It does apply to the backcountry in the table above. The court's own list marks some backcountry ZIPs as post office box only, such as 91903 for Alpine and 91931 for Guatay. A mailing address like that doesn't tell a server where the person lives.

For an East County backcountry address, the Letter of Instruction does most of the work:

  1. The physical location, with the road name, a cross street or a mile marker if the address is rural.
  2. What the property looks like: gate, fencing, outbuildings, the color of the house.
  3. Whether there are dogs, livestock or a locked gate, and whether anyone has a code.
  4. A second address in El Cajon, Alpine or Ramona where the person works or shops.
  5. The days and times the person is usually there.

With that, an attempt in Jacumba or Julian is planned as one trip instead of a search.

Evictions from El Cajon rentals

Landlords with El Cajon units file every unlawful detainer at the Hall of Justice, Room 225, never at the East County courthouse. Then the clock starts. San Diego local rule 2.4.2(B) gives the plaintiff 60 days from filing to serve the summons and complaint and file the proof of service. Without the proof or a response by then, the court may dismiss the case without prejudice under Code of Civil Procedure § 1167.1.

That rule is a reason to send the papers out promptly after filing, and to give us the unit number, the names of every adult occupant and the hours someone is usually home. Starting January 1, 2027, Code of Civil Procedure § 1166(a)(5) also requires the complaint to state how the termination notice was served, and when and where; our AB 747 guide explains what that means for the person who serves the notice.

E-filing doesn't replace the server

Attorneys must e-file El Cajon civil cases. Local rule 2.1.4 requires it in all limited, unlimited and complex civil actions filed on or after April 15, 2021, unless an attorney is excused by ex parte application. Self-represented parties are encouraged to e-file but aren't required to.

The same rule addresses service between parties. Anyone required to e-file must also serve and accept service electronically, with three exceptions the rule spells out: when personal service is required by statute or rule, when the court orders otherwise, and when a party isn't subject to mandatory e-filing. That last group, usually self-represented parties, is served by non-electronic methods unless they consent to electronic service.

In practice, a new defendant in El Cajon still receives the summons by hand, and an unrepresented tenant or spouse may need later papers served by mail or in person. We handle both, and we can file the case first on the same request. See San Diego County court filing for how that works.

Businesses on Main Street and beyond

To sue an El Cajon company, start with the Secretary of State, not the storefront. Corporations and LLCs name an agent for service of process in their filings under Corporations Code §§ 1502 and 17701.13. Serving that agent is usually more direct than asking for a manager at the counter. Our serving corporations page covers what to do if the agent has resigned or the address is stale.

What if the person has moved?

When an attempt shows the person is gone, each update comes to you by email, and we tell you what we learned at the door. From there, skip tracing can look for a newer address before a second attempt. Our post on skip tracing for legal cases explains what information helps.

Can I file an El Cajon eviction at the East County courthouse?

No. Local rule 2.4.2(A) includes the East County Division in Central for every unlawful detainer, and the court's landlord-tenant page says all of them are filed at the Civil Business Office in the Hall of Justice, 330 West Broadway, Room 225. That is about 13 miles from El Cajon's center point in a straight line.

How long do I have to serve an El Cajon eviction complaint?

San Diego local rule 2.4.2(B) says the summons and complaint must be served, and the proof of service filed, within 60 days of filing. If neither the proof nor a response is on file by then, the case may be dismissed without prejudice under Code of Civil Procedure § 1167.1. Checked October 2026.

Does Ramona file at the El Cajon courthouse?

For family law and civil harassment orders, yes. The court's Zip Code List (ADM-254) assigns 92065 Ramona to the East County Division, along with Julian, Alpine, Campo, Jacumba and the other backcountry ZIPs. Ramona's civil lawsuits, evictions and small claims still go to the Hall of Justice downtown.

Where in the El Cajon courthouse do I ask for a civil harassment order?

The court's East County page says civil harassment and elder or dependent adult abuse temporary restraining orders are filed at the Restraining Order Office on the first floor, next to Department 2. A forms clinic is on the same floor next to Department 1. The court lists that office as open 8:30 a.m. to 4:00 p.m. on weekdays.

Do you serve addresses in Julian, Pine Valley or Jacumba?

Yes. They are among the farthest points in the East County Division, roughly 31 to 48 miles from the El Cajon courthouse in a straight line. Our turnaround times note that remote areas are subject to different timelines, so plan extra days and give us directions, not only the address.

My attorney e-files. Do the El Cajon defendants still need a process server?

Usually, for the first papers. San Diego local rule 2.1.4 requires e-filers to serve each other electronically, but not where personal service is required by statute or rule, and not on a party outside mandatory e-filing unless that party consents. A summons on a new defendant still goes by hand.
