El Centro is where Imperial County's legal paperwork comes to rest. The county seat holds both of the Superior Court's El Centro buildings and the Sheriff's Civil Division, so a case that begins anywhere from Calexico to the Salton Sea usually ends up at an El Centro address at some point. The 2020 Census counted 44,322 people in the city.
For a person being served here, the courthouse is rarely far away. The El Centro Courthouse is about half a mile from the city's Census center point, the criminal courthouse about 1.1 miles and the Sheriff's civil office about 2.6 miles, all in a straight line. El Centro is roughly 522 miles from our Sacramento office, so requests arrive online, and one Service Request can pair service at an El Centro address with a filing at West Main Street.
Three public offices, three different jobs
The addresses below handle nearly every civil paper an El Centro case produces. Mixing them up costs a trip:
| Address | What happens there |
|---|---|
| El Centro Courthouse, 939 West Main Street | Civil (limited and unlimited), evictions, small claims, family law, probate; clerk's office open 8:00 a.m. to 4:00 p.m. weekdays |
| El Centro Criminal Courthouse, 650 Wake Avenue | Criminal cases, Departments 10 through 13 |
| Sheriff's Civil Division, 328 Applestill Road | Sheriff service of process, writs, levies and lockouts; open 8:00 a.m. to 4:30 p.m. weekdays |
The court's Local Rule 2.6 places clerk's offices at the Main and Wake courthouses and at Winterhaven. For civil work, though, Rule 2.7 points every unlimited civil, family law, probate and appeal paper to the West Main clerk's office. Limited civil cases, which include most residential evictions, may be filed and are heard there as well. The court doesn't list unlawful detainers on their own, so they follow the limited or unlimited rule like any other civil case.
Paper at the counter or a filing online
Who you are decides how a document reaches the El Centro clerk.
Attorneys and other represented parties. Local Rule 2.18 has required electronic filing since January 1, 2022 in civil unlimited, civil limited, probate, family law, family support, small claims and adoption cases, for the first filing and everything after it. Filings go through an approved electronic filing service provider.
People filing for themselves. Self-represented parties are exempt from the mandate, though the rule encourages them to file electronically. They can still bring papers to the West Main Street counter during business hours. The court's File Online page goes further than the rule: it says initial and subsequent filings for all case types except traffic can be filed online.
Traffic. Traffic filings are the one category the File Online page excludes.
Juvenile and criminal documents use a separate eDelivery portal. Rule 2.20 also says each document submitted electronically must be its own complete file; a PDF that merges several documents, or splits one document across files, will be rejected. If you're not sure which route fits, the court's contact page offers live chat with clerks on weekdays from 8 a.m. to 4 p.m. Our Imperial County court filing service handles either route. Evictions that can't be served in hand
Most El Centro eviction papers are served the ordinary way: a server hands the summons and complaint to the tenant, or to another adult at the home followed by a mailing. When a tenant can't be found after real effort, the Imperial court has its own forms for the next step.
Form CV-04, the Application to Serve Summons by Posting, is mandatory in this court. The landlord or the landlord's attorney fills in the property address, says whether it's residential or commercial, and lists each earlier attempt with its date, time and the reason service failed. The application relies on CCP § 415.45, which lets a court allow posting in an unlawful detainer when the defendant can't be served with reasonable diligence by any method other than publication.
If the judge agrees, form CV-04A orders the summons and complaint posted on the premises "in the manner most likely to give actual notice" and a copy mailed right away by certified mail to each defendant's last known address. Under § 415.45(c), service is complete on the 10th day after both the posting and the mailing happen.
That makes the attempt log the heart of the application. A server's notes showing visits on different days and at different hours, with what happened at the door each time, are what the CV-04 table asks for. Our proof of service guide shows how attempts and the final service are reported. General information, not legal advice.
Answer deadlines and the court's older handouts
The local forms packet still carries two information sheets, CV-02-INFO for landlords and CV-03-INFO for tenants, revised in 2013 and 2015. Both say a tenant has 5 days to answer. That figure is out of date.
