Azusa sits at the northeast edge of the San Gabriel Valley, against the foothills. The 2020 Census counted exactly 50,000 residents, and the Census Bureau's Vintage 2025 estimate puts the city at 47,447. The city itself is compact, but its main ZIP Code reaches miles into the mountains behind it.
Serving papers there takes two kinds of knowledge. One is the court map: Azusa doesn't have a courthouse, and Los Angeles Superior Court spreads its cases across four buildings in four cities. The other is the ground: which ZIP Code the address uses, and whether it's a city apartment or a canyon property. As a process server in Azusa, CA, we sort out both before the first attempt.
Two ZIP Codes, one large canyon
The Census Bureau's 2020 ZIP Code tabulation area file shows how Azusa's land divides. About 89% of the city's land area is in ZCTA 91702. About 10% is in ZCTA 91010, the ZIP Code Azusa shares with Duarte and Bradbury. A sliver sits in 91722.
ZCTA 91702 is far bigger than the city. It covers about 65 square miles of land, and only about 13% of that is inside Azusa. Roughly 82%, some 53 square miles, is outside any city or census designated place, most of it the mountain country north of town. Small pieces belong to Glendora, Irwindale and the Citrus and Vincent census places.
The court's Filing Court Locator recognizes that spread. For 91702 it lists three communities: Azusa, El Encanto and Falling Springs. All three route to the same courthouses, so a canyon address isn't filed anywhere different. It's served differently. Remote areas are subject to different timelines, and an address several miles up a mountain road needs directions that a city street doesn't.
Azusa cases, courthouse by courthouse
For ZIP Code 91702, the locator gives this routing:
| Azusa (91702) case | Courthouse |
|---|---|
| Limited unlawful detainer (eviction) | West Covina Courthouse, 1427 West Covina Parkway |
| Small claims | West Covina Courthouse |
| Unlimited civil | Pomona Courthouse South, 400 Civic Center Plaza, Pomona |
| Family law | Pomona Courthouse South |
| Restraining orders | Pomona Courthouse South |
| Limited civil collections | Norwalk Courthouse, 12720 Norwalk Blvd. |
| Other limited civil | Stanley Mosk Courthouse, 111 North Hill Street, Los Angeles |
| Probate | Stanley Mosk Courthouse |
In a straight line from Azusa's Census center point, West Covina is about 5 miles away, Norwalk about 18 and Stanley Mosk about 20. Pomona Courthouse South is in the court's East District along with West Covina.
West Covina for evictions and small claims
LA's local rule 2.3(a)(2) makes small claims, limited collections and limited unlawful detainer cases mandatory filings: each one must go to the courthouse that the court's appendix charts assign to the community and ZIP Code of the place that sets venue. For an Azusa rental, that's where the property is. For 91702, the answer is West Covina.
The court's directory lists West Covina as a civil, criminal, small claims, traffic and unlawful detainer courthouse. The building opens at 8 a.m. and the clerk's office at 8:30 a.m., and both close at 4:30 p.m., Monday through Friday except court holidays. The directory also notes free four-hour parking in designated areas.
After an Azusa tenant is personally served with the summons and complaint, the answer is due in 10 court days. If the papers are left with another adult and mailed, the Judicial Council's guide adds 10 calendar days first. A small claims defendant must be served at least 15 days before the hearing, or 20 days if they live outside Los Angeles County. General information, not legal advice.
Pomona South for big cases, families and protective orders
Unlimited civil cases from 91702, family law and restraining orders route to Pomona Courthouse South. The court's directory lists its unlimited civil clerk's office in Room 101, phone (213) 633-6333, open 8:30 a.m. to 4:30 p.m. It adds a practical note: ex parte matters are heard at 9 a.m. in the department, and the applications must be filed in the clerk's office at 8:30 a.m.
That ex parte timing matters when papers have to be served quickly. A temporary restraining order granted in the morning still has to be handed to the restrained person before the hearing date, and the server needs the order, the notice of hearing and a good description of the person. Upload the filed packet as soon as it's conformed.
Protective orders and petitions with their own venue rules
Several Azusa filings follow a person or a property rather than the defendant's ZIP Code. Rule 2.3(a)(1)(B) sets these out:
- Civil harassment and gun violence restraining orders may be filed where one of the parties lives, or in any district needed to keep the requesting party safe.
