Brawley is the largest city at the north end of the Imperial Valley, with 26,416 people at the 2020 Census and an estimated 28,008 by July 2025. If you've looked up where to file a Brawley case, you may have found a Brawley courthouse in an older directory. The Imperial Superior Court no longer lists one. Its locations page names three buildings for the whole county, two in El Centro and one in Winterhaven, and the local rules are built around those same three.
So nearly every Brawley case is filed about 13 miles south, at the El Centro Courthouse, and served back up in Brawley or wherever the other party lives. We coordinate both halves from our Sacramento office, about 513 miles away, with the server making attempts at the Brawley address. This page covers where Brawley cases go now, then follows a landlord's case from summons to lockout, and a creditor's case from judgment to levy.
Where Brawley cases go now
The court's Local Rule 2.7 divides the county into El Centro (Main), El Centro (Wake) and Winterhaven venues. None of them is Brawley. Here's how a Brawley matter routes under that rule and the court's locations page:
- A lawsuit over $35,000 goes to the clerk's office at the El Centro Courthouse, 939 West Main Street. Rule 2.7(d) says all general or unlimited civil papers must be filed there.
- An eviction or a smaller debt case is limited civil. Rule 2.7(b) says its papers may be filed at the El Centro (Main) courthouse, and every limited civil matter is heard there.
- A divorce, custody or support case is filed at the same West Main Street clerk's office, under Rule 2.7(d).
- A probate, conservatorship or trust petition goes there too; the Probate Division is in the downtown El Centro Courthouse.
- A small claims case can be filed at the El Centro Courthouse or at Winterhaven Court, under Rule 2.7(c).
- A criminal case is heard at the El Centro Criminal Courthouse, 650 Wake Avenue.
The clerk's office on West Main Street is open from 8:00 a.m. to 4:00 p.m., Monday through Friday. The court's main number is (760) 482-2200.
Filing from Brawley: online or at the counter
Attorneys don't make the trip to El Centro at all for most filings. Local Rule 2.18 has made e-filing mandatory since January 1, 2022, in civil unlimited, civil limited, probate, family law, family support, small claims and adoptions cases, for opening papers and later ones. The court's File Online page lists the approved filing service providers and says every case type except traffic can be filed online.
Self-represented parties are exempt from the e-filing rule and can bring paper to the West Main Street counter. A Brawley landlord handling an eviction alone, or a resident filing for divorce without a lawyer, will usually do it in person. Our Imperial County court filing page explains how we handle the filing step and then serve the filed papers.
A Brawley eviction, step by step
Here's how a typical Brawley unlawful detainer moves, from the filing to the lockout. General information, not legal advice.
- File. The landlord files the complaint at the El Centro Courthouse as a limited civil case, electronically if an attorney is involved.
- Serve. The summons and complaint are served on each tenant named in the papers. A private process server can do this step, and so can the sheriff for a fee.
- Wait for the answer. A tenant who is personally served has 10 court days to file an answer.
- Judgment and writ. If the landlord wins, the court enters a judgment for possession and issues a writ of possession.
- Notice to Vacate. Under the Sheriff's Civil Division procedure, a sheriff's representative posts a Notice to Vacate at the property and gives the tenant a copy of the writ.
- Lockout. An earliest enforcement date is set. If the tenant is still there on that date, deputies restore possession to the landlord.
The Sheriff's page stresses that its office doesn't decide whether an eviction is appropriate; it enforces the court's order. Only steps 5 and 6 must be done by the sheriff. Step 2 is where a private server helps most, because attempts can be made early, late or on a weekend. Give us every adult occupant named, the unit or space number, and whether there's a back unit on the lot.
Collecting a judgment in Brawley
Winning a money judgment doesn't put money in the bank. The Sheriff's Civil Division lists the enforcement work it does: enforcing writs, wage garnishments, bank levies and Sheriff's Sales of property to satisfy judgments. Its page also flags a 2026 change. Effective January 1, 2026, CCP § 684.130 requires a Declaration of Address Verification with post-judgment requests for the Sheriff's collection services. The same page links the claim of exemption forms a debtor may use, form EJ-160 and, for wages, form WG-006.