The California Courts self-help guide now gives a tenant 10 court days to file an answer after the papers are handed to them, not counting weekends or court holidays. When the papers were posted and mailed, or left with someone else and mailed, the guide gives 10 calendar days from the mailing and then 10 court days. A landlord counting from the old handout may ask for a default too early. A process server's role is the service itself, but the date and method written on the proof of service drive every count after it.
Papers to serve in El Centro?
Occupants nobody named
The same landlord information sheet makes a point that changes what a server carries. If a landlord doesn't know the names of every adult living in the unit, those occupants must be served with the summons and complaint plus a blank Prejudgment Claim of Right to Possession. Skip that, the sheet warns, and an unnamed occupant can delay their own eviction later by filing a claim when the lockout notice goes up.
So tell us how many adults you believe live at the El Centro address, not only the names on the lease. If the server finds people at the door who aren't named, the extra claim forms should already be in the packet.
The Sheriff's office on Applestill Road
The Imperial County Sheriff's Civil Division serves civil papers, enforces writs, conducts evictions and handles levies, wage garnishments and Sheriff's Sales throughout the county. Its page sets out the practical terms:
- Submitting. Until its online portal launches, requests are made in person or by mail. The mailing address is P.O. Box 1040, El Centro, CA 92244.
- Paperwork. Original documents plus 2 additional copies for each service, with fees charged per person served. Exact change is required.
- Restraining orders. Bring the Request for Sheriff to Serve Court Papers form, a complete set of the court papers, and any court-approved fee waiver.
- Limits. Service can't be guaranteed, and the office says it can't use investigative resources such as surveillance, DMV records or criminal databases to locate anyone.
That last point is where a private request differs. If the person has moved, skip tracing can look for a current address before an attempt. Once a landlord holds a judgment and writ of possession, though, the lockout itself belongs to the Sheriff: a representative posts a Notice to Vacate, and deputies restore possession if the tenant hasn't left by the enforcement date.
ZIP Code 92243 and the land around the city
El Centro has a single ZIP Code area, and the city fills a small part of it. The Census Bureau's 2020 ZCTA to place relationship file shows:
- El Centro city: about 11.8 square miles, all inside 92243, roughly 10% of its land.
- El Centro Naval Air Facility census area: about 4.2 square miles. Base access is controlled; give us an off-base address.
- Seeley: about 0.9 square miles of that community falls in 92243.
- Imperial city: a sliver of about a quarter of a square mile.
- Everything else: about 96 of the ZIP's 113 square miles of land lie outside any city or Census community.
A "92243" label alone doesn't say whether the house sits on a city street or along a canal road miles out. For anything outside the grid, send the cross road, a description of the gate and driveway, and when the person is usually there. Remote areas are subject to different timelines.
Small claims: West Main or Winterhaven
Under Local Rule 2.7(c), a small claims plaintiff's or defendant's claim may be filed at either the El Centro Courthouse or Winterhaven Court, 2124 Winterhaven Drive. Winterhaven is open only Tuesday through Thursday, 8:00 a.m. to 4:00 p.m., closed from 11:00 a.m. to noon, and sits about 54 miles east of El Centro's center point. For a claim against an El Centro defendant, West Main Street is the practical counter.
The court's Access Center at 939 West Main Street sets aside small claims help in the mornings, 8:00 to 10:00 a.m. Monday through Thursday, and 2:00 to 4:00 p.m. on Fridays. Represented parties fall under the e-filing rule for small claims too. Whoever files, the person who brought the claim can't serve it; an adult who isn't a party can. Our guide on who can serve papers in California explains the rule.
A 2027 change to diligence
From January 1, 2027, under AB 747, three good-faith attempts to deliver papers personally, made on 3 different days at 3 different times, show reasonable diligence before papers are left with another adult at a home or workplace (CCP § 415.20(b)(2)). The county clerk's register of process servers also becomes public (Business and Professions Code § 22355). For an El Centro eviction, the same attempt record can support a CV-04 posting application if substituted service doesn't work either. Our AB 747 guide covers the details. General information, not legal advice.
Serving an El Centro business
For a corporation or LLC with an El Centro office or store, look up its agent for service of process on the Secretary of State's bizfile Online search and send the name and address exactly as listed. Our serving corporations page explains who can accept papers for an entity and what happens when the listed agent can't be found.
