Ventura is the county seat of Ventura County, and the Census lists it as San Buenaventura (Ventura) city. General civil cases from across the county are heard at the Hall of Justice here.
Our only office is at 1520 W El Camino Ave #125, Sacramento, CA 95833, about 325 miles from Ventura in a straight line. You don't need to come in. Upload up to 5 PDFs with a Service Request, or email them to Service@ValproAttorneyServices.com. Questions go to 855-582-5776.
Ventura Superior Court: which building handles what
The Superior Court of California, County of Ventura, runs three courthouses. Only one of them is in the city, and it takes nearly every civil filing. The other two hear some cases that are filed in Ventura.
| Courthouse | Address | Role for Ventura cases |
|---|---|---|
| Hall of Justice | 800 South Victoria Avenue, Ventura, CA 93009 | Civil, family law, small claims filings, domestic violence, appeals, criminal, traffic |
| Juvenile Justice Center | 4353 E. Vineyard Avenue, Oxnard, CA 93036 | Small claims hearings for most of the county, including Ventura ZIP Codes |
| East County Courthouse | 3855-F Alamo Street, Simi Valley, CA 93063 | Criminal, traffic, small claims hearings for east-county ZIP Codes |
The civil division page puts it plainly: "General Civil cases are heard at the Ventura Courthouse." That covers limited and unlimited civil matters. The court's pages don't name a separate location for eviction cases. The Hall of Justice building and its Clerk's Office are open Monday through Friday, 8:00 a.m. to 4:00 p.m., except holidays.
The building also houses the Ventura County Law Library.
A Ventura small claims case is filed in Ventura and heard in Oxnard
This split catches people off guard. Every small claims filing in the county goes to the Hall of Justice in Ventura, whatever the hearing location. The East County Courthouse and the Juvenile Justice Center don't accept small claims filings at all.
The hearing location depends on the ZIP Code where the claim arose. The court lists 15 east-county ZIP Codes that are heard in Simi Valley: 91301, 91302, 91304, 91307, 91360, 91361, 91362, 91377, 93020, 93021, 93062, 93063, 93064, 93065 and 93093. Any other ZIP in the county is heard at the Juvenile Justice Center in Oxnard.
Ventura's three ZIP Code areas, 93001, 93003 and 93004, are not on the east-county list. So a claim that arose in the city is filed on South Victoria Avenue and heard on East Vineyard Avenue in Oxnard. Note both locations.
Service has tight windows in small claims:
- Defendant in Ventura County: served at least 15 days before the hearing.
- Defendant outside the county: served at least 20 days before the hearing.
- Proof of service: filed with the court 5 days before the hearing date.
- Who can serve: any adult who is not a party. The person suing can't serve the claim personally.
The clerk can also send the claim by certified mail for $15.00 per defendant. The court calls that the least effective method, because the defendant must sign the return receipt personally. Tell us the hearing date in the Letter of Instruction, and we plan attempts to leave room before the deadline.
The small claims limits on the court's page are $12,500 for a natural person and $6,250 for a business or public entity. The District Attorney's Small Claims Advisor is located in the Ventura courthouse.
Mandatory e-filing for attorneys since May 5, 2025
Ventura moved attorneys to electronic filing in two steps. From December 9, 2024, anyone could e-file eligible documents in unlimited civil, limited civil, small claims and probate cases. A public notice then made e-filing mandatory for attorneys from May 5, 2025.
The rule as the court states it now:
- Mandatory for attorneys: unlimited civil, limited civil and probate (California Rules of Court, rule 2.253(b)).
- Exempt: self-represented parties, who may still use the counter, the drop box or the mail.
- Not available yet: family law. Those filings stay on paper for now.
- Ineligible documents: listed in the court's Administrative Order 25.03.
- Filing time: documents received from 12:00 a.m. to 11:59 p.m. on a court day count as filed that day, if accepted. Weekend and holiday submissions count on the next court day.
Conformed copies come back through the filer's e-filing account. Redacting confidential numbers before sending is the filer's job, since many filed documents are public.
We file at the counter or by eFiling, depending on the case type and who is filing. If you want a complaint filed and then served, put both steps in one request. Our Ventura County court filing page covers the filing side in more detail. California court eFiling for attorneys explains electronic filing across the state.
Papers to serve in Ventura?
Counter, drop box and mail at the Hall of Justice
For papers that still go in on paper, the civil page gives three routes. Each one has its own timing.
- Counter: Clerk's Office, Monday through Friday, 8:00 a.m. to 4:00 p.m.
- Drop box: filed the same day if deposited before 4:00 p.m. on a weekday. After 4:00 p.m., it is filed the next business day.
- Mail: Ventura Superior Court, Attn: Civil Clerk's Office, PO Box 6489, Ventura, CA 93006.
A Civil Case Cover Sheet is required with every new complaint. Once the case is filed, the Notice of Case Assignment shows which courtroom it went to. That matters later, because local rule requires motions to be filed in the courthouse where the assigned judge's department sits.
Motions, with their proof of service, must be served and filed at least 16 court days before the hearing, per the civil page. Build service time into that count.
What to send with a Ventura complaint
The Ventura court adds one step that people from other counties miss. In a general civil case, the plaintiff must serve the court's ADR information package on each defendant with the complaint (California Rules of Court, rule 3.221). A cross-complainant does the same for any new party brought in.
Upload the Ventura Superior Court ADR Information Sheet with the summons and complaint. We serve the full set together, and the proof of service lists what was served. The court's civil page also notes that the original proof of service must be filed to get a judgment. Keep the original we return.
Serving at Ventura addresses
The Census ties three ZIP Code areas to the city: 93001, 93003 and 93004. The courthouse uses 93009, and the civil clerk's mailing address uses 93006. Those two are for mail to the court, not for finding a defendant, so give us the person's actual street address.
Details that save attempts:
- Unit and building numbers for apartments and condos, plus where the mailboxes or office are.
- Business hours and a suite number when the papers go to someone at work.
- A recent photo or description when the person shares the home with others.
- Any address already tried, with what happened there and the date.
If the address turns out to be stale, ask about skip tracing. Our post on how to find a defendant in California lists what to gather before you ask. Get every update by email.
Businesses headquartered or operating in Ventura
A corporation or LLC is served through its agent for service of process, named in its California Secretary of State filings. Look the entity up on bizfile Online and send us the agent's name and address with the papers. If the agent is a person at a Ventura office, give the suite and the usual hours to find them there.
Our guide to serving a corporation in California covers officers who can accept service and companies based out of state.
Nearby cities and the county line
Ventura sits close to several cities we serve. Oxnard is about 5.4 miles away, and its courthouse hears Ventura small claims cases. Camarillo, Santa Paula and Ojai are all within about 13 miles.
Up the coast, Carpinteria is about 16.2 miles away but in Santa Barbara County. Cases there go to a different court with an earlier counter close, as our Santa Barbara page explains. For a defendant who has moved farther away, serving papers statewide in California covers how service works across county lines. Every other city in the county is on our Ventura County process server page.