- Elder or dependent adult abuse restraining orders, when no civil complaint has been filed, follow the same where-a-party-lives or safety rule.
- Name change petitions are filed where the petitioner lives.
- Quiet title and other real property cases are filed where the property sits, which matters for a canyon parcel owned by someone who lives elsewhere.
Each of these still involves serving someone, often a person who doesn't want to be found. For a restraining order, the order and the hearing notice must be personally delivered; for a name change involving a minor, the other parent usually needs notice of the hearing. Tell us the hearing date when you upload the papers.
Papers to serve in Azusa?
Downtown and Norwalk: the money cases that leave the valley
Two Azusa case types end up well outside the San Gabriel Valley. A limited civil collection case under rule 3.740 of the California Rules of Court routes to the Norwalk Courthouse, about 18 miles away. Under rule 2.3(a)(2)(B), all other limited civil actions must be filed in the Central District, which for Azusa means Stanley Mosk.
Probate also goes downtown. The local rules require conservatorship, guardianship, probate and trust proceedings to be filed in the Central District, with exceptions only for the North District around Lancaster. Notices in an Azusa estate may still have to reach relatives across the valley, so list every address you have.
The 91010 corner of town
About a tenth of Azusa's land uses ZIP Code 91010, and it routes differently. When we checked 91010 in the court's locator, it returned three communities, none of them Azusa:
- Duarte and Bradbury: family law, restraining orders, limited evictions and small claims at the Pasadena Courthouse, 300 East Walnut Street.
- White Saddle: family law and restraining orders at Pasadena, but limited evictions and small claims at West Covina.
- All three: unlimited civil listed at both Alhambra and Pasadena, probate and other limited civil at Stanley Mosk, and limited collections at the Chatsworth Courthouse.
The local rules explain the unlimited civil listing. Rule 2.3(a)(1)(C) says an unlimited civil case filed in the Northeast District must be filed at the Alhambra courthouse, about 13 miles from Azusa. Because the locator doesn't list Azusa under 91010, confirm the community the court uses for that address before filing a small claims, collection or eviction case. A filing at the wrong courthouse can be transferred, and that costs time. Our Los Angeles County court filing service can check it as part of the request.
Filing downtown instead
For many unlimited civil and family cases, Los Angeles gives a choice. Rule 2.3(a)(1)(B) lets them be filed in the Central District or in the district tied to the case: where a contract was to be performed or the defendant lives, where a family law party lives, or where real property sits. Personal injury cases are the big exception. Under rule 2.3(a)(1)(A), an unlimited bodily injury, wrongful death or personal property damage case must be filed in the district where the incident arose.
Whatever the choice, the reason has to be stated. Rule 2.3(a)(1)(E) requires the Civil Case Cover Sheet Addendum and Statement of Location, form LACIV 109, with every new civil filing, and a copy has to be served with the summons and complaint. When you send papers for service, include the addendum in the set.
E-filing an Azusa case
The court's civil e-filing FAQ is direct about who must e-file: litigants represented by attorneys in civil cases, unless they have a court order exempting them. For a case outside the Central District, an exemption request goes to the supervising judge of that district, on Judicial Council forms EFS-007 and EFS-008. Self-represented litigants may e-file but don't have to. Because e-filing is mandatory, attorneys who e-file also agree to accept electronic service at the address they provide.
What helps a server at an Azusa address
City addresses and canyon addresses need different details:
- Apartments and condos: building and unit number, plus a gate code or the manager's contact for a gated complex.
- Canyon or foothill property: the road, the nearest landmark or mile marker, any locked gate and whether the house is visible from the road.
- Schedules: when the person is home, and any work address in the valley.
- A photo, for restraining orders and other papers that must be handed to one person.
From January 1, 2027, three good-faith attempts at personal delivery on three different days, at three different times, show the reasonable diligence needed before papers can be left with another adult at the home (CCP § 415.20(b)(2)). Our AB 747 guide covers that change, and our proof of service guide shows what the server signs. We make no guarantees for service.
Businesses, and people who have moved
For a company with an Azusa storefront or office, serve the agent for service of process named in the California Secretary of State's records. Large companies often name a commercial agent such as CSC or CT Corporation; our serving corporations page explains the rest. If a person has moved on, skip tracing can look for a current address.
