Goleta is South County in court terms
Santa Barbara Superior Court splits the county into two regions. Local Rule 201 draws the line from the west bank of Gaviota Creek at the ocean, north along U.S. Highway 101 to the Santa Ynez River, east along the river to Happy Canyon and Figueroa Mountain Roads, north along those roads to a township line, and east along it to the Ventura County line. Everything south and east of that line is South County, and Goleta falls well inside it.
Local Rule 203 then decides where papers go. When North County is a proper venue, the filing goes to a North County clerk's office in Santa Maria or Lompoc. Everything else is filed in South County, at the Santa Barbara courthouses. Cases about specific real property, and CEQA cases, start in the region where the property sits. E-filers have to name the right division on the filing. Rule 204 adds that the filing location usually, but not always, decides where the case is heard, and that the clerk won't refuse a paper filing just because it went to the wrong division, as long as e-filing wasn't required for it.
For a Goleta case, that means the Anacapa Division at 1100 Anacapa Street, about 9 miles east of central Goleta in a straight line. The court's Anacapa page lists civil, family law, probate, appeals and small claims among its case types. Criminal and traffic cases go to the Figueroa Division at 118 E. Figueroa Street, a few blocks away.
Getting papers to the Anacapa counter
Anacapa is the county's historic courthouse, and it's a working one. The court's location page notes a city lot on Anacapa Street across from the courthouse with the first 75 minutes free, plus time-limited street parking. Everyone entering goes through security screening, and items on the court's prohibited list are confiscated and not returned.
Represented parties have to e-file under Local Rule 1012, so a Goleta attorney rarely needs the counter for routine filings. The counter still matters for originals, documents the rule exempts and parties without a lawyer. Our Santa Barbara County court filing service handles that run, and our post on California court e-filing explains how filing through a provider works.
Small claims from Goleta
The court's small claims page puts the South County venue at "Carpinteria to Gaviota," filed with the clerk on the second floor at Anacapa from 8:00 a.m. to 3:00 p.m. The neighboring Santa Ynez Valley is North County for small claims, so a defendant in Solvang or Buellton points the case to the Cook Division in Santa Maria instead.
The page sets the limits and fees:
| Item | Santa Barbara small claims |
|---|---|
| Claim by a natural person | Up to $12,500 |
| Claim by a business | Up to $6,250 |
| Claims over $2,500 | No more than two per calendar year |
| Filing fee | $30 up to $1,500; $50 up to $5,000; $75 up to $12,500; $100 for a filer with more than 12 claims in 12 months |
Claims can be filed on paper or online through Odyssey Guide & File. The page lists three ways to serve a Goleta defendant: the sheriff, at $35 per defendant with three attempts; certified mail by the clerk, at $15; or personal or substituted service by any adult who isn't in the case. The plaintiff can't serve the claim, and the server's proof has to reach the court at least 5 days before the trial date.
Free mediation through the Conflict Solutions Center is available at the courthouse on the hearing day. The Legal Aid Foundation runs the court's Small Claims Advisor service through its Legal Resource Centers, which also help with eviction and restraining order paperwork. The Santa Barbara center lists walk-in hours of 9:00 a.m. to noon and 1:30 to 3:00 p.m., Monday through Thursday.
Goleta evictions
A Goleta unlawful detainer is filed with the South County civil clerk at Anacapa, or e-filed. The court's eviction page lists filing fees of $240 when the demand is $10,000 or less and $385 between $10,000 and $25,000. For service, send the summons, the complaint, the notice and the name of every adult occupant, with the unit number. A tenant who is handed the summons has 10 court days to file an answer, according to the state court self-help page.
If the case goes to trial, the eviction page says witness subpoenas must be served and filed on or before the trial date, a party can't serve them personally, and the witness must get reasonable notice. After a judgment for possession, the writ of possession goes to the sheriff, and the Sheriff's Civil Unit lists its Santa Barbara office, serving Goleta, at 1105 Santa Barbara Street.
From January 1, 2027, AB 747 adds that good-faith attempts at personal delivery on three occasions, on three different days at three different times, show reasonable diligence before substituted service (CCP § 415.20(b)(2)); posting in an eviction is CCP § 415.45. Our AB 747 guide covers the details. We make no guarantees for service.
