Baldwin Park is a city of about 72,000 people at the 2020 Census, in the middle of the San Gabriel Valley, with no courthouse of its own. Three courthouses sit within 13 miles, and only two of them take Baldwin Park's civil cases. The one many people assume is the local court, El Monte, handles criminal and traffic matters only.
So the first question on a Baldwin Park job is usually not how to serve the papers, but where the case should have been filed. This page answers that for each case type, explains how the city shares its ZIP Code with Irwindale, and lists what helps a server at a Baldwin Park home, apartment or business. Baldwin Park requests are handled from our Sacramento office, about 369 miles north.
Baldwin Park filing courthouses
Baldwin Park's ZIP Code, 91706, has two rows in the court's filing court locator: Baldwin Park and Irwindale. In October 2026, both returned:
| Baldwin Park case | Filing courthouse | Straight line from central Baldwin Park |
|---|---|---|
| Small claims | West Covina Courthouse, 1427 West Covina Parkway | 2.0 mi |
| Limited unlawful detainer (eviction) | West Covina Courthouse | 2.0 mi |
| Unlimited civil (over $35,000) | Pomona Courthouse South, 400 Civic Center Plaza | 12.7 mi |
| Family law and restraining orders | Pomona Courthouse South | 12.7 mi |
| Limited civil collection | Norwalk Courthouse, 12720 Norwalk Boulevard | 12.9 mi |
| Probate | Stanley Mosk Courthouse, 111 North Hill Street, Los Angeles | 15.9 mi |
| Limited civil that isn't a collection | Stanley Mosk Courthouse | 15.9 mi |
The pattern is unusual. The nearest filing court is very close, but every other building is between 12 and 16 miles away, in three different directions.
El Monte is close, but not for civil filings
The El Monte Courthouse, 11234 East Valley Boulevard, is about 3.6 miles from central Baldwin Park, and Local Rule 2.2 counts it as an East District courthouse along with Pomona Courthouse South and West Covina. That's where the confusion starts.
The court's directory lists only two divisions at El Monte: criminal and traffic. Its clerk's office in Room 100 handles criminal and traffic business. None of the Baldwin Park or Irwindale rows in the locator send a civil, family, small claims or eviction case there. If a client says the case is "in El Monte," check the summons. It's probably a criminal or traffic matter, or the client is thinking of West Covina.
Baldwin Park and Irwindale share 91706
The Census Bureau's 2020 ZIP Code to place file shows how 91706's land divides:
- Irwindale: about 50.8%.
- Baldwin Park: about 48.8%.
- Everything else, including slivers of Monrovia, Industry, Avocado Heights and unincorporated land: well under 1%.
Irwindale is a separate city with a 2020 population of 1,472, yet it covers slightly more of 91706's land than Baldwin Park does. Baldwin Park, in turn, reaches a little way into 91746, the La Puente area ZIP Code, and a tiny bit into 91790, which is mostly West Covina. The locator rows for 91746, including Avocado Heights, Bassett, City of Industry and La Puente, return the same East District courthouses as 91706.
For filing, none of this changes anything. For other parts of a case, it can:
- The right city government. A permit dispute or a claim over a city street goes to whichever city controls that spot.
- Business records. A company with a 91706 address may be in either city. Name it as its Secretary of State filing does.
- The address on the proof. The server records the address where service happened. If the deed says Irwindale, the proof should match the papers you send.
Evictions at the West Covina Courthouse
Baldwin Park landlords file evictions about 2 miles east, at the West Covina Courthouse. The court's directory puts the unlawful detainer clerk in Room 107, (626) 430-2596, with clerk hours of 8:30 a.m. to 4:30 p.m. and the building opening at 8:00 a.m. Ex parte hearings in eviction cases are at 11:00 a.m. in Department 2, Monday through Friday. The court lists free four-hour parking in designated areas.
Once a tenant is handed the summons and complaint, they have 10 court days to file an answer. If the papers are left with another adult and mailed, or posted under a court order, the response period is longer.
For a Baldwin Park rental, these details shorten the job:
- Every adult named on the summons, spelled as the papers spell them.
- The unit number and building, for apartment complexes with several buildings or a rear unit on a single lot.
- Which door the tenant uses, plus any gate code or call box number.
- A note about dogs, if the yard isn't safe to cross.
