Lincoln Acres doesn't show up on most lists of San Diego County communities. It isn't a city, and the Census Bureau doesn't count it as a census designated place. It exists as a named populated place in the U.S. Geological Survey's Geographic Names Information System, feature 1660914, about a mile and a half from the center of National City.
When we ran that point through the Census Bureau's geocoder, it came back inside San Diego County but outside any incorporated city. That's the short version of what makes a process server in Lincoln Acres, CA a slightly unusual job. The neighborhood is surrounded by city addresses, uses a ZIP Code the court labels National City, and is governed by the county.
A county pocket inside a city ZIP Code
The Census Bureau's 2020 ZIP Code tabulation area for 91950 covers about 7.3 square miles of land. About 93% of it is inside National City. Small slivers fall in Chula Vista and the City of San Diego. The rest, roughly 0.4 square miles, is outside every city and census place, and that's where the Lincoln Acres map point sits.
By land area, Chula Vista's share of 91950 is about 0.1 square miles and the City of San Diego's is a few acres. For service, the city line rarely matters; papers are served on a person, wherever they live. It can matter for which local ordinances apply to a property. If you aren't sure whether a property is in National City or the unincorporated county, the geocoder or the county assessor's records will settle it. We can serve either way.
South County venue, two filing cities
San Diego Superior Court assigns venue by ZIP Code. Its list, form ADM-254, puts 91950 in the South County Division, along with Bonita, Chula Vista and Imperial Beach. It also lists 91947, a post office box code labeled Lincoln Acres, in South.
What that means in practice depends on the case type, because the court's local rules carve out several exceptions. The court's Where to File page summarizes them:
| Lincoln Acres matter | Where it's filed |
|---|---|
| Divorce, custody, support (private), paternity | South County Regional Center, 500 Third Avenue, Chula Vista |
| Civil harassment and elder or dependent adult abuse TROs | South County Regional Center, Family Law Business Office, 3rd floor |
| Limited and unlimited civil, including collections | Hall of Justice, 330 W. Broadway, Room 225, San Diego (LR 1.2.2(E)) |
| Unlawful detainer, any amount | Hall of Justice, Room 225 (LR 2.4.2(A)) |
| Small claims | Hall of Justice (LR 2.4.4(A)) |
| Probate | Central Courthouse, 1100 Union Street, San Diego (LR 4.1.2(A)) |
| DCSS child support and surrogacy | Central Division (LR 5.1.5) |
| Adoptions | Juvenile Court, 2851 Meadow Lark Drive, San Diego (LR 6.2.1) |
In straight-line miles from the Lincoln Acres map point, the South County Regional Center is about 2.4 miles south, the Hall of Justice about 6.3 miles northwest, the Central Courthouse about 6.4, and the Juvenile Court on Meadow Lark Drive about 9.9.
The Chula Vista courthouse
The South County Regional Center on Third Avenue hears criminal, family and traffic matters, along with civil harassment and elder or dependent adult abuse restraining orders. The court's page is blunt about what it no longer does: there's no longer a Civil and Small Claims business office on the third floor, and all other civil documents must be filed at the Hall of Justice.
Family law filing and records share a phone line with the restraining order desk, (619) 746-6200, and Family Court Services is at (619) 746-6097. The court notes that many business office phones are answered only from 8:30 to 11:30 a.m., Monday through Friday. A Civil Temporary Restraining Order Clinic on the first floor, Room 158, helps people complete the forms, first come, first served, with its schedule posted by the Legal Aid Society of San Diego.
Evictions, small claims and civil suits go downtown
A Lincoln Acres landlord doesn't file an unlawful detainer in Chula Vista. The court's landlord-tenant page says every UD in the county is filed at the Civil Business Office in the Hall of Justice, Room 225, open 8:30 a.m. to 4 p.m. on court days, phone (619) 450-7275. Ordinary civil lawsuits, limited or unlimited, follow the same route under local rule 1.2.2(E), and so do collection cases.
Small claims went downtown too. Under local rule 2.4.4(A), small claims cases from the East, North and South venues are part of the Central Division at 330 West Broadway. The court's small claims page notes that since January 1, 2024, individuals can sue for up to $12,500.
