Coronado is an incorporated city of 20,192 people at the 2020 Census, across the bay from downtown San Diego. Its residents include a large share of military personnel: the Census Bureau's 2020–2024 American Community Survey counts 2,965 residents (±455) in the Armed Forces, out of 16,118 people aged 16 and older. That one fact shapes a lot of Coronado service work: where people can be found, who controls access, and what a plaintiff has to show before a default.
Valpro Attorney Services serves summonses, eviction papers, small claims, subpoenas and family law documents at Coronado homes, condos and businesses. Coronado requests are handled from our Sacramento office, about 478 miles north in a straight line.
Where Coronado cases are filed
The San Diego court sorts cases by ZIP Code on form ADM-254, revised January 2025, and then applies exceptions in its local rules. Coronado's main ZIP Code, 92118, and its post office box ZIP Code, 92178, are both listed under the Central Division. Here is how that plays out for the common case types:
| Coronado case | Courthouse |
|---|---|
| Limited and unlimited civil, including collection suits | Hall of Justice, 330 West Broadway, Room 225 |
| Unlawful detainer (eviction), limited or unlimited | Hall of Justice, Room 225 |
| Small claims | Hall of Justice |
| Civil harassment and elder abuse restraining orders | By the Zip Code List; Hall of Justice for 92118 |
| Divorce, custody, support, domestic violence | By the Zip Code List; Central Courthouse, 1100 Union Street, for 92118 |
| Probate and guardianship | Central Courthouse, Probate Business Office, third floor |
| Adoptions | Juvenile Court, 2851 Meadow Lark Drive |
| Criminal and adult traffic | South County Regional Center, 500 Third Avenue, Chula Vista |
In a straight line from Coronado's Census center point, the Hall of Justice and the Central Courthouse are each about 4.1 miles away, and the South County Regional Center about 4.9. Probate papers may be filed at Central or North County, but the court's where-to-file page says the case assignment stays in Central.
The 92155 exception and the Chula Vista cases
Two things on the court's list send some Coronado matters south instead of downtown.
ZIP Code 92155. ADM-254 lists 92155 as "SD, (Naval Amphibious Base)" and assigns it to the South County Division. The asterisk on that line means the ZIP Code belongs to a specific organization. For civil suits, evictions and small claims it doesn't matter, because the local rules fold South County into Central for those case types. It does matter for family law and for civil harassment and elder abuse restraining orders, which follow the Zip Code List. A family case keyed to a 92155 address is a South County case, filed at the Family Law Business Office in Chula Vista.
Criminal and traffic. Local Rules 1.2.2(H) and 1.2.2(I) say cases arising in Coronado are filed in the South County Division, whatever the ZIP Code. If you need a witness served for a Coronado misdemeanor or traffic trial, expect the subpoena to name the Chula Vista courthouse, and send us the department number and the date.
What the ZIP Code areas cover
The Census Bureau's 2020 ZCTA to place file maps three ZIP Code areas onto Coronado city:
- 92118 holds about 87% of the city's land. About 88% of the 92118 area is inside Coronado, about 10% is inside the City of San Diego, and about 2% is outside any city.
- 92135 is a small area, about 0.4 square miles of land, entirely inside Coronado city. The court's list, though, labels 92135 a San Diego post office box ZIP Code and puts it in Central.
- 92155, also about 0.4 square miles of land, is entirely inside Coronado. It's the ZIP Code the court labels Naval Amphibious Base.
So a Coronado address can carry a ZIP Code the court files under San Diego, and a 92118 address can sit inside San Diego city limits. For a complaint or a notice, describe the property the way the lease or the deed does. For service, the street address and the unit are what the server needs.
Serving people connected to the Navy
Base access is controlled; give us an off-base address. The federal regulation for Navy and Marine Corps commands, 32 CFR § 720.20, which we read on eCFR, explains why. Commanding officers may permit service of process on members, civilian employees, dependents or contractors living or located on a naval installation in their command, but service isn't made inside the command without the commanding officer's consent.
The same section says that for process from a California court, a command ordinarily shouldn't block service as long as it follows reasonable command regulations. Where service is allowed, the command usually designates a location, such as the legal office, where the server and the person can meet privately. The commanding officer doesn't act as the process server.
For a Coronado Service Request, that means the best information is anything that lets us reach the person off the installation:
- A home address in town or elsewhere in the county, with the unit number.
- A second address, such as a partner's home or a family member's.
- Schedule details you know, like days off or when the person is usually home.
- A photo and a vehicle description, so the server can recognize them at the address.