From January 1, 2027, AB 747 says good-faith personal delivery attempts on at least three occasions, on three different days and at three different times, show the reasonable diligence needed before substituted service (CCP § 415.20(b)(2)). Posting a summons in an eviction case is handled under CCP § 415.45. The AB 747 guide explains what changes.
Papers to serve in Baldwin Park?
Pomona or downtown for unlimited civil cases
Baldwin Park sits closer to downtown Los Angeles than most East District cities. Pomona Courthouse South is about 12.7 miles away and the Stanley Mosk Courthouse about 15.9, a gap of just over 3 miles.
That matters because Local Rule 2.3(a)(1)(B) lets many unlimited civil and family cases be filed either in the Central District or in the district the rule describes. A contract case can go where the contract was to be performed or where a defendant lives, and a real property case where the property is. For a Baldwin Park dispute, both options are realistic, and attorneys choose based on their own practice.
Injury cases don't get that choice. Under Local Rule 2.3(a)(1)(A), an unlimited personal injury case is filed in the district where the incident arose. For a collision on a Baldwin Park street, the locator's East District answer is Pomona Courthouse South.
Every new civil case also needs form LACIV 109, the Statement of Location. The rule requires a copy of it to be served along with the summons and complaint, so include it in your upload. At Pomona, the civil unlimited clerk is in Room 101, (213) 633-6333, and ex parte applications are filed at 8:30 a.m. for a 9:00 a.m. hearing.
Family law and restraining orders at Pomona
Baldwin Park divorces, custody cases and restraining orders go to Pomona Courthouse South. The family law clerk shares Room 101 with civil and opens at 8:00 a.m. Mediation through Family Court Services is in Room 125. The Self-Help Center and Family Law Facilitator are in Room 730 on the seventh floor, (213) 830-0845. Public parking is in the lot on 7th Street.
A petitioner can't personally serve their own family law papers. An adult who isn't a party does, and the proof is form FL-115 for a summons and petition. Restraining order papers have to reach the restrained person before the hearing, and the proof is DV-200 or CH-200. Give us the hearing date and every place the person is likely to be.
Collections, small claims and e-filing
A Baldwin Park collection case of $35,000 or less goes to Norwalk, one of the court's two countywide collection hubs, about 12.9 miles south. The Civil Clerk's Office there is Room 101, with a limited collections line at (562) 345-0898. Represented parties must e-file civil documents under Local Rule 3.4 unless the court exempts them, so the distance matters less than it looks.
Small claims stay close, at West Covina's Room 107. Individuals can claim up to $12,500. In a consumer debt collection case filed after January 1, 2027, at least one service attempt must be made at the debtor's home when that address is known or can be found with reasonable effort.
Serving the City of Baldwin Park
Baldwin Park City Hall is at 14403 East Pacific Avenue, 91706. A summons against the city is delivered to one of the officials CCP § 416.50 names: the clerk, secretary, president, presiding officer or other head of the governing body. That's usually the City Clerk's office. A claim for money against the city generally has to be presented to the city before the lawsuit is filed, so confirm that step with your attorney first.
Serving a Baldwin Park business
A Baldwin Park business is served according to how it's organized, so check its records before the server goes out. A sole proprietor can be served personally, at the business or at home. A corporation or LLC is served through its agent for service of process, which you can look up on the Secretary of State's bizfile Online. The agent's address is often nowhere near Baldwin Park.
When the agent is a commercial registered agent, our pages on CSC and CT Corporation explain how those offices accept papers. A clerk or shift manager at a Baldwin Park storefront usually isn't authorized to accept service for the company, so don't count on the store as the service address unless your attorney has a reason to.
If the person to be served commutes out of the city, send the work address and shift hours as well. For someone with a daytime job, an evening or weekend attempt at home is often more productive than a weekday one, and a workplace attempt can fill the gap.
Sending a Baldwin Park Service Request
- Upload up to 5 PDFs on the Service Request form.
- List each address with unit and gate notes, and say if the client thinks the property is in Irwindale.
- Add a photo and schedule for the person being served.
- Choose Rush or Standard, and add a West Covina or Pomona filing if you need one.
You can get the updates by email. For a company, our serving corporations page explains how to find its agent, and skip tracing can look for someone who has moved. We make no guarantees for service.
