The City of Imperial had 20,263 people at the 2020 Census and an estimated 22,330 by July 2025, a gain of about 10% in five years. It sits just north of El Centro, close enough that the county's main courthouse on West Main Street is about 3.3 miles from Imperial's Census center point. There's no courthouse in Imperial itself.
For process serving in Imperial, that short distance helps. A filing and a service can often happen the same day. What takes more care is the paperwork: Imperial County is one of the courts where attorneys must e-file, and its local rules are specific about how the PDFs are built. Imperial is about 519 miles from our Sacramento office in a straight line, so we set up the filing and the field attempts in one plan before anything goes out.
Where Imperial cases are filed
The court's locations page lists three buildings for the whole county. For an Imperial matter, here's where each type of case goes, based on that page and Local Rule 2.7:
| Imperial matter | Courthouse |
|---|---|
| Unlimited civil, over $35,000 | El Centro Courthouse, 939 West Main Street (Rule 2.7(d)) |
| Limited civil, including evictions | El Centro Courthouse; all limited civil matters are heard there (Rule 2.7(b)) |
| Family law and family support | El Centro Courthouse clerk's office (Rule 2.7(d)) |
| Probate, conservatorships, trusts | El Centro Courthouse; the Probate Division is downtown |
| Small claims | El Centro Courthouse or Winterhaven Court (Rule 2.7(c)) |
| Criminal | El Centro Criminal Courthouse, 650 Wake Avenue |
The El Centro Courthouse clerk's hours are 8:00 a.m. to 4:00 p.m., Monday through Friday, and the main number is (760) 482-2200. The Civil Division page lists the same hours for the civil offices. Winterhaven Court, at the far eastern edge of the county, is open only Tuesday through Thursday, so it rarely makes sense for an Imperial filer.
Represented parties must e-file
This is the rule that catches out-of-county firms. Local Rule 2.18 says that, beginning January 1, 2022, electronic filing is mandatory in seven case types:
- civil unlimited
- civil limited
- probate
- family law
- family support
- small claims
- adoptions
The rule covers first filings and everything after. Self-represented parties are exempt, though the court encourages them to e-file too. The court's File Online page repeats the same list and says every case type except traffic can be filed online. Juvenile and criminal papers go through a separate eDelivery portal. Journal Technologies runs the court's e-filing manager, and the page lists the approved filing service providers.
Rule 2.18 also sets format requirements:
- Standard PDF that opens in any ordinary PDF viewer.
- Bookmarks on any document longer than 15 pages or with multiple exhibits, named to match each section or exhibit.
- Text-searchable files, run through OCR.
Rule 2.20 adds that each document must be submitted as its own complete file. A PDF that bundles several documents, or splits one document across several files, will be rejected. When we handle an Imperial County court filing for you, those checks happen before submission, and service starts once the filed copies come back. General information, not legal advice.
Paper filings, conformed copies and remote hearings
Self-represented filers can still bring paper to the West Main Street clerk. Local Rule 2.9 says the court will conform two copies of an original document at no charge. If the conformed copies are to come back by mail or messenger, a stamped, self-addressed envelope or a messenger slip has to be included with the filing.
For questions, the court's contact page offers an email form and a live chat with clerks, and the main number, (760) 482-2200, reaches the El Centro Courthouse. Remote appearances and online services have their own line, (760) 482-2273. A party who will be late or absent must phone the department before the hearing time, under Local Rule 2.12, and that call doesn't excuse missing the appearance.
Filing first, serving second
Most Imperial requests arrive in one of two states. If the case is already filed and you have the issued summons, the server can go straight to the Imperial address, and the filing side is done. If it isn't filed yet, the order of events matters: for a represented party, the complaint is e-filed through a provider, the court reviews and accepts it, and the issued summons comes back before anyone can serve it. How fast the court accepts a filing is up to the court, not us, so we tell you when the filed copies arrive and when the first attempt is set.
