Carpinteria is an incorporated city on the south coast of Santa Barbara County, east of Santa Barbara and short of the Ventura County line. It has about 2.6 square miles of land. The 2020 Census counted 13,264 residents, and the Census Bureau's July 2025 estimate is 12,734. Valpro Attorney Services serves summonses and complaints, subpoenas, restraining orders, eviction papers, and family law and probate documents at Carpinteria addresses, and on Carpinteria residents wherever they work.
Carpinteria requests are handled from our Sacramento office, about 312 miles to the north, and every update from intake to proof comes by email.
Carpinteria cases start at the east end of South County
Santa Barbara Superior Court treats the county as two regions. Local Rule 201 puts everything south and east of a line from Gaviota Creek, up Highway 101 and along the Santa Ynez River, in South County. Carpinteria is well inside it. The court's small claims page sums up the South County venue as "Carpinteria to Gaviota," which makes Carpinteria the eastern anchor of the region.
In practice, a Carpinteria case is filed in Santa Barbara, at one of two downtown buildings:
| Carpinteria matter | Clerk that takes it |
|---|---|
| Civil, limited ($35,000 or less) and unlimited | Anacapa Division, 1100 Anacapa Street |
| Unlawful detainer | Anacapa Division |
| Small claims | Anacapa Division clerk's office, 2nd floor |
| Family law | Anacapa Division |
| Probate, guardianship, conservatorship | Anacapa Division; hearings Thursdays, Dept. SB 5 |
| Mental health, civil appeals | Anacapa Division |
| Criminal, traffic, infractions | Figueroa Division, 118 East Figueroa Street |

The Anacapa courthouse is about 12 miles west of the Census Bureau's internal point for Carpinteria. Its mailing address, for paper filings sent by mail, is P.O. Box 21107, Santa Barbara, CA 93121-1107.
When the case is about Carpinteria land
Venue usually follows the parties, but Santa Barbara's Rule 203(b) adds a fixed point for property cases. If a claim turns on title, use or regulation of a specific parcel, or is brought under CEQA or the Williamson Act, it's filed first in the region where the land sits. A quiet title action over a Carpinteria lot, or a challenge to a Carpinteria land use approval, therefore starts in South County even if the owner lives in Santa Maria or out of state. A party can ask to move it only on a showing of good cause.
E-filers name the division on page one under Rule 203(c). For a Carpinteria case, that's a Santa Barbara (Anacapa) caption. Our Santa Barbara County court filing service handles the e-filing and any paper-only documents, then hands the endorsed copies to the server.
One ZIP Code area, shared with two unincorporated places
Carpinteria uses the 93013 ZIP Code area. The Census Bureau's 2020 relationship file shows the city's land falling inside 93013, but the ZIP Code area reaches much farther than the city. Of its 41.4 square miles of land:
- Carpinteria city holds about 6.3%.
- Toro Canyon CDP holds about 7.2%.
- Summerland CDP holds about 0.2%.
- Land outside any named place makes up about 86.4%.
Toro Canyon and Summerland are census-designated places: named communities with no city government of their own. The County of Santa Barbara governs them. So a "Carpinteria, CA 93013" envelope can belong to a home in the city, a house in Summerland, or a property in the hills behind the city. For service, we go where the person is. For a case that involves a local ordinance, a permit or the local government, the parcel's jurisdiction matters, and a county parcel lookup settles it.
Serving the City of Carpinteria
The City's clerk page is unusually direct about this. It says the City Clerk "acts as service agent for the City regarding claims, subpoenas and summons." That makes the clerk's office the first stop for any process aimed at the City.
- Where: City Hall, 5775 Carpinteria Avenue, Carpinteria, CA 93013.
- Hours: Monday through Friday, 8 a.m. to 5 p.m., closed on holidays.
- Phones: City Hall (805) 684-5405; City Clerk's office (805) 755-4403.
CCP § 416.50 lets a summons on a public entity be delivered to its clerk, secretary, president, presiding officer or other head of its governing body, so the clerk fits both the statute and the City's own instructions. A subpoena for City records is also delivered to the clerk, who the page calls the City's official custodian of records. A claim for money damages usually goes to the City as a written government claim before any lawsuit; your attorney prepares that.
Over the county line
Places that sound close to Carpinteria may sit in another county. Ojai, about 15 miles away, and Ventura, about 16, are in Ventura County, where cases belong to Ventura Superior Court. That affects where a case is filed, not where papers can be delivered. A California summons can be served anywhere in the state.
