North County and South County

The county seat is Santa Barbara, with 88,665 residents in the 2020 Census, but the largest city is Santa Maria in the north, with 109,707. Lompoc had 44,444 and Goleta 32,690. The county as a whole counted 448,229 people in 2020, and the Census Bureau estimates 442,065 as of July 1, 2025.

The court's Local Rule 203 splits filings along that line. If North County would be a proper venue under state law, the case goes to the North County clerk. Everything else goes to South County. Property cases follow the land instead: a claim about title, use or regulation of a specific parcel, and any CEQA or Williamson Act case, is filed where the property is. When you e-file, the rule makes you name the division on the first page of the document.

Which counter takes which case

  • Anacapa Division, 1100 Anacapa Street, Santa Barbara: civil, family law, probate and South County small claims, a venue the court describes as Carpinteria to Gaviota.
  • Cook Division, 312 East Cook Street, Building E, Santa Maria: civil, family law, probate, small claims, unlawful detainers, mental health, appeals and restraining orders for North County.
  • Lompoc Division, 115 Civic Center Plaza: limited civil, unlawful detainers, restraining orders, a limited family law calendar, criminal and traffic. It does not take small claims.

Small claims from Lompoc, Vandenberg, Hollister Ranch, Guadalupe, Los Alamos, New Cuyama and the Santa Ynez Valley, including Solvang, Buellton, Los Olivos and Ballard, are filed in Santa Maria. Source: the court's location and small claims pages, checked October 29, 2026.

Clerk counters at Anacapa and Cook are open 8:00 a.m. to 3:00 p.m., and the phones from 9:00 a.m. to 3:00 p.m. A runner sent at 3:30 p.m. finds a closed window, so give us filing deadlines early.

E-filing is the default here

Santa Barbara's Local Rule 1012 is broader than most. Represented parties must e-file every document in every civil case type: limited, unlimited, complex, small claims, family law and probate. Self-represented parties may file on paper. The rule carves out documents with jurisdictional deadlines, such as notices of appeal and motions to quash, plus originals like wills, bonds and letters, and trial exhibits.

On top of any provider charge, the court collects $5.00 for each e-filed envelope in non-criminal cases. Our Court Filings service covers eFiling through an approved provider and counter filing for the excepted documents. The Santa Barbara County court filing page has the county specifics.

Papers to serve in Santa Barbara County?

Coast, valley and back country

US 101 ties the county together. On the south coast, Carpinteria, Santa Barbara and Goleta run together between the mountains and the ocean. Inland, the Santa Ynez Valley holds Solvang, Buellton and smaller unincorporated places such as Santa Ynez, Los Olivos and Ballard. North of that, Santa Maria, Orcutt and Guadalupe sit in the Santa Maria Valley near the San Luis Obispo County line.

Then there's the back country. Cuyama counted 37 residents in 2020, and the Cuyama Valley lies far inland from the rest of the county. Hollister Ranch is private land along the coast west of Gaviota, and Vandenberg is a military installation. Remote areas are subject to different timelines. Tell us about gates, ranch roads or base access in the Letter of Instruction, and call before choosing Rush.

Getting a Santa Barbara County service right the first time

  • Name the right Santa Maria-area community. Orcutt is unincorporated but uses its own place name. Give the street address and ZIP exactly as the person uses it.
  • Unit and building numbers. An apartment address without a unit number usually means a wasted trip.
  • A daytime alternative. A workplace address gives the server a second place to try.
  • Corporate defendants. A corporation or LLC is served through its agent for service of process. Our serving corporations guide explains the lookup.

Each request gets a confirmation email, and every update comes in that thread. If an address has gone stale, skip tracing can look for a newer one.

The sheriff's two civil offices

The Santa Barbara County Sheriff's Civil Unit serves process from two offices. South County, from Carpinteria through Montecito, Santa Barbara and Goleta, is handled at 1105 Santa Barbara Street. North County, including Lompoc, the federal prisons near Lompoc, the Santa Ynez Valley and New Cuyama, is handled at 312-O East Cook Street in Santa Maria. Both are open 8:00 a.m. to 4:00 p.m. on weekdays.

A request to the sheriff needs signed written instructions. A private server is the other option, since any adult who isn't a party can serve a summons. See who can serve papers in California.

What changes in 2027

AB 747 requires each county clerk, Santa Barbara's included, to make its register of process servers publicly available starting January 1, 2027 (Business and Professions Code § 22355), and it adds new proof-of-service requirements. Read how AB 747 changes service of process and our proof of service guide. General information, not legal advice.

How do I know whether a Santa Barbara County case belongs in North County or South County?

Local Rule 203 says that when North County would be a proper venue under California law, the case is filed in the North County clerk's office, and everything else is filed in South County. Cases about title, use or regulation of specific real property, and CEQA and Williamson Act cases, are filed where the property sits. Source: Santa Barbara Superior Court Local Rules, read October 29, 2026.

Can I file small claims at the Lompoc courthouse?

No. The court's small claims page says Lompoc and Solvang stopped processing small claims on September 1, 2013. North County small claims, including Lompoc, Vandenberg, Hollister Ranch and the Santa Ynez Valley, go to the Cook Division at 312 East Cook Street in Santa Maria. South County claims, Carpinteria to Gaviota, go to the Anacapa Division in Santa Barbara.

Do attorneys have to e-file in Santa Barbara Superior Court?

Yes. Under Local Rule 1012, every document in every civil case must be e-filed, including limited, unlimited, complex, small claims, family law and probate. Self-represented parties are encouraged but not required to e-file, and documents such as notices of appeal, wills, bonds and trial exhibits are excepted. The court adds a $5.00 fee for each e-filed envelope outside criminal cases.

Where are the Santa Barbara County Sheriff's civil offices?

The South County civil office is at 1105 Santa Barbara Street, Santa Barbara (805-568-2900). The Santa Maria civil office, 312-O East Cook Street, covers North County, including Lompoc, the Santa Ynez Valley and New Cuyama (805-346-7430). Both are open 8:00 a.m. to 4:00 p.m. on weekdays. Source: sbsheriff.org Civil Unit page, checked October 29, 2026.

What are the clerk's hours at the Santa Barbara County courthouses?

The Anacapa and Cook Division clerk's offices are open 8:00 a.m. to 3:00 p.m., with phone lines from 9:00 a.m. to 3:00 p.m., Monday through Friday. The Lompoc building is also open 8:00 a.m. to 3:00 p.m. That's an earlier close than many California courts, so a same-day counter filing has to arrive by mid-afternoon.

Can you serve papers in New Cuyama or on Hollister Ranch?

Yes, both are in our Santa Barbara County coverage. Remote areas are subject to different timelines. Cuyama had 37 residents in the 2020 Census and sits well inland across the mountains, and ranch or base addresses can need access arranged first, so tell us what you know in the Letter of Instruction.