For follow-up papers in a pending case, such as a motion, a signed order after hearing or a notice of a new date, attach the filed version and the hearing date. A server who knows the deadline plans attempts around it instead of finding out late.
Probate files you can read online
The court's Probate Division page points to a tool that out-of-area filers find handy. With a free account on the court's Public Portal, you can run a Probate Note Search by case number and read the examiner's notes before a hearing. The portal's Document Search tab finds other documents in the case, and the page says downloads are free.
The same page reminds custodians that an original will must be lodged with the clerk within 30 days of learning of the death, unless a probate petition is filed sooner (Probate Code § 8200). Notices of a probate hearing frequently go to relatives in Imperial, El Centro and Brawley, and sometimes far outside the county. Send every name and address in one request.
Papers to serve in Imperial?
A small city inside a big ZIP Code
Imperial's single ZIP Code area, 92251, is much larger than the city. The Census Bureau's 2020 relationship file measures about 641 square kilometers of land in it, and only about 2.4% is inside Imperial city limits. The rest is unincorporated county land, with no other Census place inside it.
Two things follow. First, an "Imperial, CA 92251" address can be miles from town on a rural road, where a house number isn't visible from the pavement. Second, a newer street may not appear on every map yet. For either kind of address, send a map pin or the nearest cross streets, plus the gate code if there is one. Remote areas are subject to different timelines.
Military addresses near Imperial
The Census Bureau treats El Centro Naval Air Facility as its own Census place, inside ZIP Code area 92243 next to Imperial. Base access is controlled; give us an off-base address for anyone connected to the base, such as a home, a spouse's workplace or a second job. If a home address is in base housing, call us at 855-582-5776 before sending the request.
Imperial evictions and debt cases
An eviction is filed as a limited civil case at the El Centro Courthouse. A landlord with a lawyer files it electronically, under Rule 2.18. The summons and complaint are then served on each tenant, and a tenant who is personally served has 10 court days to answer. Name every adult occupant listed in the papers, and include the unit or space number and any notes about the gate.
Debt and contract suits split at $35,000. Below that amount the case is limited civil, heard at the El Centro Courthouse, and above it unlimited civil, filed in the same clerk's office. Either way, the defendant is served at their Imperial home or work address, or wherever they can be found. If they've moved, skip tracing can search for a current address. General information, not legal advice.
Restraining orders and small claims
Domestic violence restraining orders belong to family court, filed at the El Centro Courthouse. Civil harassment petitions are civil cases filed in the same building. Once a judge signs a temporary order, the restrained person must be handed the order and the hearing notice by someone other than the protected party. The Sheriff's Civil Division serves restraining orders on request, and a private process server can serve them too. Send a photo, the person's vehicle, and where they work or spend time, along with the hearing date.
Small claims from Imperial can be filed at the El Centro Courthouse or at Winterhaven Court, under Local Rule 2.7(c), and a referee hears them at designated times at both. The plaintiff can't serve the claim personally. The server must reach a defendant who lives in Imperial County at least 15 days before the hearing, or at least 20 days before if the defendant lives in another county (CCP § 116.340), and then completes form SC-104. Small claims is on the Rule 2.18 e-filing list, but because parties usually represent themselves in small claims, most filers there are exempt.
Serving an Imperial business
To serve a corporation or LLC, look up its agent for service of process on the Secretary of State's bizfile Online and send us the agent's name and address exactly as listed. An Imperial shop or contractor often names its owner; a larger company may name a commercial registered agent such as CSC or CT Corporation, whose listed address can be far from Imperial County. Our serving corporations page walks through each situation.
Changes for 2027
AB 747 takes effect January 1, 2027. Three good-faith attempts at personal delivery, on 3 different days at 3 different times, show reasonable diligence before substituted service at a home (CCP § 415.20(b)(2)). Each county clerk's register of process servers becomes public under Bus. & Prof. Code § 22355. Our AB 747 guide has the details, who can serve papers in California explains who may serve, and the proof of service guide shows what the server signs. We make no guarantees for service. General information, not legal advice.