So a Carpinteria landlord can sue a former tenant who moved to Ventura in the right court and have that tenant served in Ventura County, and a Ventura County plaintiff can have a Carpinteria defendant served at home here. Tell us the case's court and number on the Service Request so the proof of service is captioned correctly.
Papers to serve in Carpinteria?
Small claims for a Carpinteria dispute
A Carpinteria small claims case is filed on the second floor of the Anacapa Division. The office is open 8 a.m. to 3 p.m., with phones from 9 a.m., at (805) 882-4520. An individual can claim up to $12,500. A fee waiver is available for anyone who can't afford the filing fee.
Two free resources sit close to the case:
- Mediation. Conflict Solutions Center volunteers are at the court at hearing time, and the center also mediates before a case is filed, at its own offices.
- Small claims advice. The Legal Aid Foundation runs the Small Claims Advisor through the Santa Barbara Legal Resource Center, (805) 568-3303, with walk-in and phone help Monday through Thursday, 9 a.m. to noon and 1:30 to 3 p.m.
The plaintiff can't hand the claim to the defendant personally. Any adult who isn't part of the case can, and we return the signed proof of service so it can be filed before trial.
Carpinteria evictions
A Carpinteria unlawful detainer is filed at the Anacapa Division, or e-filed by counsel. The court's eviction page lists the filing fee by demand: $240 up to $10,000, $385 from $10,000 to $25,000, and $435 above that. It still describes a five-day window to respond, but the current statewide self-help guidance gives a personally served tenant 10 court days.
When you send an eviction for service, include the summons and complaint, every adult occupant's name, and the unit number. For a property with a front and back unit, say which door belongs to which tenant.
From January 1, 2027, AB 747 changes how attempts are documented. Three good-faith attempts at personal delivery, on three different days and at three different times, show reasonable diligence before substituted service (CCP § 415.20(b)(2)), and a proof of personal, substituted or posted service carries a GPS-stamped photo for each attempt. The details are in our AB 747 guide and our proof of service guide.
Probate on the Thursday calendar
South County probate is heard on Thursdays at 9:00 a.m. in Department SB 5 at Anacapa. Probate examiners review the papers before each hearing and post probate notes under tentative rulings roughly a week ahead. For a South County case, the court allows email to the probate examiner to clarify a posted note, but not for legal advice and not with documents attached for filing.
All probate documents are e-filed under Local Rule 1012 unless an exception applies. When a petition has to be served on an heir, a trustee or a proposed conservatee in Carpinteria, send the filed petition, the hearing date and the person's current address or care facility.
Family law for Carpinteria parents
A Carpinteria divorce, legal separation, parentage or custody case is filed at Anacapa, and the court's South County family services sit in the same building. When parents disagree about custody or visitation, California requires mediation before the court decides. The court's Family Court Services page says mediation is free, is currently held by Zoom unless the mediator or the court asks for in person, and needs both parents present. Children six and older should be available, out of earshot, in case the mediator wants to talk with them.
Before a mediation appointment is given, both parents complete the free online PEACE class. A parent without a computer can take the court's listed alternative, the Families Change guide, on a phone or tablet and file the completion certificate with the case number on it. The Santa Barbara Family Court Services office, (805) 882-4667, takes walk-ins on weekdays from 8 a.m. to noon and 1:15 to 3 p.m.
The South County Family Law Facilitator is a court attorney who helps people without lawyers. Appointments are by phone, Zoom or in person at (805) 882-4660, and the walk-in desk in the Self-Help Center is open 8 a.m. to noon and 1:30 to 3 p.m. The facilitator explains how papers get served and filed but doesn't serve them. The respondent still has to be served by an adult who isn't a party, and we can do that wherever the other parent lives, in Carpinteria or elsewhere in California.
Restraining orders work a little differently. The facilitator's page says it helps only with responses to domestic violence restraining orders, not with applications, and sends people asking for an order to the Legal Resource Center in the courthouse or to the Legal Aid Foundation. Once a judge signs a temporary order, the restrained person has to be personally served with it before the hearing. Send us the signed order, the hearing date and a recent photo.
What a Carpinteria request should include
- The unit or space number for an apartment, condominium or mobile home address.
- Summerland or Toro Canyon if that's where the person actually lives, even if the papers say Carpinteria.
- A workplace in Carpinteria, Santa Barbara or Ventura as a second place to try.
- Hours when the person is usually home.
- A photo or a short description of the person.
Each update comes to you by email. If the person has moved, skip tracing can look for a current address. For a company, find its agent for service of process first; our serving corporations page explains the search. We make no guarantees for service.