Papers to serve in Goleta?
Papers aimed at UC Santa Barbara
The UC Santa Barbara campus shares Goleta's 93117 ZIP Code area, and papers involving it follow the University of California's own service-of-process guide, last revised June 26, 2026. Its main points for a Goleta-area case:
- The defendant is The Regents. UC campuses aren't separate legal entities, so a lawsuit names The Regents of the University of California, and serving the campus or one of its officials isn't proper service on The Regents.
- Lawsuits go to Oakland. Any attorney at the Office of the General Counsel, 1111 Franklin Street, 8th Floor, Oakland, can accept a summons and complaint during business hours, or OGC can be served by mail with a notice and acknowledgment of receipt.
- Small claims stay local. Small claims papers go to the campus office in Exhibit A: Risk Management, Environmental Health & Safety, 565 Mesa Road, Santa Barbara, CA 93106-5132, phone (805) 893-2860.
- Records subpoenas can go to the campus too. Exhibit B lists the same Mesa Road office for Santa Barbara subpoenas, phone (805) 893-4440, and OGC also accepts subpoenas addressed to The Regents or a campus unit.
- Employees are served as individuals. OGC won't accept a subpoena for an employee's personal appearance, and an employee sued personally must be served directly, unless arrangements are made through OGC or campus risk management.
- Wage garnishments. OGC accepts earnings withholding orders for campus employees, and the guide says they can also go to the campus office in Exhibit B.
The guide also cites Government Code section 905.6, which exempts The Regents from the claim-filing provisions of the Tort Claims Act. If you need a student or employee personally and have no home address for them, skip tracing can look for one. Our post on serving a subpoena in California covers witness fees and timing.
Goleta, Isla Vista and the 93117 ZIP Code area
Goleta's mail runs through two ZIP Code areas, and both reach far beyond the city. In the Census Bureau's 2020 relationship file:
- 93117 covers about 168 square miles of land. Goleta city holds only about 4% of it, and about 93% lies outside any city or Census-designated place. It also contains Isla Vista (15,500 residents in 2020), the UC Santa Barbara campus CDP (9,710) and small parts of Eastern Goleta Valley and the City of Santa Barbara.
- 93111 is about 83% Eastern Goleta Valley, an unincorporated CDP with 28,656 residents in 2020, and only about 9% City of Goleta.
- About 91% of Goleta's own land is in 93117 and 9% in 93111.
So a "Goleta, CA" address may be in the city, in Isla Vista, on campus or on unincorporated county land. For serving a person it doesn't matter. For suing a local government it does, because the City of Goleta and the County of Santa Barbara are different defendants. Census ZIP Code areas approximate postal ZIP Codes.
Probate for a Goleta estate
The court's probate rules file each case in the division Local Rule 203 points to, so a Goleta estate is filed in Santa Barbara, and every petition must identify the basis for venue. The court's probate page sets the routine: South County matters are heard Thursdays at 9:00 a.m. in Department SB 5 at Anacapa, a probate examiner reviews each petition and posts notes about a week before the hearing, and papers submitted after 5:00 p.m. three court days before the hearing may not be considered. For questions about a posted South County note, the examiner takes email at ProbateExaminer@sbcourts.org. All probate documents are e-filed under Local Rule 1012. When an heir or interested person needs to be served in Goleta, add them to the Service Request with the hearing date.
When the City of Goleta is a party
A dispute over a city permit, contract or property names the City of Goleta. CCP § 416.50 lets a summons on a public entity be delivered to its clerk, secretary, president, presiding officer or other head of its governing body. The city's website lists City Hall at 130 Cremona Drive, Goleta, CA 93117, phone (805) 961-7500. A damages claim against the city usually starts with a government claim, and your attorney handles that step.

For a corporation or LLC with a Goleta location, find its agent for service of process on the Secretary of State's bizfile Online. Many companies name a commercial agent such as CSC or CT Corporation, and we can serve that office instead of a front desk. Our serving corporations page explains the options. If someone has moved, skip tracing looks for a current address.