If an off-base address can't be found, our skip tracing can look for one before attempts start.
Papers to serve in Coronado?
Defaults when the defendant may be on active duty
Military service affects the end of a case as well as the start. Under the Servicemembers Civil Relief Act, 50 U.S.C. § 3931, before a court enters judgment for a plaintiff against a defendant who hasn't appeared, the plaintiff files an affidavit stating whether the defendant is in military service, with facts to support it, or stating that the plaintiff can't tell. If the defendant is in service, the court can't enter judgment until it appoints an attorney to represent them.
In California this shows up on the Request for Entry of Default, Judicial Council form CIV-100. Item 8 is a declaration of nonmilitary status, required for a judgment, and one of its checkboxes refers to search results from the Defense Department's site at scra.dmdc.osd.mil. Run that search before you file. Our proof of service tells you how and where the defendant was served, which helps when the court asks how you know their status. This is general information, not legal advice.
Coronado civil suits and the 60-day rule
San Diego is strict about timing. Local Rule 2.1.5 says that within 60 days of filing the complaint, every defendant must be served and the proofs of service filed, except in collection cases under California Rules of Court, rule 3.740, and in unlawful detainers. The court reviews compliance at the first case management conference, and it can sanction a plaintiff who hasn't served without good cause.
The same rule lists papers that go out with the complaint: the Notice of Case Assignment and Case Management Conference, any notice of personal injury damages, any notice of punitive damages, and the ADR information materials (not in collection cases). Upload them with the summons and complaint so one packet reaches the defendant.
Rule 2.1.5 also gives the court's example of reasonable diligence before substituted service: attempts on at least three different days at three different times, not all morning or all afternoon, with at least one before 8 a.m. or after 5:30 p.m. From January 1, 2027, state law adds a parallel standard under AB 747: good-faith attempts on three different days at three different times show reasonable diligence (CCP § 415.20(b)(2)). Our AB 747 guide covers the change. We make no guarantees for service.
Coronado evictions
Every Coronado unlawful detainer is filed at the Hall of Justice, Room 225, under Local Rule 2.4.2(A), whether the amount makes it limited or unlimited. The ACS counts 3,312 renter-occupied homes in the city, out of 7,303 occupied units, so evictions are a regular part of Coronado service.
For an eviction request, send the filed summons and complaint, the notice that started the case, the name of every adult in the unit, and the building and unit number. If the tenant is a servicemember with a home on the island, the off-base address is the rental itself, and the attempts happen there. A tenant who is personally handed the summons has 10 court days to respond, according to the state court self-help page. Substituted service or posting gives more time, and posting a summons in an eviction takes a court order under CCP § 415.45.
Small claims for Coronado disputes
Small claims from Coronado are filed at the Hall of Justice, since the local rules include every outside division in Central for these cases. The court's small claims FAQ sets $12,500 as the limit for an individual or sole proprietor. It also says the plaintiff can't serve the claim personally, and that reasonable costs for an investigator to locate the other party for service can be claimed as costs.
After judgment, the FAQ says the winner waits 30 days from the mailing of the Notice of Entry of Judgment before collecting. For a defendant who has moved, ask about a skip trace early; it's cheaper to find someone before the hearing than after. Our proof of service guide shows what the server's form contains.
Restraining orders
Civil harassment, elder or dependent adult abuse, gun violence and workplace violence restraining orders can be filed at the Hall of Justice, Room 225, according to the court's civil restraining order page, and civil harassment and elder abuse filings follow the Zip Code List. For a 92155 address, that points to the South County Regional Center, where the court's page says these temporary orders are filed at the Family Law Business Office on the third floor.
The petitioner must have the respondent personally served, and the proof of service has to be filed before or at the hearing. The court's page lists two options: the sheriff of the county where the respondent lives or works, or any adult who isn't a party. Send the filed request, the temporary order, the hearing notice, and a recent photo.
Second homes and part-time residents
The ACS counts 1,838 housing units (±264) in Coronado held for seasonal, recreational or occasional use, out of 9,896. A condo that's correct on the deed may be empty for months. When a Coronado address may be a second home, tell us where else the person lives, and whether a property manager or a building front desk handles the unit. A primary residence elsewhere in California is often the better first attempt.
Serving a Coronado business
For a hotel, shop or office in Coronado owned by a corporation or LLC, look up the agent for service of process on bizfile Online and send us the agent's name and listed address. Larger operators often name a commercial agent such as CSC or CT Corporation. Our serving corporations page covers the rules.