Once the case is filed, the defendant is served wherever they are. For a small claims defendant in San Diego County, the papers must be served at least 15 days before the hearing; for one in another county, 20 days. For an eviction, the tenant's answer is due 10 court days after personal service. General information, not legal advice.
Papers to serve in Lincoln Acres?
Probate, adoptions and juvenile cases
Three kinds of cases skip both the Chula Vista courthouse and the Hall of Justice. Probate is the first. Local rule 4.1.2(A) lets probate documents be filed in the Central or North County Division, but the case stays assigned in Central, at the Central Courthouse on Union Street. A probate petition usually has to be noticed to heirs and other interested people, sometimes by personal service, so list each one with a full address.
Adoptions are the second. Under local rule 6.2.1, they're filed in the Central or North County Division according to the ZIP list, and for adoptions the South County venue counts as Central. Here, Central means the Juvenile Court building at 2851 Meadow Lark Drive, San Diego.
Juvenile cases are the third. All delinquency cases in the county are filed at that same Meadow Lark Drive building under local rule 1.2.2(K). Dependency cases follow a separate list kept by the presiding judge of the juvenile court, so check with that court before assuming a location.
Calling the court before you drive
The Hall of Justice houses the court's civil independent calendar courtrooms, the Civil Business Office and the Small Claims Business Office, along with the Sheriff's Court Services Bureau, Probation and the District Attorney's Office. The Chula Vista building shares space with the Sheriff and the county's Revenue and Recovery office.
Both buildings carry the same caution: many business office phones are answered only from 8:30 to 11:30 a.m. on weekdays. If you need to confirm a filing requirement, call in the morning, and keep notes of who you spoke with. For an e-filed document, the provider's confirmation is your record of when it was submitted, which matters if a deadline is later questioned.
E-filing, and a note about the backlog
Represented parties in civil cases must e-file. The court's civil e-filing page cites local rule 2.1.4 and a general order of the presiding department requiring attorneys in all limited and unlimited civil case types to file through an approved e-filing service provider, with exceptions for certain documents. Self-represented litigants may file on paper.
The same page carries a warning worth taking seriously. It asks filers not to call the courtroom or business office about a pending e-filing until it has been waiting at least a month, so staff can work through a processing backlog. If a filing is time-sensitive, build in that lag, and keep the e-filing confirmation. The page also asks e-filers to check the court's Civil Filing Names and Unlawful Detainer Filing Names references before submitting, because a document filed under the wrong name slows processing and can be rejected outright. For a landlord, a rejected eviction filing can delay the whole case, so it pays to get the document names right the first time. Our San Diego County court filing service handles both e-filing and in-person filing at the Hall of Justice.
Restraining orders: same-day timing
Civil harassment orders under CCP § 527.6 have their own timing rule. The court's landlord-tenant locations page reprints subdivision (e): a request for a temporary order without notice is to be granted or denied on the day it's submitted, unless it's filed too late in the day for review. For same-day review, the court says the petitioner must be in line with completed paperwork by 3:00 p.m.
After the judge acts, the temporary order and notice of hearing must be personally served on the restrained person before the hearing. A party to the case can't serve them. Send us a recent photo, the person's car and plate if known, and where they're usually found at different times of day. Our proof of service guide explains what the server files afterward.
Finding the right door
Lincoln Acres addresses can look like National City addresses on paper, so details help:
- The full street address, including any unit number. If the lot has a second dwelling, give its letter or number too.
- The person's schedule, so attempts land when they're home.
- Other addresses, such as a workplace in National City or Chula Vista.
- Building access, for a gated complex: a gate code or the manager's contact.
From January 1, 2027, three good-faith attempts at personal delivery, on three different days at three different times, show the reasonable diligence required before substituted service (CCP § 415.20(b)(2)). Our AB 747 guide covers the new rules, including the change that makes each county clerk's register of process servers public. We make no guarantees for service.
Serving a business or a person who has moved
For a company with a Lincoln Acres address, serve its agent for service of process as listed with the California Secretary of State. Our serving corporations page shows how to look the agent up. When a person has moved out of the area, skip tracing can search for a current address before the next attempt. Our post on skip tracing for legal cases explains the process.