If you don't know where a Brawley debtor works or banks, a judgment debtor examination can make them answer under oath. The order to appear has to be personally served on the debtor at least 10 days before the examination (CCP § 708.110(d)). That's a job for a process server, and a debtor who avoids the door can take several attempts, so leave room before the exam date. If the debtor has moved, skip tracing can search for a newer address.
Sheriff requests go in person to 328 Applestill Road in El Centro or by mail to P.O. Box 1040, El Centro, until the online portal the Sheriff describes is running. The office is open 8:00 a.m. to 4:30 p.m. on weekdays, requires exact change, and wants original documents plus 2 copies for each service.
Papers to serve in Brawley?
92227 reaches far beyond the city
Brawley's one ZIP Code area, 92227, is very large. The Census Bureau's 2020 relationship file measures about 1,538 square kilometers of land in it, and only about 1.4% is inside Brawley city limits. The other 98.6% is unincorporated county land with no other Census place inside.
That means a "Brawley, CA 92227" address can be a house on a city block or a house far out on a county road. For the second kind, give us:
- the nearest cross roads, or a map pin
- what the gate and driveway look like, and whether there are dogs
- the vehicle the person drives
- the hours they're usually at the property
Remote areas are subject to different timelines. A server who finds the right house on the first pass saves a trip.
Westmorland, Calipatria and the north valley
Two smaller cities sit close to Brawley. Westmorland is about 7 miles away and Calipatria about 13. Cases from both go to the same El Centro Courthouse, under the same Rule 2.7 venues, so a landlord or creditor with properties or debtors in more than one north-valley city can put every address on one request. We'll group the attempts by area and tell you which addresses will take longer.
Small claims from the north valley
For a Brawley resident suing over a deposit, a repair job or a small loan, small claims is the usual route. Local Rule 2.7(c) permits filing at either the El Centro Courthouse or Winterhaven Court, and an appointed referee hears small claims at set times in both, under Rule 2.3(e). From Brawley, Winterhaven is roughly 54 miles away and open only three days a week, so El Centro is the sensible counter.
The person who filed can't hand the claim to the defendant. Another adult can, or a process server, and the server fills out proof of service form SC-104. A defendant living in Imperial County has to be served at least 15 days before the hearing, and one living in another county at least 20 days before (CCP § 116.340). The court's Self-Help Access Center at 939 West Main Street sets aside weekday hours for small claims questions.
Restraining orders and family papers
A domestic violence restraining order from Brawley is a family law matter filed at the El Centro Courthouse; a civil harassment petition is a civil case filed in the same building. Once a temporary order is signed, the restrained person must receive it, with the hearing notice, from someone other than the protected person. The Sheriff serves restraining orders on request, and a private process server can as well. Include a photo, the person's vehicle and where they work.
For a divorce or custody case, the petition and summons are served on the other party at home or at work, wherever they can be found. Our proof of service guide explains the signed proof that comes back to you.
Brawley businesses
To serve a corporation or LLC, look up its agent for service of process on the Secretary of State's bizfile Online and give us the agent's name and address exactly as listed. A Brawley shop may list its owner locally, while a larger company may list a commercial agent such as CT Corporation, whose address can be outside the county. Our serving corporations page covers the rules for each.
The 2027 diligence rule
Starting January 1, 2027, AB 747 provides that three good-faith attempts at personal delivery, on 3 different days at 3 different times, show reasonable diligence before papers are left with another adult at the home (CCP § 415.20(b)(2)). County clerks' process server registers also become public (Bus. & Prof. Code § 22355). On a rural 92227 parcel, we plan the three attempts as a set. Read more in our AB 747 guide and who can serve papers in California. We make no guarantees for service. General information, not legal advice.
